The instructions for officers/staff deployed on duties in connection with constitution of 17 th Lok Sabha Secretariat are enclosed with this Circular as detailed below:- (i) Annexure-1 Instructions for Officers/Staff deployed to perform the duties of Guides at Guideposts being set up at Airport/Railway Stations; (ii) Annexure-11 Instructions for Officers/Staff deployed on Accommodation Desk in Room No. 62,Parliament House; and (iii) Annexure-111 Instructions for Officers deployed to perform the duties of Nodal Officers (iv) Annexure-lV Deployment of Drivers and officials at Transport Desk (v) Annexure-V List of Coordinators and Supervisors at Airport/Railway Station and Western Court Hostel/ Annexe (vi) Annexure-VI General Information 2. Guide Posts have been set up at IGI Airport (Terminal I, II and III) and Railway Stations at Delhi, New Delhi (both Paharganj and Ajmeri Gate sides), Nizamuddin and Anand V ihar (23.05.2019 to 28.05.2019) to receive the newly elected members of 17 th Lok Sabha and to render them necessary help/services they require. Besides, Desks have also been set up at Committee Room No. 62, to allot transit accommodation to the newly elected members and to complete other formailties. 2. The Guide posts at Airport/Railway Station will function on 23 May, 2019 [(06.00 P.M. to 11.00 P.M. (one shift)] and from 24.05.2019 to 28.05.2019 (from 05.00 A.M. to 02.P.M. and 02.00 P.M. to 11.00 P.M. (in two shifts)] 3. The Accommodation Desk at Room No. 62, PH will function round the clock i.e. from 09.00 A.M. to 06.00 P.M.; 06.00 P.M. to 11.00 P.M.; 11.00 P.M. to 07.00 A.M. and 07.00 A.M. to 09.00 A.M. 4. The Guides will reach the place of duty well in time preferably 15 minutes before the scheduled time and will not leave until the reliever is in place and report the absence of reliever to supervisory officer. 5. They will wear the arm band/badge to be provided by MS Branch with the inscript 'LOK SABHA' on their arm. 6. Thereafter, they may be requested to contact Committee Room 62, Parliament House for allotment of transit accommodation, supply of Parliamentary Publications, issue of Identity card-cum-Railway Passes, etc and to complete other formalities. V ehicles of Lok Sabha Secretariat will be available for ferrying the Members to Parliament House. However, if they are not available, the Guides posted at all places will assist the new Members in hiring the pre-paid taxies from IGI Airport/Railway Stations to Reception Office, PH ( on Rail Bhawan Side) or State Guest House wherever they intend to go. Member will have to pay the hiring charges themselves if they go to the places other than the Parliament House. Supervisor(s) of each shift will be given contingency amount for hiring pre paid taxies for the above-said purpose. The account will be settled by them within 7 days of the completion of the work of guideposts. 8. A list of telephone Nos. of various State Guest Houses is enclosed for the information of Guides and convenience of Members in case Members desire to go straight to State Guest House(s) and make their own arrangement for their stay, etc. (Appendix) 9. While interacting with the Members, the Officers/staff posted at guideposts are to be very courteous and polite and will ensure that no inconvenience is caused to Members. At the same time, they have to be very careful and cordial while dealing with other agencies seeking their help to avoid any complaint. -2- 10. The officers/staff deployed on guideposts will use their mobile number officially to contact the other guides/officers and Accommodation Desk in Room No. 62, PH. - 4 - 19. Guides (officers/staff) may use Ola/Uber to reach the Airport/Railway Station(s) and Back to their residence(s) strictly in odd hours (between 08.00 P.M. to 08.00 A.M.). The amount spent by them in this regard may be claimed for reimbursement directly from B& P Branch as per procedure laid down in Circular No. 31453 dated 03.12.2018 modified vide circular no. 31527 dated 07.02.2019. However, where taxi is booked through app of Ola/Uber, the receipt should be obtained by e-mail also. Therefore, Supervisor(s) should keep the pre-paid taxi receipts for settlement/reimbursement purposes. 20. For officers/staff deployed on guideposts at Airport/Railway Station(s), a sum of Rs. 300/- (Rupees Three Hundred Only) or actual (per person/day), whichever is less, will be reimbursed by MS Branch to them on submission of payment receipt. They may preferably use the Airport Staff Canteen at the Airport and the Railway Canteen at Railway Station(s). 21. One register will be provided for each Guide Post Officer/Staff deployed. They will mark their attendance at given page with arrival and departure time. 22. Further, they will keep record of arriving Member{s) in the Register and inform Accommodation Desk, Room No. 62, PH immediately as soon as the Member leaves Airport/Railway Station(s) for Parliament House. 23. All concerned are requested that these directions must be fully complied with.

We, ISOLA Delhi Chapter, submit the following observations and objections to the report, prepared by DUAC for due consideration, through a landscape heritage perspective. As per the new Guidelines the character of the LBZ would change dramatically (to its detriment), with significant impact on the environment and character of Central Delhi. We would like to highlight the lack of consideration in the report to the Landscape Heritage of New Delhi. This includes the planned ‘Garden City’ planning as designed in 1930 as well as the landscape resource this area is today. LBZ needs to be conserved for the future, not only for its historic planning, but significantly its model landscape planning design; strategic planting; mature, verdant and diverse canopy (which took nearly a century to be established); and, the critical biodiversity it supports. Depriving the people of Delhi of the green lung that LBZ is today, will lead to further deterioration of the poor air quality that is plaguing our capital city. We as ISOLA Delhi Chapter strongly object to the LBZ Boundary and Development Guidelines Report by DUAC.

The city has absorbed, over the centuries, settlers, and visitors from across the globe. The emperors, the nobles, the viceroys and the sahibs all provided generous patronage to the cuisine of Delhi and contributed the cultivation of fine taste. Food culture is to be followed by concerned services provider and present study is an attempt to explore of food culture, cuisines, preferences and choices in Delhi through literature review. It serves the National capital – New Delhi and strives to meet transportation needs of India’s populations, people visiting it for business and social requirements.
