Village Community Educator iii Bougainville Performance Report 2018–2019 Executive Summary This report presents the performance of the Pacific Women Shaping Pacific Development (Pacific Women) program in the Autonomous Region of Bougainville (Bougainville) during 2018–2019. It covers the three activities that operated only in Bougainville and another nine activities that operated in Bougainville as well as in other locations between 1 July–31 December 2018. It also refers to two activities planned to operate in Bougainville for the first six months of 2019. In 2015, the Autonomous Government of Bougainville, the Government of Australia and the Government of Papua New Guinea agreed on the Bougainville Gender Investment Plan (2014–2019). Under the plan, the Australian Government committed $14 million over five years, with $4 million provided through Pacific Women.1 The Bougainville Gender Investment Plan prioritised the following objectives: 1. reduce family and sexual violence and assist survivors of violence; 2. strengthen women’s leadership; and 3. improve women’s economic opportunities. Activities supported contribute to achieving the vision, mission and key indicators of the Autonomous Region of Bougainville’s Policy for Gender Equality, Women’s Employment, Peace and Security. Activities also support the Bougainville Department of Community Development’s Strategic Plan 2017–2019. The total commitment for Pacific Women activities that operate exclusively in Bougainville is $10.56 million. This exceeds the Pacific Women commitment made under the Bougainville Gender Investment Plan. In financial year 2018–2019, the Australian Government contributed $535,500 towards three Pacific Women activities that solely operated in Bougainville.

The central part of the island rises into a wide ridge of mountains known as the Highlands, a terri- Kokoda tory that is so densely forested and topographically forbidding that the island’s local people remained Tufi isolated from each other for millennia. The coastline Owers’ Crn is liberally endowed with spectacular coral reefs, giv- Port Moresby ing the country an international reputation for scuba diving. The smaller island groups of Papua New Alotau Guinea include the Bismarck Archipelago, New Brit- ain, New Ireland and the North Solomon’s. Some of these islands are volcanic, with dramatic mountain ranges, and all are relatively undeveloped. Nearly 85 percent of the main island is carpeted with tropical rain forest, containing vegetation that has its origins from Asia and Australia. The country is also home to an impressive variety of exotic birds, in- cluding virtually all of the known species of Bird’s of Paradise, and it is blessed with more kinds of orchids than any other country. For centuries, the South Pa- cific has been luring the traveller who searched for excitement, beauty and tranquillity. The exploits of sailors to the South Pacific have been told and re- told, but in telling, there is one large country which is not mentioned, Papua New Guinea.

    Dive Kabaira Rabaul - Papua New Guinea Rabaul New Britain is PNG's largest island. East New Britain Province is the eastern part of the island, where Rabaul is located, about 2 hours flight north east of the capital Port Moresby. Rabaul harbour is an ancient volcanic caldera which partially collapsed, allowing the sea to enter, several thousand years ago. Today the harbour is ringed by several smaller volcanoes, most of which are dormant or extinct. Since two of the volcanoes erupted simultaneously in September 1994, businesses and the airport have been relocated to Kokopo which is 20 km south east of Rabaul. There are daily flights from Port Moresby, Hoskins and Kavieng to Kokopo. The flights are on Air Niugini's F28 jets. Kabaira Dive Resort is located on the north coast of New Brit- ain Island, 45 minutes drive from both Kokopo and Rabaul. Set right on the beach with views across Ataliklikun Bay and those much sought after tropical sunsets it is a great place to escape from civilization. Kabaira Dive is built on land originally used by local plantation owners as an overnight stopover while trans- porting cocoa and copra produce to Rabaul by boat since the 1940s. Today the main building has been renovated to be sleep- ing quarters, with one double, two twin and two single bed- rooms, and shared bathroom facilities.
