Operation and Maintenance Costs – O&MC) UHK Ubrizgavanje hidratisanog kreča (engleski - Hydrated Lime Injection) VF Vrećasti filter (engleski – Bag filter) Vlažno ODG Vlažni postupak ODG sa krečnjakom (engleski – Wet Limestone - WLS) VPS Veliko postrojenje za sagorijevanje (engleski -Large Combustion Plant - LCP) ZSV Zagrijani sekundarni vazduh (engleski -Over Fire Air) 4 Sažetak Nacionalni plan smanjenja emisija (NPSE) za Bosnu i Hercegovinu (BiH) je pripremljen prema Smjernicama politike Sekretarijata Energetske zajednice za izradu Nacionalnog plana smanjenja emisija (Policy Guidelines on the preparation of National Emission Reduction Plans), objavljen 19. decembra 2014.1 NPSE se odnosi na smanjenje emisija sumpor-dioksida (SO2), azotnih oksida (NOx) i čvrstih čestica iz velikih postrojenja za sagorijevanje (VPS) u Bosni i Hercegovini (BiH), predstavljene po entitetima: Federacija Bosne i Hercegovine (FBIH) i Republika Srpska (RS). Uzimajući u obzir zahtjeve propisane Ugovorom o osnivanju Energetske zajednice, kao i prilagođene zahtjeve Direktive 2001/80/EC ograničenju emisija određenih zagađujućih materija u zrak iz velikih postrojenja za sagorijevanje (DVPS) i Direktive 2010/75/EU o industrijskim emisijama (DIE) i analizom podataka dobivenih od operatora termoelektrana i industrijskih kogenerativnih postrojenja, u BiH postoje četiri termoelektrane, sa devet blokova i jedna industrijska kogenerativna elektrana sa tri velika postrojenja za sagorijevanje sa toplotnom snagom ložišta većom 50 MWth, koje moraju ispuniti zahtjeve LCPD i IED Direktiva za smanjenje emisija zagađujućih materija. Za Ugovorne strane predmet Direktiva su samo velika postrojenja za sagorijevanje koja se koriste za proizvodnju električne energije koja se, makar djelomično, isporučuje u mrežu. Velika postrojenja za sagorijevanje (VPS) koja proizvode električnu energiju koja se ne isporučuje u mrežu, nisu predmet ovih Direktiva. Nijedan od operatora VPS nije odabrao opciju usklađivanja sa graničnim vrijednostima emisija (GVE) (Član 4(3)(a) DVPS); za 10 VPS operator je odabrao da budu uključeni u NPSE (Član 4(3)(b) i Član 4(6) DVPS); a za 2 VPS operator je odabrao opciju ograničenog operativnog vijeka postrojenja za sagorijevanje (Član 4(4) DVPS). Ulazna toplotna snaga ložišta VPS varira od 84 MW do 800 MW, a ukupno iznosi 5.339 MW. Sva VPS koriste mrki ugalj i/ili lignit kao gorivo, osim jednog industrijskog kogenerativnog postrojenja u firmi Natron-Hayat koje koristi crni lug kao gorivo. 1 https://www.energy- community.org/portal/page/portal/ENC_HOME/DOCS/3546146/EnC_NERP_guidance_FINAL_jko_signature_mer ged.pdf 5 Ukupna emisija svih VPS u BiH u 2014. godini iznosi oko 273.577 tona SO2, oko 20.511 tona NOx i oko 6.616 tona čvrstih čestica. Krajnji cilj ovog NPSE je da se do 1.1.2028. smanje godišnje emisije VPS uključenih u NPSE na 14.243 tona sumpor dioksida (SO2), 7.746 tona azotnih oksida (NOx) i 780 tona čvrstih čestica. U toku izrade plana i njegovog predstavljanja javnosti, predstavnici Elektroprivrede RS (ERS) su iznijeli stav da troškovi finansiranja ovog Plana predstavljaju opterećenje za TE Ugljevik i u manjoj mjeri za TE Gacko te da će uticati na povećanje ukupnih proizvodnih troškova, prije svega TE Ugljevik, i na taj način ugroziti buduću tržišnu poziciju elektrane. Zbog ovoga predstavnici ERS-e su iznijeli apel prema nadležnim institucijama da pomognu u iznalaženju načina za finansiranje Plana. Smatra se da je prilikom iznalaženja rješenja za finansiranje moguće primjeniti neka rješenja iz međunarodne prakse. U toku izrade plana, kao i njegovog predstavljanja javnosti, predstavnici Elektroprivrede BiH (EPBiH) su iznijeli stav da će troškovi finansiranja ovog Plana predstavljati veliko opterećenje za EPBiH, utičući na povećanje ukupnih proizvodnih troškova u TE Tuzla i TE Kakanj, čime će biti ugrožena tržišna pozicija kompanije. Sa druge strane, biće dodatno ugrožena finansijska održivost kompanije, pri ovako niskim cijenama električne energije za domaćinstva. For the elaboration of the National Reviews, a team of national experts was recruited in each of the participating countries for a period of one to four months covering the following positions: Socio-economist with knowledge in population studies, Financial expert (preferably from the Ministry of Finance), Water Quality Data expert/information specialist, Water Engineering expert with knowledge in project development. Each of the experts had to organize his or her work under the supervision of the respective Country Programme Coordinator and with the guidance of a team of International Consultants. At a Regional Workshop in Budapest from 27 to 29 January 1998, the national teams and the group of international consultants discussed in detail the methodological approach and the content of the National Reviews to assure coherence of results.

    DISASTER-RESISTANT SCHOOLS Children) the Agović/Save (Photo: Jasmin Close to a hundred communities in Bosnia and Herzegovina were affected by the natural disaster in 2014. Around 560,000 citizens including 140,000 children were affected by floods and landslides. The unpreparedness of both the competent authorities on all levels of government and the citizens resulted in major material damage, leaving many families homeless. In order to help reduce the risk of natural and other disasters, in 2015 Save the Children implemented a program aimed at reducing the risk of natural and other disasters in the municipalities of Maglaj, Šamac, Gradačac, Srebrenica, Sanski Most and Brčko District. 2 Save the Children continues 3 its activities in Maglaj As an organization that primarily focuses on protecting children, Save the Children immediately joined the efforts to help the impacted population, especially children. Help included lifesaving equipment, equipment for clearing out and disinfecting houses, and later on it also included reconstructing homes, schools and establishing Children DISASTER-RESISTANT SCHOOLS DISASTER-RESISTANT Corners, safe places where, at times of disaster, children SCHOOLS DISASTER-RESISTANT could study, play and receive psycho-social assistance in dealing with their traumas. After providing active help in the immediate aftermath of the floods, Save the Children continued working on Disaster Risk Reduction programs (DRR). In Maglaj, these activities included training the school staff and students, planning and developing Disaster Risk Reduction action plans, conducting disaster simulation exercises as well as equipping schools with fire extinguishers, first-aid cabinets, ladders and other lifesaving equipment. Two and one-half years later, in December 1995, Deny Flight officially ended after an almost continuous 970-day aerial presence constituting over 100,000 aircraft sorties. In that time, NATO aircraft dropped more than 3,000 bombs while participating in combat operations for the first time in alliance history. Deny Flight’s initial mission was to enforce a UN Security Council mandated no-fly zone over Bosnia. This mission expanded in the ensuing months to include close air support when requested for UN protection forces (UNPROFOR) on the ground and to deter Serb aggression against six UN-designated safe areas.
