Understanding the Rise of the Radical Right: Dimensions of a Generalized Culture of Insecurity Mario Candeias It is the time of monsters. The organic crisis of the old neoliberal project has also brought forth the rise of a new radical right. Yet these monsters are quite different from one another: we have strong men like Trump, Kurz and Macron— political entrepreneurs shaping a new authoritarianism from positions of govern- ance. Theresa May and Boris Johnson are acting quite similar, with less fortune, but unlike the others, they are established representatives of authoritarian elite right-wing conservatism. They all have an anti-establishment discourse in com- mon, although they have strong capital faction backing them. The authoritarian-nationalistic regimes in Poland and Hungary (or Turkey) are distinct, and are in turn different from the radical right like the Front National, Geert Wilders’s PVV or the Alternative für Deutschland (AfD), the Austrian FPÖ and Italy’s Lega—both operating from a position of government. and very dif- ferent form that the Five-Star-Movement. So, how can we understand these formations’ differences and commonalities? This question must be addressed to identify specific tactics and counter-strategies in the concrete countries (see Wiegel 2018). Here, I will try to tease out a more fundamental question: how can we under- stand the reasons behind the rise of the radical right? Many different explana- tions exist, most of which are valuable in explaining certain aspects. But they exist in parallel at best, sometimes even in conflict with one another. So is there a specific relation which we could flesh out theoretically? Beyond empirical detail, only a few attempts at systematic and subject-orien- tated research have been undertaken. -

Weitere EU- Staaten wie Frankreich, Österreich und Polen haben ähnliche Gesetzesvorhaben ange- kündigt. In Deutschland ist es weiter möglich, vor Inanspruchnahme staatlicher Hilfen, etwa aus dem Wirtschaftsstabilisierungsfonds, Dividenden auszuschütten. Aktienrückkäufe sind generell nicht untersagt. Bei KfW-Krediten sind lediglich Gewinnausschüttungen begrenzt. Dort, wo Hilfen haushaltswirksam werden, sollten schärfere Bedingungen gelten. Auch die Nutzung von Steueroasen ist für Empfänger staatlicher Hilfen bisher nicht sanktioniert. Dies gilt nicht einmal für die EU-Liste nicht kooperativer Länder und Gebiete, die weder EU-Staaten wie die Niederlande oder Luxemburg noch US-Juris- diktionen wie Delaware und andere Steueroasen gemäß Corporate Tax Haven Index (https://corporatetaxhavenindex.org/) enthält. A global assistance package to tackle the global coronavirus pandemic 7 April 2020 The coronavirus is a global challenge, and a global response is therefore the only option. No country can cope with the coronavirus crisis and its already devastating consequences alone. If we work against each other, we will all lose in the end. We can and will only overcome this crisis through cooperation and dialogue. In many countries, including in Germany, public, economic and cultural life has been at a standstill for weeks. Drastic steps have been taken to keep health systems from collapsing. And nonetheless, we are anxiously looking at the infection graphs and worrying about our family members and friends. Like many other countries, Germany has put together an unprecedented rescue package for businesses and workers to contain the economic and social consequences. Unfortunately, not all countries are in a position to do so. The coronavirus is impacting everyone, irrespective of their origins, gender or skin colour. Yet, already vulnerable populations are most affected. This applies, in particular, to people who live in countries with weakened public institutions and health systems, where social safety nets are inadequate or non-existent, and where there is a lack of access to clean water and sanitation facilities. In addition, the economic consequences and responses are distributed unevenly: while many European countries, the United States and China can afford to put together gigantic assistance packages at short notice, many developing countries are much more likely to plunge into devastating economic and currency crises. We therefore need a global response to the coronavirus crisis which is based on solidarity. -

This poses a long-term threat to liberal democracies. The Timbro Authoritarian Populism Index (TAP) continuously explores and analyses electoral data in order to improve the knowledge and understanding of the development among politicians, media and the general public. TAP contains data stretching back to 1980, which makes it the most comprehensive index of populism in Europe. EXECUTIVE SUMMARY • 26.8 percent of voters in Europe – more than one in four – cast their vote for an authoritarian populist party last time they voted in a national election. • Voter support for authoritarian populists increased in all six elections in Europe during 2018 and has on an aggregated level increased in ten out of the last eleven elections. • The combined support for left- and right-wing populist parties now equals the support for Social democratic parties and is twice the size of support for liberal parties. • Right-wing populist parties are currently growing more rapidly than ever before and have increased their voter support with 33 percent in four years. • Left-wing populist parties have stagnated and have a considerable influence only in southern Europe. The median support for left-wing populist in Europe is 1.3 percent. • Extremist parties on the left and on the right are marginalised in almost all of Europe with negligible voter support and almost no political influence.
