Acquisition of property located west of Ninth Line and north of Millard Street (north of Main Street) in the Town of Whitchurch-Stouffville, Regional Municipality of York, under the "Greenlands Acquisition Project for 2011-2015", Flood Plain and Conservation Component, Rouge River watershed. Moved by: Michael Di Biase Seconded by: Ronald Chopowick THE EXECUTIVE COMMITTEE RECOMMENDS THAT 4.29 hectares (10.6 acres), more or less, of vacant land, being Part of Lot 2, Concession 8 and designated as Part 1 on 65R-34182, Town of Whitchurch-Stouffville, Regional Municipality of York, be purchased from Geranium Homes (Ninth Line) Limited; THAT the purchase price be $2.00; THAT Toronto and Region Conservation Authority (TRCA) receive conveyance of the land free from encumbrance, subject to existing service easements; THAT the firm of Gardiner Roberts LLP, be instructed to complete the transaction at the earliest possible date. All reasonable expenses incurred incidental to the closing for land transfer tax, legal costs, and disbursements are to be paid; AND FURTHER THAT authorized TRCA officials be directed to take the necessary action to finalize the transaction including obtaining needed approvals and signing and execution of documents. CARRIED BACKGROUND Resolution #A94/10 at Authority Meeting #5/10, held on June 25, 2010, approved the Greenlands Acquisition Project for 2011-2015. As a condition of a subdivision agreement, Geranium Homes (Ninth Line) Ltd. is to transfer the valleylands to TRCA for a nominal consideration of $2.00. Negotiations have been conducted with Law Clerk, Ms. Grace McNamara of Jeffrey P. Shankman, Barrister and Solicitor, representative of the owner. Attached is a plan showing the location of the subject lands. 193 RATIONALE The subject property falls within TRCA’s approved master plan for acquisition for the Rouge River watershed as outlined in the approved Greenlands Acquisition Project for 2011-2015. Through the review of the subdivision, TRCA staff established the limits of the open space lands (i.e. Part 1 on 65R-34182) on the Oak Ridges Moraine which is comprised primarily of valleylands. The subject property also contains a tributary to the Little Rouge Creek. This tributary has been identified as potential Redside Dace habitat, a species protected under the Endangered Species Act, 2007. The tributary is also designated as a Hydrologically Significant Feature by the Oak Ridges Moraine Conservation Plan. TAXES AND MAINTENANCE Based on preliminary review of the environmental criteria for lands that are eligible to receive a property tax exemption under the provincial Conservation Land Tax Incentive Program, it would appear that all of the subject property would be eligible for exemption for the 2014 taxation year. The addition of the subject parcel of land will not significantly impact TRCA's maintenance costs at this location. Attached is a plan showing the location of the subject lands. RATIONALE The subject property falls within TRCA's approved master plan for acquisition for the Carruthers Creek watershed as outlined in the approved Greenlands Acquisition Project for 2011-2015. Through the review of Site Plan Application SP20/12 and Land Division applications LD 057/2013 / LD 058/2013, TRCA staff established the limits of the open space land (i.e.

Nineteenth and twentieth century historical chroniclers often downplayed the historic presence of the Mississaugas and their Indigenous predecessors by drawing on doctrines of terra nullius , ignoring the significance of the Toronto Purchase, and changing the city’s foundational story from the establishment of York in 1793 to the incorporation of the City of Toronto in 1834. These chroniclers usually assumed that “real Indians” and urban life were inimical. Often their representations implied that local Indigenous peoples had no significant history and thus the region had little or no history before the arrival of Europeans. Alternatively, narratives of ethical settler indigenization positioned the Indigenous past as the uncivilized starting point in a monological European theory of historical development. i i iii In many civic discourses, the city stood in for the nation as a symbol of its future, and national history stood in for the region’s local history. The national replaced ‘the Indigenous’ in an ideological process that peaked between the 1880s and the 1930s.

    ZB7.2 STAFF REPORT To: Board of Management From: Jennifer Tracey, Senior Director Marketing, Communications & Partnerships Subject: 2016 ADVERTISING EXPENDITURE Date: 2016-02-25 Summary: This report outlines the proposed media plan and expenditures related to the 2016 advertising campaign as provided for in the 2016 Operating Budget. The paid advertising will complement the public relations and event strategy to ensure we are reaching our target audiences in the Greater Toronto Area and beyond, and that we are communicating the right messages. Recommendations: It is recommended that the Board approve the following: 1. Expenditures to reimburse Public Inc. for any outsourced production costs related to advertising programs as required for the Toronto Zoo brand, not to exceed $229.0 thousand, plus HST; and, 2. Expenditures with ZenithOptimedia Canada Inc. for media purchases related to the 2015 advertising campaign, not to exceed $956.0 thousand, plus HST. Financial Impact: There are no financial implications related to approval of these recommendations as the related advertising expenditures are included in the Operating Budget for 2016. Background: The Toronto Zoo set out the following objectives which link directly to the goals in the recent Strategic Plan, to drive the Marketing, Communications & Partnerships planning for 2016: 1. Ensuring that our beaches are clean and accessible is essential to making that revitalization happen. As places to play and enjoy nature, they contribute to and enhance the quality of life in Toronto. Because of the tremendous importance of beaches, it’s not surprising that Toronto is so focused on creating great public spaces along the waterfront and making our beaches more swimmable. As Founding Chair of the Great Lakes and St. Lawrence Cities Initiative, I know that communities within this region are taking steps to improve their beaches. As Canada’s biggest city, we must lead by example. I’m proud that Toronto was the first community in Canada to certify its swimming beaches under the international Blue Flag program. The Blue Flag has now been raised at six of our beaches. This is a great start, but we shouldn’t be satisfied until all of our beaches are certified – and until every beach is open for swimming every day during the summer. We’ve made great progress over the past five years in improving Toronto’s beaches. The Toronto Beaches Plan lays out the actions needed to make our beaches cleaner, safer, more usable, more accessible and greener. It’s a broad agenda, ranging from water quality to amenities to programming.

Our thanks to: The originators of the 1977 study, our co-authors Paul Scrivener and Dale Taylor, for sticking with the project over the past 40 years, and for getting it going again. Dale and Paul provided the team with a real-life example of ‘citizen science’ in action, and a generational timeline to the past. They made this project an adventure for all of us. Good stewardship of the land is a lifelong affair, and Dale and Paul have exemplified that commitment beyond all expectations. Esther McNeil for walking into the University of Toronto, Faculty of Forestry six years ago and asking: “How can I help save the Toronto ravines?” Esther inspired us to start working in the Toronto ravines, which ultimately led to this project, this report, and a renewed interest in ravine conservation. Catherine Berka for jumping with two feet into this project from day one, and for providing an endless source of positivity, leadership, humour, community outreach, and every day hard work.
