UVOD Nacionalnom strategijom razvitka zdravstva 2006 - 201 1 godine, kao jedan od osnovnih ciljeva strategije odredeno je unapredenje zdravstvenog sustava tako da zadovolji potrebe gradana Republike Hrvatske za kvalitetnom, strueno - medicinskom zdravstvenom skrbi koja se temelji na nacelima dobre medicinske prakse. Unapredenje zdravstvenog sustava nuino ukljueuje stvaranje uvjeta kojim se ostvaruje pristupaCnost, kako teritorijalna tako i vremenska, praviCnost i jednakost pri koriStenju zdravstvenih usluga, poboljSanje kvalitete medicinskog rada te sigurnost pacijenata i zdravstvenih radnika. Teritorijalna pristupaCnost sustava zdravstva predstavlja moguknost fiziCke dostupnosti zdravstvenih kapaciteta, na naEin da su oni u dovoljnoj udaljenosti da bi prufanje zdravstvene skrbi bilo pravovremeno. Vremenska pristupaCnost zdravstvenog sustava podrazumijeva takav ustroj zdravstvenih ustanova koji omogucava prufanje hitne medicinske pomoCi u svako doba na cijelom teritoriju Republike Hrvatske. Zakonom o zdravstvenoj zagtiti (((Narodne novine)) broj 121/03, 48/05 i 85/06) definirana su osnovna naCela zdravstvena zaStite u vidu sveobuhvatnosti, kontinuiranosti, dostupnosti, te naCela cjelovitog pristupa zdravstvenoj zaStiti. Provodenje zdravstvene zaStite na hrvatskim otocima sa specifiEnim zemljopisnim, odnosno demografskim obiljeijima, prometnom izoliranoSCu, te drugim posebnim okolnostima i specifiCnostima iziskuje dodatne aktivnosti usmjerene poboljSanju pruianja svih oblika zdravstvene zaStite. Sukladno navedenim odrednicama, sveukupni je cilj Plana i programa zdravstvene zaStite na otocima unapredenje zdravlja otoCkog stanovniStva, poboljSanja dostupnosti i podizanje kvalitete svih zdravstvenih usluga provodenjem uCinkovitih mjera za unapredenje zdravstvene zaStite na otocima (kako kadrovskih, prostornih tako i organizacijskih) putem aktivnosti struCnog Povjerenstva Ministarstva zdravstva i socijalne skrbi, sudjelovanja jedinica lokalne i podruCne (regionalne) samouprave, odnosno Citavog stanovniStva Republike Hrvatske. Slika 1 II. OCJENA STANJA Danas, ukupno na otocima Zivi 117.948 osiguranih osoba. Zdravstvenu zaStitu na otocima u okviru obveznog zdravstvenog osiguranja provodi Hrvatski zavod za obvezno zdravstveno osiguranje putem 107 ugovorenih timova opCe1obiteljske medicine, 5 ugovorenih timova zdravstvene zaStite predSkolske djece, 9 timova za zdravstvenu zaStitu iena, 64 tima za polivalentnu stomatoloSku zdravstvenu zaStitu, 10 dezurnih timova hitne medicinske pomoci, 17 pripravnih timova hitne medicinske pomoCi, 21 tima sanitetskog prijevoza, te sukladno Pravilniku o uvjetima, organizaciji i naCinu rada izvanbolniCke hitne medicinske pomoCi; 12 timova hitne medicinske pomoCi, 3 tima hitnog prijevoza, 8 timova pripravnosti hitne medicinske pomoCi, 3 tima sanitetskog prijevoza. Patronainu zdravstvenu zaStitu provodi 41,5 tirnova, a zdravstvenu njegu bolesnika u kuCi provodi 28 timova. Na otocima se osim toga nalazi i 28 ljekarni (Tablica 1). SpecijalistiCko-konzilijarnu zdravstvenu zaStitu provodi 4,5 tima interne medicine; 4,7 timova fizikalne medicine i rehabilitacije; I,O tim opce kirurgije; 2,6 tima oftalmologije; 0,5 tima urologije; 1,O tim ortopedije; 1,O tim ortodoncije; 4,3 tima radiologije; 1,O tim kliniCke citologije; 0,6 timova medicinske biokemije i 4 fizioterapeuta fizikalne terapije u kuCi (Tablica 2). Ukupan broj postelja na otocima je 46 prema Osnovnoj mreii zdravstvene djelatnosti i to za opci stacionar 40 postelja, te za ginekologiju i porodiljstvo (rodiliSte) 6 postelja (Tablica 3): Tablica 3. Zakona o zdravstvenoj zagtiti uredeno je organiziranje i financiranje provodenja mjera zdravstvene zaStite za povecan broj korisnika zdravstvene zaStite za vrijeme turistiCke sezone. Zupanija i turisticka zajednica sudjeluju u sufinanciranju turistiCkih ambulanti. Zbog nedostatka zdravstvenog osoblja IijeCniCki timovi povecavaju se ukljuCivanjem IijeCnika iz cijele Hrvatske, koji su radno aktivni, a treba razmotriti i mogucnost angaiiranja IijeCnika u mirovini, Ciji status bi se regulirao putem ugovora o djelu. U 2007. godini izmedu iupanija, turistiCkih zajednica i zdravstvenih ustanova postignut je dogovor o naCinu organizacije rada turistiekih ambulanti na otocima s ciljem pruianja zdravstvene zagtite turistima, na slijedeci naEin: Primorsko - goranska iupanija- 4 ambulante na otoku Cres-LoSinj 2 ambulante na otoku Rabu 7 ambulanti na otoku Krku Zadarska Zupanije- 1 ambulanta na Pagu Splitsko-dalmatinska iupanija- Brae, Hvar i Vis. DubrovaCko-neretvanskaiupanija- Mljet, Janjina(PeljeSac), KorCula, Vela Luka. Za potrebe hitnog zbrinjavanja pacijenata izradena je mrela su helidroma, kako slijedi: Primorsko-goranska iupanija u funkciji su 2 helidroma: Cres, Rab; 2 zraEne luke: LoSinj, Krk Zadarska f upanija predvideni su helidromi na Molatu i Dugom otoku Sibensko-kninska iupanija predvideni su helidromi na otocima Zlarin i lirje i u predgradu ~ibenikaMandalina Splitsko-dalmatinska iupanije u funkciji su 4 helidroma na BraEu, 3 na Hvaru, 2 na Visu, 1 na solti, 1 na Drveniku Velikom, 1 na Drveniku Malom, 1 na Ciovu, 1 na Lastovu, 1 na Palagruii, 1 na S~edru,1 u Uvala PalmiZana na paklenim otocima DubrovaCko-neretvanska iupanije u funkciji su 2 helidroma na KorEuli, 1 u Blatu, u planu je gradnja helidroma na PeljeScu, u OrebiCu i na podrueju izmedu Trpnja i Janjine, te na otocima Mljetu i Sipanu. Ill. ZDRAVSTENA ZASTITA PO ~UPANIJAMA 1. PRIMORSKO-GORANSKA ZUPANIJA Na podruCju Primorsko-goranske iupanije iivi 305.505 stanovnika. Na podruCju iupanije nalazi se 9 naseljenih otoka: Cres, Krk, Mali LoSinj, Rab, Susak, Ilovik, Unije, Vele i Male Srakane. Registrirane djelatnosti su: primarna zdravstvena zaStita hitna medicinska pomoC specijalistitiko-konzilijarna zdravstvena zaStita stacionar s rodiliStem dijaliza Mali LoSinj i Rab. 1.1 Otok Krk ima 17.636 osiguranih osoba, 13 ugovorenih timova opCe1obiteljske medicine, 4 ugovorena tima iz patronaZne zdravstvene zaStite, 0 ugovorenih timova za zdravstvenu zaStitu predSkolske djece, 1 ugovoreni tirn za zdravstvenu zaStitu iena, 10 timova za polivalentnu stomatoloSku zdravstvenu zaStitu, 1 ugovoreni tirn za laboratorijsku dijagnostiku, 2 tima deZurstva hitne medicinske pomoCi, 1 tirn pripravnosti hitne medicinske pomoCi i 2 tima za sanitetski prijevoz, 5 Ijekarni, 5 izvrSitelja za zdravstvenu njegu u kuCi, a za izvanbolniEku specijalistiCko-konzilijarnu zdravstvenu zaStitu: I tirn fizikalne medicine i rehabilitacije, 1 tirn radiologije i 23 fizioterapeuta za provodenje fizikalne terapije u kuCi. U cilju poboljSanja zdravstvene zaStite na otoku Krku potrebno je ugovoriti 1 tirn za zdravstvenu zaStitu predSkolske djece, uvesti hitnu medicinsku pomoC sa standardnim timovima, razviti hemodijalizu, zaposliti jednog lijeenika specijalistu interne medicine, osigurati dolazak specijaliste psihijatra jednom tjedno na otok, a za vrijeme turistieke sezone 5 dodatnih turistiekih ambulanti (Krk, BaSka, Malinska, Punat, OmiSalj). Potrebno je razviti primjenu telemedicine. 1.2 Otok Cres-LoSinj ima 11.038 osiguranih osoba, 8 ugovorenih timova opCe1obiteljske medicine (6

However, in spite of a long interest encompassing more than a hundred years, numerous gaps remain in our herpetological knowledge. For this reason, the author wished to contribute to a better understanding by performing studies outlined below. Aims The first task was to map the distribution of amphibians and reptiles inhabiting the archipelago as data were lacking for several of the smaller islands and also the fauna of the bigger islands was insufficiently known. Subsequently, the faunistic information derived from the scientific literature and field surveys conducted by the author as well as available geological and paleogeological data were compared and analysed from a zoogeographic point of view. The author wished to identify regions of the islands boasting the greatest herpetofaunal diversity by creating dot maps based on collecting localities. To answer the question which snake species and which individuals are going to be a victim of the traffic snake roadkill and literature survey were used. The author also identified where are the areas where the most snakes are hit by a vehicle on Cres. By gathering road-killed snakes and comparing their locality data with published occurrences the author seeked to identify species most vulnerable to vehicular traffic and road sections posing the greatest threat to snakes on Cres Island.

Pilot projekt u Hrvatskoj dio je Regionalnog projekta razvoja mreže zaštićenih morskih i priobalnih područja Sredozemlja potporom uspostavi novih i upravljanju zaštićenim morskim i priobalnim područjima (MedMPAnet) u koji je uključeno 12 priobalnih zemalja Sredozemlja. Cilj je regionalnog projekta ojačati učinkovito očuvanje karakteristika regionalno značajne priobalne i morske biološke raznolikosti stvaranjem ekološki međusobno povezane mreže zaštićenih priobalnih i morskih područja u regiji Sredozemlja sukladno Protokolu o posebno zaštićenim područjima Sredozemnog mora i biološkoj raznolikosti (SPA/BD protokol) Barcelonske konvencije. Cilj projekta u Hrvatskoj je unaprijediti upravljanje zaštićenim priobalnim i morskim područjima na lokalnoj razini kroz popunjavanje rupa u znanju o ekologiji i ribarstvu, zatim kroz bolju provedbu zakona i monitoring, te pomoć Vladi Republike Hrvatske u provedbi SPA/BD protokola i u razvijanju morskog dijela mreže Natura 2000 kroz inventarizaciju i kartiranje, te daljnji razvoj nacionalnih protokola za praćenja stanja (monitoring protokola). Projektni partneri u Hrvatskoj su Ministarstvo zaštite okoliša i prirode, Državni zavod za zaštitu prirode i Javna ustanova "Priroda".

    THE KRK DIOCESE THE ISLES SHALL WAIT FOR HIS TEACHINGS O I R E T S I IN M T I E N IO ORAT FOREWORD The centuries-long presence of Christianity on the islands of the Krk Diocese is deeply rooted in the life and culture of its population, which has been subject to a succession of various social orders during the course of history. Until the year 1828, there were three dioceses within this territory: Krk, Osor and Rab. The presence of a bishop and his relationship with the people had a strong impact upon spiritual formation and identity. The pas- tors of the small dioceses of the Kvarner Islands demonstrated magna- nimity and openness of spirit toward the beautiful and modern, while at the same time listening to the “pulse” of the people, incorporating their language in worship. The beauty of handwritten and illuminated Glagolitic missals, psalters and antiphonals greatly enriched the corpus of liturgical literature traditionally written in Latin. Christian culture, both spiritual and material, is reflected here in the arts of painting, architecture, literature, poetry and music. This is a Church distinguished by its priests and religious, especially the Benedictines and Franciscans, including those with the reputation of saintliness, who have played exceptional historical roles in the raising and fostering of national consciousness, enhancement of the quality of life, education in moral principles, and the creation and safeguarding of the cultural heritage. These values provided a firm foundation for assuring the survival of this nation under changing conditions, not infrequently im- posed by fire and sword.

UDK 911.3:728.71](497.57/.58) Original Scientifi c Paper Izvorni znanstveni članak Recent Characteristics of the Second Home Phenomenon in the Croatian Littoral Vuk Tvrtko Opačić The study analyses the characteristics of developmental dynamics and spatial distribution of the second home phenomenon in the Croatian littoral, the leading receiving second home area in the country, after the Second World War, with particular emphasis on the recent period (after the Homeland War and Croatian liberation). The period of the conversion and adaptation of the existing and abandoned housing stock into recreational second homes (mostly in 1960s and 1970s) and the period of the construction of the purpose-built dwellings for vacation and recreation, i.e. family weekend-houses (in 1970s and 1980s), was followed by the period of a more intensive construction of multi-apartment recreational buildings (from mid 1990s until the present time). The second home phenomenon fi rst spread in the area of the Northern Croatian Littoral. Then, between 1980 and 1990, it made signifi cant inroads also into Dalmatia. After the Homeland War and in the last ten years, it again became more prominent in the Kvarner and Istria. The geographical distribution of dwellings for vacation and recreation in 2001, covering the period between the two censuses of 1991 and 2001, reveals the persistence of earlier trends towards greater concentration of second homes in the leading tourist regions along the Croatian littoral, but also the increased dispersion into the regions which do not have as high value for tourism but are suitable for accommodating second home dwellings.

    L 18/696 EN Official Journal of the European Union 23.1.2015 COMMISSION IMPLEMENTING DECISION (EU) 2015/74 of 3 December 2014 adopting an eighth update of the list of sites of Community importance for the Mediterranean biogeographical region (notified under document C(2014) 9098) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora (1), and in particular the third subparagraph of Article 4(2) thereof, Whereas: (1) The Mediterranean biogeographical region referred to in Article 1(c)(iii) of Directive 92/43/EEC comprises the Union territories of Greece, Cyprus, in accordance with Article 1 of Protocol No 10 of the 2003 Act of Accession (2), and Malta, parts of the Union territories of Spain, France, Italy, Portugal and Croatia, and, in accordance with Article 355(3) of the Treaty, the territory of Gibraltar, for which the United Kingdom is responsible for external relations, as specified in the biogeographical map approved on 20 April 2005 by the committee set up by Article 20 of that Directive (the ‘Habitats Committee’). (2) The initial list of sites of Community importance for the Mediterranean biogeographical region, within the meaning of Directive 92/43/EEC, was adopted by Commission Decision 2006/613/EC (3). That list was last updated by Commission Implementing Decision 2013/739/EU (4). (3) The sites included in the lists of Community importance for the Mediterranean biogeographical region form part of the Natura 2000 network which is an essential element of the protection of biodiversity in the Union.

An island is a piece of land surrounded by water. This atlas is focussed on small and very small islands that fall below the system of territorial units for statistics (NUTS) within the European Union not having a fixed link to the European mainland. ESIN represents 1,640 such islands with a resident population of 359,357people. These small islands have 3-4 million summer residents and ten times as many visitors, which creates a heavy human pressure on the islands’ social, technical and ecological systems.
