Commission Implementing Decision (Eu) 2015/ 74 L 18/696 EN Official Journal of the European Union 23.1.2015 COMMISSION IMPLEMENTING DECISION (EU) 2015/74 of 3 December 2014 adopting an eighth update of the list of sites of Community importance for the Mediterranean biogeographical region (notified under document C(2014) 9098) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora (1), and in particular the third subparagraph of Article 4(2) thereof, Whereas: (1) The Mediterranean biogeographical region referred to in Article 1(c)(iii) of Directive 92/43/EEC comprises the Union territories of Greece, Cyprus, in accordance with Article 1 of Protocol No 10 of the 2003 Act of Accession (2), and Malta, parts of the Union territories of Spain, France, Italy, Portugal and Croatia, and, in accordance with Article 355(3) of the Treaty, the territory of Gibraltar, for which the United Kingdom is responsible for external relations, as specified in the biogeographical map approved on 20 April 2005 by the committee set up by Article 20 of that Directive (the ‘Habitats Committee’). (2) The initial list of sites of Community importance for the Mediterranean biogeographical region, within the meaning of Directive 92/43/EEC, was adopted by Commission Decision 2006/613/EC (3). That list was last updated by Commission Implementing Decision 2013/739/EU (4). (3) The sites included in the lists of Community importance for the Mediterranean biogeographical region form part of the Natura 2000 network which is an essential element of the protection of biodiversity in the Union. In order to make further progress in the actual establishment of the Natura 2000 network and in the context of a dynamic adaptation of that network, the lists of sites of Community importance are reviewed regularly. (4) Since October 2012 Member States have proposed additional sites of Community importance for the Mediter­ ranean biogeographical region within the meaning of Article 1 of Directive 92/43/EEC. Member States have also submitted changes in the site-related information contained in the list of sites of Community importance for the Mediterranean biogeographical region. (5) On the basis of the draft list drawn up by the Commission in agreement with each of the Member States concerned, which also identifies sites hosting priority natural habitat types or priority species, an updated list of sites selected as sites of Community importance for the Mediterranean biogeographical region should be adopted. Articles 4(4) and 6(1) of Directive 92/43/EEC apply to the newly included sites. (6) Knowledge of the existence and distribution of the natural habitat types and species is constantly evolving as a result of the surveillance undertaken in accordance with Article 11 of Directive 92/43/EEC. Therefore, the evaluation and selection of sites at Union level was carried out using the best available information at the time. (7) Certain Member States have not proposed sufficient sites to meet the requirements of Directive 92/43/EEC for certain habitat types and species. Furthermore, knowledge of the existence and distribution of some habitat types listed in Annex I and some of the species listed in Annex II to Directive 92/43/EEC remains incomplete. For those habitat types and species it can therefore not be concluded that the Natura 2000 network is complete. (8) In the interests of clarity and transparency, Implementing Decision 2013/739/EU should be repealed. (9) The measures provided for in this Decision are in accordance with the opinion of the Habitats Committee, (1) OJ L 206, 22.7.1992, p. 7. (2) OJ L 236, 23.9.2003, p. 957. (3) Commission Decision 2006/613/EC of 19 July 2006 adopting, pursuant to Council Directive 92/43/EEC, the list of sites of Community importance for the Mediterranean biogeographical region (OJ L 259, 21.9.2006, p. 1). (4) Commission Implementing Decision 2013/739/EU of 7 November 2013 adopting a seventh updated list of sites of Community importance for the Mediterranean biogeographical region (OJ L 350, 21.12.2013, p. 101). 23.1.2015 EN Official Journal of the European Union L 18/697 HAS ADOPTED THIS DECISION: Article 1 The eighth update of the list of sites of Community importance for the Mediterranean biogeographical region as set out in the Annex is adopted. This information has been transmitted by the competent national authorities in accordance with the second subparagraph of Article 4(1) of Directive 92/43/EEC. The table below gives the following information: A: SCI code comprising nine characters, the first two being the ISO code for the Member State; B: name of SCI; C: * = presence on the SCI of at least one priority natural habitat type and/or species within the meaning of Article 1 of Directive 92/43/EEC; D: area of SCI in hectares or length of SCI in km; E: geographical coordinates of SCI (latitude and longitude) in decimal degrees. All the information given in the Union list below is based on the data proposed, transmitted and validated by Greece, Croatia, Spain, France, Cyprus, Italy, Malta, Portugal and the United Kingdom.     DESERTMED A project about the deserted islands of the Mediterranean The islands, and all the more so the deserted island, is an extremely poor or weak notion from the point of view of geography. This is to it’s credit. The range of islands has no objective unity, and deserted islands have even less. The deserted island may indeed have extremely poor soil. Deserted, the is- land may be a desert, but not necessarily. The real desert is uninhabited only insofar as it presents no conditions that by rights would make life possible, weather vegetable, animal, or human. On the contrary, the lack of inhabitants on the deserted island is a pure fact due to the circumstance, in other words, the island’s surroundings. The island is what the sea surrounds. What is de- serted is the ocean around it. However, in spite of a long interest encompassing more than a hundred years, numerous gaps remain in our herpetological knowledge. For this reason, the author wished to contribute to a better understanding by performing studies outlined below. Aims The first task was to map the distribution of amphibians and reptiles inhabiting the archipelago as data were lacking for several of the smaller islands and also the fauna of the bigger islands was insufficiently known. Subsequently, the faunistic information derived from the scientific literature and field surveys conducted by the author as well as available geological and paleogeological data were compared and analysed from a zoogeographic point of view. The author wished to identify regions of the islands boasting the greatest herpetofaunal diversity by creating dot maps based on collecting localities. To answer the question which snake species and which individuals are going to be a victim of the traffic snake roadkill and literature survey were used. The author also identified where are the areas where the most snakes are hit by a vehicle on Cres. By gathering road-killed snakes and comparing their locality data with published occurrences the author seeked to identify species most vulnerable to vehicular traffic and road sections posing the greatest threat to snakes on Cres Island.

    Hrvatski jadranski otoci, otočići i hridi Sika od Mondefusta, Palagruţa Mjerenja obale istoĉnog Jadrana imaju povijest; svi autori navode prvi cjelovitiji popis otoka kontraadmirala austougarske mornarice Sobieczkog (Pula, 1911.). Glavni suvremeni izvor dugo je bio odliĉni i dosad još uvijek najsustavniji pregled za cijelu jugoslavensku obalu iz godine 1955. [1955].1 Na osnovi istraţivanja skupine autora, koji su ponovo izmjerili opsege i površine hrvatskih otoka i otoĉića većih od 0,01 km2 [2004],2 u Ministarstvu mora, prometa i infrastrukture je zatim 2007. godine objavljena opseţna nova graĊa, koju sad moramo smatrati referentnom [2007].3 No, i taj pregled je manjkav, ponajprije stoga jer je namijenjen specifiĉnom administrativnom korištenju, a ne »statistici«. Drugi problem svih novijih popisa, barem onih objavljenih, jest taj da ne navode sve najmanje otoĉiće i hridi, iako ulaze u konaĉne brojke.4 Brojka 1244, koja je sada najĉešće u optjecaju, uopće nije dokumentirana.5 Osnovni izvor za naš popis je, dakle, [2007], i u graniĉnim primjerima [2004]. U napomenama ispod tablica navedena su odstupanja od tog izvora. U sljedećem koraku pregled je dopunjen podacima iz [1955], opet s obrazloţenjima ispod crte.     1 The following information has been supplied by the Greek Aliens Bureau: It is obligatory for all EU nationals to apply for a “Registration Certificate” (Veveosi Engrafis - Βεβαίωση Εγγραφής) after they have spent 3 months in Greece (Directive 2004/38/EC).This requirement also applies to UK nationals during the transition period. This certificate is open- dated. You only need to renew it if your circumstances change e.g. if you had registered as unemployed and you have now found employment. Below we outline some of the required documents for the most common cases. Please refer to the local Police Authorities for information on the regulations for freelancers, domestic employment and students. You should submit your application and required documents at your local Aliens Police (Tmima Allodapon – Τμήμα Αλλοδαπών, for addresses, contact telephone and opening hours see end); if you live outside Athens go to the local police station closest to your residence. In all cases, original documents and photocopies are required. You should approach the Greek Authorities for detailed information on the documents required or further clarification. Lichadonisia is one of the few volcanic island groups of Greece, consisting mainly of lava flows. Herein, we present for the first time the land snail fauna of the islets and we compare their species richness with islands of similar size across the Aegean Sea. This group of small islands, provides a typical example on how human activities in the current geological era, i.e., the Anthropocene, alter the natural communities and differentiate biogeographical patterns.

Cilj je regionalnog projekta ojačati učinkovito očuvanje karakteristika regionalno značajne priobalne i morske biološke raznolikosti stvaranjem ekološki međusobno povezane mreže zaštićenih priobalnih i morskih područja u regiji Sredozemlja sukladno Protokolu o posebno zaštićenim područjima Sredozemnog mora i biološkoj raznolikosti (SPA/BD protokol) Barcelonske konvencije. Cilj projekta u Hrvatskoj je unaprijediti upravljanje zaštićenim priobalnim i morskim područjima na lokalnoj razini kroz popunjavanje rupa u znanju o ekologiji i ribarstvu, zatim kroz bolju provedbu zakona i monitoring, te pomoć Vladi Republike Hrvatske u provedbi SPA/BD protokola i u razvijanju morskog dijela mreže Natura 2000 kroz inventarizaciju i kartiranje, te daljnji razvoj nacionalnih protokola za praćenja stanja (monitoring protokola).
