SHARP POWER Rising Authoritarian Influence About the Forum The International Forum for Democratic Studies at the National Endowment for Democracy (NED) is a leading center for analysis and discussion of the theory and practice of democracy around the world. SHARP POWER Rising Authoritarian Influence CHAPTER CHAPTER 1 4 Sharp Power: Rising Authoritarian Influence Exploiting Political Polarization in Poland By Jacek Kucharczyk INTRODUCTION The aim of this report is to analyze the influence of Russian and Chinese author- itarian forms of soft power on Polish democracy.1 Russian and Chinese influence on the quality of democratic governance in both new and established democracies has relatively recently become a subject of research and vigorous public debate. The context of this Polish case study is defined by two closely linked developments in Poland’s public life and politics. The first is extreme political polarization and diminishing areas of consensual (domestic and foreign) policymaking. The second development is the alleged decline of democratic standards, which stems from the polarized political environment but has particularly accelerated since the victory of the conservative-nationalist Law and Justice (PiS) party in Poland’s 2015 presidential and parliamentary elections.2 Most analysts would attribute Poland’s political polarization and democratic recession to domestic factors rather than foreign influence from Russia or China.3 However, the research detailed in this essay reveals many dangerous liaisons between specific political narratives employed by homegrown populists and Russian propaganda, as well as calculated efforts by China to portray itself as an ultramodern, benevolent power featuring an authoritarian politi- cal system that offers a better incubator for economic growth -

Planetarium r, 41-500 Chorzów, Poland; [email protected] * Correspondence: [email protected] Abstract: The current study documents the importance of research on preserved artifacts which were previously used to take measurements of the Earth, and their importance for cultural heritage. The article reviewed the available source documents presenting the history of the astrogeodetic control point of Sucha Góra-Trockenberg as a monument of the first order triangulation network, preserved in cartographic materials and as the starting point of local geodetic networks, used in mining until 2000 in the so-called Upper Silesian Coal Basin, located in the territory of Poland and the Czech Republic. In order to determine the history of the triangulation work and the dates that the geographic coordinates of the peak were determined, field journals and other available materials were analyzed. The interesting location of this astrogeodetic control point, being in the vicinity of a UNESCO site, as well as its location in a forest and park complex, justify undertaking activities related to the conservation and promotion of this cultural heritage site. We will investigate distinct features of Polish culture, sifting through how it has been perceived and stereotyped in the “West” and how it has represented (as well as stereotyped) itself. We will study Poland’s place on the cultural map of Europe and examine the most formative cultural paradigms for the shaping of Polish identity through works of literature, history, political science, film, and the performing arts as well as popular culture. No prerequisites. Readings in English.
