This research was conducted in May – August 2019 in three regencies of West Sumatera. The result of this research indicate that glutinous rice plants can grow to a height of 1086 meters above sea level with a coordinate point 0°33’27” South Latitude and 100°32’28” East Longitude. The highest plants are found in white glutinous rice ‘Puluik Tinggi’ that is 150,03 cm and the lowest plants are found in black glutinous rice ‘Puluk Itam’ that is 90,6 cm. Observation of the highest amount of leaves found in white glutinous rice germplast ‘Pulut Putih’ as many as 60,4 strands/clumps while the smallest amount of leaves obtained in white glutinous rice germplasm ‘Anak Ulek’ as many as 51,3 strands/clumps. The fastest harvest period in white glutinous rice germplast ‘Pulut Putih’ during 120 days and the longest harvest period in white glutinous rice ‘Kuku Balam’, ‘Puluik Tinggi’, ‘Puluk Putih’ and red glutinous rice ‘Puluk Sirah’ during 165 days. -

To empirically analyze the phenomenon of economic growth inclusiveness, the Poverty-Equivalent Growth Rate (PEGR) method is used. With the PEGR method, an Inclusive Growth Index for inequality (IGin) was formed using the Gini index and 60 percent of the lowest population expenditure. The model used is the Random Effects Model panel data regression analysis. From the PEGR method, it was found that in the provincial aggregate, inclusive growth in inequality in West Sumatra still needed to be improved. Throughout the observation period the provincial aggregate only in 2014 experienced inclusive growth in inequality. Health has a positive and significant effect at the five percent significance level, while education has a positive and significant effect at the 10 percent significance level. Government expenditure on infrastructure has a negative and significant effect at the five percent significance level, while economic growth has no statistically significant effect for inclusive growth in inequality in West Sumatra in the 2011-2016 period. -

To analyze the socioeconomic status of fishermen households is used the data of the agricultural census survey "Fishing Survey of Household Businesses" from Bureau center of statistics in West Sumatra. By using descriptive analysis techniques the results of the study show that (1) most of the fishermen in West Sumatera used outboard motor boats and with a dominant operating period of only 1 day. From the production techniques used by the fisherman, it is more traditional and small-scale with an average crew of less than 5 people who use motorboats, outboard motorboats and motorized boats. And also the fishermen are more dominant in using their own capital for fishing because of the difficulty to access capital in the banks. Furthermore, from the production side, West Sumatra's marine fishery production is sold directly to the market and only few fishermen sell processed fish of the fish they catch. Whereas, in terms of age, most of the fishermen are in the age of 30 - 49 years old who graduated from elementary school. 2). Sea capture fisheries business in West Sumatra is profitable with a value of R / C ratio above 1 whether using motorboats, outboard motorboats and motorized boats to catch fish. -

For this purpose, this study use modified gravity model. There are four commodities that represent interregional trade of agricultural commodities in this study, namely: rice, chicken egg, broiler and fresh sea fish. This study uses cross section data of the 15 regencies/city in West Sumatera. The data is obtained from survey to wholesaler group of agricultural commodities in West Sumatera (primary data). The result of this study shows that factors affecting interregional trade in West Sumatera are: the difference in price (for commodities: rice, chicken egg and broiler), transportation costs (for commodities: broiler and fresh sea fish). The Impact of the West Sumatran Regional Recording Industry on Minangkabau Oral Literature
Wacana, Vol. 12 No. 1 (April 2010): 35—69 The impact of the West Sumatran regional recording industry on Minangkabau oral literature SURYADI Abstract Due to the emergence of what in Indonesian is called industri rekaman daerah ‘Indonesian regional recording industries’, which has developed significantly since the 1980s, many regional recording companies have been established in Indonesia. As a consequence, more and more aspects of Indonesian regional culture have appeared in commercial recordings. Nowadays commercial cassettes and Video Compact Discs (VCDs) of regional pop and oral literature genres from different ethnic groups are being produced and distributed in provincial and regency towns, even those situated far from the Indonesian capital of Jakarta. Considering the extensive mediation and commodification of ethnic cultures in Indonesia, this paper investigates the impact of the rise of a regional recording industry on Minangkabau oral literature in West Sumatra. Focussing on recordings of some Minangkabau traditional verbal art genres on commercial cassettes and VCDs by West Sumatran recording companies, this paper attempts to examine the way in which Minangkabau traditional verbal art performers have engaged with electronic communication, and how this shapes technological and commercial conditions for ethnic art and performance in one modernizing society in regional Indonesia. Review of Regional Finance of Government of Regency and City in West Sumatera Province Halkadri Fitra {[email protected]} Faculty of Economic Universitas Negeri Padang, Padang, Indonesia Abstract: This study aims to see the regional financial independence in 12 regencies and 7 cities in West Sumatera Province in the period 2012 to 2016. The data used are secondary data that is the realization of local revenue, total regional revenues, revenue transfer from the central government, others legitimate regional revenue as well as regional loans obtained from the Directorate General of Fiscal Balance at the Ministry of Finance of the Republic of Indonesia. This research is categorized into quantitative descriptive research so that it can give an explanation about the condition of regional financial independence. The results showed that the average ratio of financial independence of regency and municipal governments in West Sumatera Province is in very low category with value of 8.43% and has an instructive relationship pattern. The ratio of municipal autonomy of city government with the value of 11.29% higher than the district government which has a value of 6.77%. Nevertheless, from 2012 to 2016, district and city governments have attempted to raise the local financial independence ratio from 5.55% to 7.70% for district governments and from 9.67% to 12.67% for municipalities. For the district government, which has the highest ratio of regional financial independence in 2012 is Dharmasraya District and in 2013 to 2016 is Tanah Datar regency. As for the city government, starting from 2012 until 2016, the highest ratio of financial independence is obtained by the city of Padang. -

The purpose of this research was to know: a) outreach approach in the adoption of artificial insemination (AI) innovations applied to the business of Buffalo Farms in Padang Pariaman, and B) extension methods in the adoption of artificial insemination (AI) Innovations that applied to the business of Buffalo Farms in Padang Pariaman district. The research used a survey method approach and a secondary data analysis approach. Quantitative descriptive data analysis calculated using Likert scales. The results showed that the extension approach that has been implemented well by the extension agents in Padang Pariaman in the adoption of artificial insemination (AI)innovation on the business of Buffalo farming was into persuasive approach extension (persuasion/ Invitations), while on a pervasion approach extension (persuasion/invitation repetition) and compulsion approach extension (indirect compulsion) application was still a medium category, and in the coercion approach extension (Direct compulsion) application was still less category. The extension method carried out by the extension in the adoption of artificial insemination (AI) innovations in the business of Buffalo Farms in Padang Pariaman has not run optimally, where for the individual extension methods were in good category, while Group extension methods and the mass extension methods were in medium category. -
