Posted:7-31-15 CITY OF SPARTA PUBLIC SAFEW MINUTES July 6, 2015 PRESENT: Jim Church, Ed Lukasek, Keviri Brueggeman, Alli Karrels, Josh Lydon ABSENT: None ALSO PRESENT: Todd Fahning, Mark Sund, Dave Kuderer, Ted Radde, Emilee Nottestad, Chris Haas, Francisco Lugo, Leticia Lugo, Renae Caldwell Chairman Jim Church called the meeting to order at 5:30 p.m A motion was made by Josh Lydon and seconded by Kevin Brueggeman to approve the consent a8enda consisting of the minutes of the June 1, 2015 meeting and the Police Department's monthly reports for May and bills. Motion carried 5-0. Upon proper payment of any fees, the following new or renewal bartender license application were approved on a motion by Josh Lydon and seconded by Kevin Brueggeman. Motion carried 5-0. Motion carried 5-0. A motion was made by Ed Lukasek and seconded by Kevin Brueggeman to approve the Temporary "Class B"/Class "8" license for St. Patrick's Parish for Summerfest on August 9, 2015. Motion carried 5-0. A motion was made by Ed Lukasek and seconded by Josh Lydon to approve the Class /'A" Retail Beer License and Cigarette License for AMBA, lnc, dba Sparta Travel Center at 4105 Theater Road, Motion carried 5-0. A motion was made by Ed Lukasek and seconded by Josh Lydon to approve the "Class B"/Class "8" liquor license for Leticia Lugo dba El Vallarta at 223 N. Black River Street. Motion carried 5-0, We received an application and request from Burrito RealGrill Tienda Taqueria Corp. at 620 lndustrial Drive, Suite 8 owned by Roberto Garza Contreras and Veronica Valencia for a "Class B"/Class "B" liquor license. At the current time, they own a grocery store and want to convert part of it to a restaurant. The Clerk was not aware that they were not up to code and had everything in place for a restaurant. Todd Fahning made it aware to everyone that this is not a stand alone building and certain thinBs had to be done yet to be up to code to operate as a restaurant and, therefore, it was recommended that the application be denied. A motion was made by Ed Lukasek and seconded by Kevin Brueggeman to deny the application for "Class B"/Class "B" Liquor License for Burrito Real Grill Tienda Taqueria Corp. at 520 lndustrial Drive, Suite 8, owned by Roberto Garza Contreras and Veronica Valencia until the building is clarified as safe. Motion carried 5-0. Page 2 - Public Safety - July 6, 2015 A motion was made by Josh Lydon and seconded by Kevin Brueggeman to approve the Second Hand Jewelry License for Sparta Gold Exchange located at 418 W, Wisconsin Street. Motion carried 5-0, The Ordinance regarding Parking in crass, Chapter L0.065, was brought up for possible change in the wording as there were some complaints regarding some types of vehicles being parked in front yards on the grass. A motion was made by Ed Lukasek and seconded by Kevin Brueggeman to remove the words motor, motorized and non-motorized vehicles from the ordinance. Motion carried 3-1-1 with Jim Church voting no and Josh Lydon abstaining, Mark just wanted to mention that a regulation was changed in the Fireworks Law stating that the mayor, or any person designated by the mayor could issue the permits to use the illegal fireworks. Previously, the fire chief would issue the permits. The City does not currently have a permit form and will come up with one and have the Police Department issue the permits. According to the Declaration on Human Rights Defenders,1 the right and responsibility to defend human rights belongs to us all. We are human rights defenders when we promote and strive for the protection and realisation of human rights and fundamental freedoms, whether we do so individually or with others. In the words of the United Nations Special Rapporteur on the Situation of Human Rights Defenders: “Human rights defenders do not heroically stand in front of or apart from the rest of us; they are each of us and among us, they are ourselves, our parents, our siblings, our neighbours, our friends and colleagues, and our children”.2 Human rights defenders come from diverse backgrounds and can include artists, teachers, journalists, therapists, writers, lawyers, trade unionists, indigenous communities, LGBTIQA+ persons, families of the disappeared, civil servants, parliamentarians, judges, and workers in non-governmental organisations. 2. Defending human rights involves challenging powerful interests and – all too often – suffering the risk of your own human rights being violated. Since the adoption of the Declaration, thousands of defenders have lost their lives in the defence of human rights.3 Many more have had their freedoms restricted and their voices suppressed; they have suffered surveillance, criminalisation and stigmatisation.

In the presidential elections of 2008, Paraguay had the first-ever peaceful democratic turnover after sixty-one years of one- party rule. This study’s task will be to examine under what conditions do dominant hegemonic-party systems fall and loose their power-grip on presidential elections. Accordingly, it will analyse the conditions that led to the demise of hegemonic-rule in Paraguay by focusing on elite divisions and fragmentation within the dominant party. This paper will employ a historical institutionalism approach to trace the variable of elite fragmentation and splits within the dominant party, in order to underscore the sequence of institutional changes that fostered more fragmentation and weakened its hegemony. Moreover, this study will hold that throughout the stages of democratic transition, dissent between intra-party elites and rupture was critical in making future organizing efforts to close impossible and allowing the first alternation in executive power by another party in 2008.

    OFICINA DE INFORMACIÓN MINISTERIO DE FOMENTO En las provincias de A Coruña y Lugo Fomento adjudica las obras del tramo Melide-Palas de Rei de la autovía A-54 entre Lugo y Santiago de Compostela El presupuesto de la obra asciende a 70,87 millones de euros En el tramo, de 11,7 kilómetros, se construirán 16 estructuras, de las cuales 5 serán nuevos viaductos Madrid, 11 de mayo de 2017 (Ministerio de Fomento). El Ministerio de Fomento ha adjudicado el contrato de obras del tramo Enlace de Melide (Sur) - Enlace de Palas de Rei (Lugo) de la Autovía A- 54, Lugo- Santiago de Compostela por un importe de 70,87 millones de Nota de Nota prensa euros. Esta nueva autovía A-54 supone un eje importante para la vertebración del interior de Galicia ya que permitirá unir Lugo con Santiago de Compostela mediante una vía de gran capacidad. El tramo de autovía Melide – Palas de Rei discurre al sur de la carretera N-547, con un trazado sensiblemente paralelo a ella. Esta nueva autovía incrementará la seguridad vial de la actual N-547 en su conjunto y, además, de forma específica se eliminará la travesía de Melide. Con la adjudicación de este tramo y la próxima, correspondiente al tramo contiguo Arzúa – Melide, todo el trazado de la autovía A-54 entre Lugo y Santiago estará próximamente en obras (entre Lavacolla y Palas de Rei) o en servicio (entre Palas de Rei y Lugo, con 38 km que entraron en servicio en 2015, y entre Santiago y Lavacolla), lo que demuestra el compromiso del Ministerio de Fomento con esta infraestructura.
