L.O. 4-1 ^4- NUI MAYNOOTH QllftMll II hiJfiifin Ui Mu*« MILITARY AVIATION IN IRELAND 1921- 1945 By MICHAEL O’MALLEY THESIS FOR THE DEGREE OF PHD DEPARTMENT OF HISTORY NATIONAL UNIVERSITY OF IRELAND MAYNOOTH Supervisor of Research: Dr. Ian Speller JANUARY 2007 IRISH MILITARY AVIATION 1921 - 1945 This thesis initially sets out to examine the context of the purchase of two aircraft, on the authority of Michael Collins and funded by the second Dail, during the Treaty negotiations of 1921. The subsequent development of civil aviation policy including the regulation of civil aviation, the management of a civil aerodrome and the possible start of a state sponsored civil air service to Britain or elsewhere is also explained. Michael Collins’ leading role in the establishment of a small Military Air Service in 1922 and the role of that service in the early weeks of the Civil War are examined in detail. The modest expansion in the resources and role of the Air Service following Collins’ death is examined in the context of antipathy toward the ex-RAF pilots and the general indifference of the new Army leadership to military aviation. The survival of military aviation - the Army Air Corps - will be examined in the context of the parsimony of Finance, and the administrative traumas of demobilisation, the Anny mutiny and reorganisation processes of 1923/24. The manner in which the Army leadership exercised command over, and directed aviation policy and professional standards affecting career pilots is examined in the contexts of the contrasting preparations for war of the Army and the Government. -

However, political divergences, technological asymmetries and budgetary problems made projects canceled. Faced with the impasse, this article approaches features of two military aircraft development experiences and their links with the regionalization processes to extract elements that help to account for the problems faced by USAN. The processes of adoption of the F-104 and the Tornado in the 1950s and 1970s by countries that later joined the European Union are analyzed in a comparative perspective. The two projects are compared about the political and diplomatic implications (mutual trust, military capabilities and regionalization) and the economic implications (scale of production, value chains and industrial parks). -

The military helicopter segment has been impacted significantly by continued defense budgetary pressures across most traditional markets, and a recent slide in global crude oil prices has impacted the demand for new civil helicopters as well as the level of activity for existing fleets engaged in the offshore oil & gas exploration sector. This situation has impacted industry OEMs significantly, many of which had been working towards strengthening the civil helicopter segment to partially offset the impact of budgetary cuts on the military segment. However, the medium- to long-term view of the market is promising given the presence of strong fundamentals and persistent, sustainable growth drivers. The market for military helicopters in particular is set to cross a technological threshold in the form of next-generation compound helicopters and tilt rotorcraft. -

MD HELICOPTERS MD EXPLORER TWIN-ENGINED LIGHT HELICOPTER, USA The MD Explorer twin-engined light helicopter entered service in 1994 and is in service with private and corporate customers, law enforcement agencies and emergency services around the world. It is manufactured by MD Helicopters Inc of Mesa, Arizona, a subsidiary of the Netherlands-based MD Helicopters of the RDM Group. The company acquired the business rights of the former McDonnell Douglas Helicopters from Boeing in February 1999, excluding that of the AH-64 Apache helicopter which remains within Boeing's business interest. As well as the Explorer, MD Helicopters' products include the MD 500, 520N, 530F and the 600N. In August 2005, Patriarch Partners of New York bought a controlling interest in MD Helicopters from RDM. Over 100 MD Explorers have been delivered. The Explorer is in service with law enforcement agencies, including the US Coast Guard, US Drug Enforcement Agency, Rijkswacht and the Gendarmerie in Belgium, German State Police, Dutch National Police, the Mexican Navy and UK Police Aviation Services. The helicopter can be fitted with a selection of federal or military systems, e.g. forward looking infrared (FLIR) observation system. HELLFIRE GUIDED MISSILE AND GUN-MOUNTED DESIGN The MD Combat Explorer can be armed with 70mm rocket pod, GAU-19/A 0.50 calibre Gatling gun, M-134 7.62mm miniguns, Hellfire laser-guided missiles and Rafael N-TD dual-operation missiles. For the US Coast Guard the helicopter carries the designation MH-90 Enforcer and is armed with an M240 7.62mm gun pintle mounted at the side door. -

He is the husband of Patricia Maker, nee Gash, and brother in law of Teddy Gash, (the cousins of Fl/Sgt L.J. Smith). He served as a Civilian Instructor in the Air Training Corps, at Stanford le Hope from 1988 until 1993.The couple live in Essex, and have done so for 36 years; they have no children, and have two golden retrievers. A Doctoral Thesis submitted to the School of Graduate Studies In partial fulfillment of the requirements for the degree of Doctor of Philosophy Faculty of Engineering and Applied Science Memorial University of Newfoundland June 2015 St. John’s Newfoundland and Labrador ABSTRACT The research described in this thesis was a concentrated effort to assess the Equivalent Level of Safety (ELOS) of small Unmanned Aerial Vehicles (UAVs), in terms of the requirements needed for the small UAV to be considered at least as safe as equivalent manned aircraft operating in the same airspace. However, the concept of ELOS is often quoted without any scientific basis, or without proof that manned aircraft themselves could be considered safe. This is especially true when the recognized limitations of the see-and-avoid principle is considered, which has led to tragic consequences over the past several decades. The primary contribution of this research is an initial attempt to establish quantifiable standards related to the ELOS of small UAVs in non-segregated airspace. A secondary contribution is the development of an improved method for automatically testing Detect, Sense and Avoid (DSA) systems through the use of two UAVs flying a synchronized aerial maneuver algorithm. ii ACKNOWLEDGEMENTS The author was supported financially through the National Sciences and Research Council of Canada, including the generous granting of a Canadian Graduate Scholarship. Rotorcraft (2011)
Rotorcraft Overview The rotorcraft industry produces aircraft, powered by either turboshaft or reciprocating engines, capable of performing vertical take-off and landing (VTOL) operations. The rotorcraft sector includes helicopters, gyrocopters, and tiltrotor aircraft. Helicopters, which employ a horizontal rotor for both lift and propulsion, are the mainstay of the industry. Gyrocopters are produced in much smaller quantities, primarily for use in recreational flying. Tiltrotor aircraft, such as the V-22 Osprey1, can take off vertically and then fly horizontally as a fixed-wing aircraft. Rotorcraft are manufactured in most industrialized countries, based on indigenous design or in collaboration with, or under license from, other manufacturers. Manufacturers in the United States of civilian helicopters include American Eurocopter, Bell, Enstrom, Kaman, MD Helicopters, Robinson, Schweizer (now a subsidiary of Sikorsky), and Sikorsky. Bell moved its civilian helicopter production to Canada, with the last U.S. product completed in 1993.2 American Eurocopter—a subsidiary of the European manufacturer and subsidiary of EADS NV—has manufacturing and assembly facilities in Grand Prairie, Texas and Columbus, Missouri. European producers include AgustaWestland, Eurocopter, NHIndustries, and PZL Swidnik. Russian manufacturers including Mil Moscow, Kamov and Kazan helicopters, as well as a number of other rotorcraft related companies, have been consolidated under the Russian government majority-owned OAO OPK Oboronprom.3 (See this report’s Russia
