Visits: Colonial Dutch Fort Close to the seafront near the lagoon mouth are the ruins of the old Dutch fort, which has a fine gateway inscribed with the date 1678. Also there is a green, called the Esplanade, where cricket matches are a big attraction. As the fort grounds are now occupied by the town’s prison, the only way you’ll get a peek inside is by committing a serious crime. You’d need to be very interested in old Dutch architecture to go to such lengths. Dutch Canal The boat ride/safari that takes you along the colonial Dutch canal which runs through Waikkal, gives you snap shots of bird life, essentially comprising waders, stunning kingfishers, rare pied kingfishers, bee-eaters, Brahminy kites, etc. Water monitors, bearing an uncanny resemblance to crocodiles, are also bound to make an appearance, so keep your eye out for a glimpse! You can prolong your boat journey by following the canal onto the sea, where you can continue onwards to Negombo where you can stop at the town, do some shopping and return via boat to Waikkal. 2nd biggest Fish Market in Sri Lanka The Negombo Fishing Village, also known as the Lellama by the locals, is located across the lagoon bridge, near the Old Dutch Gate. The large open air fish market is the second largest in the country.

Fortunately, the country has a recorded history, according to which migrants from India settled dovm in the North Western areas of the country before the Christian era. The most significant event in the history of the island is the introduction of Buddhism in the Third Century B.C. This enabled the people to build a culture of their own and develop all aspects of their life. The close contact with India brought not only Buddhism, but also Hinduism, Ayurveda, Astrology and various other important aspects of Indian Culture. People came from India for trade as well as for political purposes; some to assist their friends, the kings of the country. Others to bring the country under their rule, added much to socio-cultural inheritance of Sri Lanka. In the Sixteenth Century (1505), the Portuguese came to the island. After they ruled the country, the Dutch followed and they were replaced by the British who first ruled the maritime provinces, and then the entire country 1815 to 1948. Sri Lanka gained independence in 1948 and till today functions as a democracy. It is pertinent to mention that of all the coiintries in South-Asia, Sri Lanka and India are the two countries where democracy function continued to uninterrupted. 195 The history of medicine in Sri Lanka has been fashioned over the centuries by a synthesis of several intrinsic and extrinsic factors, some of which were unique to the country.

The topic of discussion today is the Constitution. In re- cent times, there has been much criticism levelled against the changes, amendments and interpretation that needs to be effected by it. When we received sovereign franchise in 1931, no coun- try in Asia or Africa was reported to have received it. De- spite the advancement of knowledge, intelligence, matu- rity and literacy of our people in 1931 when the right to franchise was received, only a symbol had to be inscribed on the ballot paper when casting the vote. Due to minimal levels of literacy in countries using the ballot in the 1930s I am indeed very pleased to address you on this to them is that I don’t think about my place in and the 1940s, voters were directed to pierce or make a important occasion of completion of one year five years, but I think about the place of this hole in the ballot paper, instead of marking a sign on it.
