THE MOTOR TRAFFIC ACT (CHAPTER 203) REGULATIONS made by the Minister of Transport under Sections 140, 141 and 164 of the Motor Traffic Act (Chapter 203) read with Section 237 of the aforesaid Act. KUMARA WELGAMA, Minister of Transport. Colombo, 14th June, 2012. Regulations 1. These regulations may be cited as the Motor Traffic (Speed Limits) Regulations, No. 1 of 2012. 2. (1) The roads classified as “A” Roads, “AB” Roads, “B” Roads and “Colombo Municipal Council Roads” and set out in Part I, Part II, Part III and Part IV of the Schedule to these regulations shall be known as “Built-up- area” as along the roads. (2) The speed limit which shall be applicable in respect of all motor vehicles operating on the sections of the “Built-up areas” along the roads as are identified in Part I, Part II, Part III and Part IV of the Schedule to these regulations shall be fifty (50) kilometres per hour (kmph): Provided however, that the speed limit which shall be applicable in respect of land vehicles, motor tricycles, motor tricycle vans and special purpose vehicles operating on the section of the built-up roads specified above, shall be forty (40) kilometres per hour (kmph). 3. (1) All other road sections in Sri Lanka which are not specified in the Schedule to these regulations shall be known as “Non-Built-up areas”. (2) The speed limit which shall be applicable in respect of the road sections of the Non-Built-up areas shall be as follows:- (a) seventy (70) kilometres per hour (kmph) for all categories of motor vehicles; and (b) sixty (60) kilometres per hour (kmph) for all motor coaches and all lorries: 1A 2A I fldgi ( ^I& fPoh - YS% ,xld m%cd;dka;s%l iudcjd§ ckrcfha w;s úfYI .eiÜ m;%h - 2012'06'22 PART I : SEC. (I) - GAZETTE EXTRAORDINARY OF THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA - 22.06.2012 Provided however, that the speed limit which shall be applicable in respect of land vehicles, motor tricycles, motor tricycle vans and special purpose vehicles operating on non-built up areas as are specified above, shall be forty (40) kilometres per hour (kmph). 4. The speed limits specified in these regulations shall be depicted by way of signs fixed at the relevant sections of the built-up and the non-built up areas along the roads to which these regulations apply. The signs so fixed shall conform in all particulars to the specifications set out for traffic signs as are contained in the Motor Traffic (Traffic Signs, Signals, Symbols and Road Markings Regulations, published in the Gazette Extraordinary No. 441/ 18 of March 13, 1984, and further in the event that such regulation is rescinded, by any other regulation which shall be promulgated in its place. 5. The Motor Vehicles (Speed Limit) Regulations - 1995 published in Gazette Extraordinary No. 853/14 of January 13, 1995 as last amended by regulation published in Gazette Extraordinary No. 1576/29 of November 21, 2008, is hereby rescinded. 6. In these regulations 'land vehicle', 'lorries', ''motor coaches", motor vehicles", ''motor tricycles", ''motor tricycle vans" and special purpose vehicles" shall have the same meaning as in the Motor Traffic Act (Chapter 203).     UN‐Habitat Implements Disaster Risk Reduction Initiatives in Mannar Town in Sri Lanka’s Northern Province May 2014, Mannar, Sri Lanka. The United Nations Human Settlements Programme (UN‐Habitat), in collaboration with the Mannar Urban Council, is implementing a number of small scale Disaster Risk Reduction (DRR) initiatives to assist communities cope with the adverse impacts of natural disasters through the Disaster Resilient City Development Strategies for four Cities in the Northern and Eastern Provinces of Sri Lanka (Phase II) Project. Funded by the Government of Australia, the project is being implemented by UN‐Habitat in the towns of Mannar, Vavuniya, Mullaitivu and Akkaraipattu in collaboration with the Local Authorities, the Ministry of Disaster Management, and Urban Development Authority (UDA), Sri Lanka Institute of Local Governance (SLILG), Institute for Construction Training and Development (ICTAD) and the University of Moratuwa. Implementing small scale DRR interventions is a key output of the Disaster Resilient Urban Planning and Development Unit that has been established at the Mannar Urban Council. The need for such DRR activities was identified by the project partners as a key priority during the implementation of Phase I during 2012‐2013. As a result, additional funding has been allocated to implement small scale DRR activities in the four cities during the second phase. Small scale infrastructure has been identified by the communities and the LAs to reduce the vulnerability to disasters of settlements and communities. In the Mannar Urban Council area, the infrastructure activities 50 Housing Scheme Road before rehabilitation identified included rehabilitation of two internal roads and laying of Hume pipes and culverts to release storm water from flood‐prone areas.

    UNHCR ELIGIBILITY GUIDELINES FOR ASSESSING THE INTERNATIONAL PROTECTION NEEDS OF ASYLUM-SEEKERS FROM SRI LANKA United Nations High Commissioner for Refugees (UNHCR) April 2009 NOTE UNHCR Eligibility Guidelines are issued by the Office to assist decision-makers, including UNHCR staff, Governments and private practitioners, in assessing the international protection needs of asylum-seekers from a given country. They are authoritative legal interpretations of the refugee criteria in respect of specific groups on the basis of objectively assessed social, political, economic, security, human rights, and humanitarian conditions in the country of origin concerned. The pertinent protection needs are analyzed in detail and recommendations made as to how the applications in question should be decided upon in line with the relevant principles and criteria of refugee law as per, notably, the 1951 Convention and its 1967 Protocol, the UNHCR Statute and relevant regional instruments such as the Cartagena Declaration, the 1969 OAU Convention and the EU Asylum Directives. The recommendations may also touch upon, as relevant, complementary or subsidiary protection regimes. UNHCR issues its Eligibility Guidelines pursuant to its responsibility to promote the accurate interpretation and application of the above-mentioned refugee criteria as envisaged by Article 8 of its Statute, Article 35 of the 1951 Convention and Article II of its 1967 Protocol and based on the expertise it has developed over several years in eligibility and refugee status determination matters. Due to the constructions and associated historical events, some of which are millennia old, these sites are of high universal value; they are visited by many pilgrims, both laymen and the clergy (prominently Buddhist), as well as by local and foreign tourists. Kandy the second largest city in Sri- Lanka and a UNESCO world heritage site, due its rich, vibrant culture and history. This historic city was the Royal Capital during the 16th century and maintains its sanctified glory predominantly due to the sacred temples.
