Antony Blinken U.S. Secretary of State Nominee Office of the President Elect 1401 Constitution Avenue NW Washington, DC 20230 S Antony Blinken Secretary John Kerry U.S. Secretary of State Nominee Special Presidential Envoy for Climate Designate Office of the President Elect Office of the President Elect 1401 Constitution Avenue NW 1401 Constitution Avenue NW Washington, DC 20230 Washington, DC 20230 Dear Secretary of State Nominee Blinken and Secretary Kerry: We, the undersigned landscape architects, design professionals, and other stewards of the built and natural environments, are writing to urge you to recommit to the United States’ promise to the Paris Climate Agreement of the United Nations (UN) Framework Convention on Climate Change. The United States must act quickly and diligently to reverse our climate change impacts while working to build a more sustainable and resilient future for all. We also urge you to develop global climate action approaches that heavily use green infrastructure, nature-based solutions, and other low-impact development strategies. The findings in the 2018 UN Climate Change Annual Report state that green infrastructure is one of the world’s greatest tools to create a more sustainable future. Additionally, the Intergovernmental Panel on Climate Change’s Special Report on Global Warming of 1.5 °C highlights the importance of green infrastructure, sustainable land use and water management, and nature-based solutions as important adaptation options to reduce the risks and perils related to climate change. As the Biden-Harris administration begins to take action on this issue, we hope you heed these findings to create a more climate-resilient and sustainable planet. Landscape architects are leaders in using green infrastructure and nature-based solutions to plan and design projects that reduce greenhouse gas emissions and make communities more resilient to climate impacts. The profession successfully creates climate-resilient projects, including green roofs, parks and other outdoor spaces, living shorelines, multimodal transportation networks, large-scale commercial and residential master plans, and more. Our designed and built infrastructure projects help reduce or sequester greenhouse gases while also providing other critical community benefits. It is also critical for you to take swift action to address climate impacts on underserved communities, including communities of color, low-income populations, and Tribal and Indigenous Peoples. Across the globe, these populations are disproportionately affected by the ravages of climate change. Now is the time to address this issue on an international level and deliver targeted and sustained investments in these communities. Because of the absence of national leadership on climate issues and the purposeful removal of the United States from the Paris Climate Agreement, the American Society of Landscape Architects joined more than 4,000 state and local governments, business leaders, university AMERICAN SOCIETY OF LANDSCAPE ARCHITECTS | 636 EYE STREET NW, WASHINGTON, D.C. 20001 | 202.898.2444 | ASLA.ORG heads, cultural institutions, and others by signing the “We Are Still In” declaration. Through this declaration and organizing efforts, the signers are helping to fill the void left by the federal government’s withdrawal from the agreement. However, our efforts alone will not be enough. We look forward to the Biden-Harris administration making the federal government a full partner and leader in climate change and resilience on the world stage. In recent years, human rights conditions in the People’s Republic of China (PRC) have deteriorated, while bilateral tensions related to trade Michael A. Weber and security have increased, possibly creating both constraints and opportunities for U.S. policy Analyst in Foreign Affairs on human rights. After consolidating power in 2013, Chinese Communist Party General Secretary and State President Xi Jinping intensified and expanded the reassertion of party control over society that began toward the end of the term of his predecessor, Hu Jintao. Since 2017, the government has enacted new laws that place further restrictions on civil society in the name of national security, authorize greater controls over minority and religious groups, and further constrain the freedoms of PRC citizens. Government methods of social and political control are evolving to include the widespread use of sophisticated surveillance and big data technologies. Arrests of human rights advocates and lawyers intensified in 2015, followed by party efforts to instill ideological conformity across various spheres of society. In 2016, President Xi launched a policy known as “Sinicization,” under which the government has taken additional measures to compel China’s religious practitioners and ethnic minorities to conform to Han Chinese culture, support China’s socialist system as defined by the Communist Party, abide by Communist Party policies, and reduce ethnic differences and foreign influences.

Regardless of their party affiliation or preferred diplomatic priorities, presidents have invariably come to appreciate that they can- not afford to make foreign policy decisions in the same manner as they did when they were a candidate. The requirements of managing an enormous and complex national security bureau- cracy reward careful deliberation and strategic consistency, while sharply punishing the kind of policy shifts that are more common on the campaign trail. Statements by the president are taken far more seriously abroad than are promises by a candidate, by both allies and adversaries alike. And while policy mistakes made before entering office can damage a candidate’s personal political prospects, a serious misstep made once in office can put the country itself at risk.

'Both Stick and Carrot': US Threatens Afghan Taliban With Terrorist List if it Repudiates Promises by Morgan Artvukhina \ US State Department spokesperson Ned Price said Friday that listing the Taliban* as a terrorist organization was one tool in several that Washington could use to lure the Afghan militant group into living up to its promises, which include renouncing terrorism and ending support for terrorist groups. Asked at a Friday press conference about whether the threat of being placed on the State Department's Foreign Terrorist Organizations (FTO) list was a pressure tool Washington was using to get results from the Taliban, Price responded that it was. “We have a number of tools at our disposal. The Taliban, right now, is a specially designated global terrorist group. They’re on the SDGT designation list. That is one tool. It’s both a stick and ...a carrot, a potential inducement, to induce the Taliban to uphold those basic international norms, the basic rights of its people," Price said. "But the FTO list, other sanctions, that’s one single tool.” The SDGT list, maintained by the US Treasury, is used for applying financial sanctions to groups that frustrate their operations, while the FTO prohibits material support for them and is much higher profile.

  • How U.S. Diplomacy and Diplomats Can Help Get International Climate Action Back on Track by Alan Yu December 8, 2020
How U.S. Diplomacy and Diplomats Can Help Get International Climate Action Back on Track By Alan Yu December 8, 2020 On January 20, the United States will inaugurate a climate president. Throughout the 2020 presidential campaign and in the early days of the transition, President-elect Joe Biden has made clear that climate action will be a core element of his plan to “build back better,” driving toward a more resilient, sustainable economy that will put the United States on an irreversible path to achieve net-zero emissions by no later than 2050.1 President-elect Biden’s first foreign policy actions have also demonstrated a commit- ment to make climate change a central pillar of his foreign policy. He has announced a senior national security team that recognizes the linkage between U.S. national security and climate change and is committed to climate action.2 He has raised climate action in every congratulatory call he has received from foreign leaders.3 And, most notably, he has created the new position of special presidential envoy (SPE) for climate change and enlisted former U.S. Secretary of State John Kerry, Washington’s leading climate champion—a strong signal that President-elect Biden intends to return the United States to global climate change leadership. President-elect Biden’s intention to position climate action as a central focus of U.S. foreign policy aligns with recommendations by the Center for American Progress and other leading international climate and U.S. foreign policy experts.4 Although President- elect Biden and SPE-designate Kerry will lead this transformation, it will be the U.S.

On the cover: This edition of The United States Government Manual marks the 75th anniversary of the National Archives and celebrates its important mission to ensure access to the essential documentation of Americans’ rights and the actions of their Government. The cover displays an image of the Rotunda and the Declaration Mural, one of the 1936 Faulkner Murals in the Rotunda at the National Archives and Records Administration (NARA) Building in Washington, DC. The National Archives Rotunda is the permanent home of the Declaration of Independence, the Constitution of the United States, and the Bill of Rights. These three documents, known collectively as the Charters of Freeedom, have secured the the rights of the American people for more than two and a quarter centuries. In 2003, the National Archives completed a massive restoration effort that included conserving the parchment of the Declaration of Independence, the Constitution, and the Bill of Rights, and re-encasing the documents in state-of-the-art containers.

Robinson, M.A. Thesis Advisor: Andrew Bennett, Ph.D. ABSTRACT This thesis examines how United States presidential administrations change over time in their poliCies on humanitarian intervention. More speCifiCally, how and why do AmeriCan presidential administrations (and the offiCials in those administrations) fail in some cases and sucCeed in others in enaCting ConfliCt resolution and genocide preventative measures? This thesis will focus on why offiCials in the two Obama administration sometimes used ambitious means of humanitarian intervention to prevent or mitigate genocide and other mass atrocities, as in the Cases of Libya and the Yazidis in Iraq, and sometimes took only limited steps to aChieve humanitarian goals, as in the case of the Syrian Civil War and Syrian refugees. This thesis is partiCularly interested in cases where earlier Obama administration aCtions and outComes forced the president and his advisors to rethink their approaCh to potential humanitarian intervention cases. The central hypothesis of this thesis is that poliCy changes on humanitarian intervention over time within U.S.
