Security Council Resolution 338 October 22, 1973 Rebuilding Lebanon by Amine Gemayel Preface The publication at this time of a work advocating the reform of Lebanon's political system and economy may seem paradoxical: Lebanon is still occupied by foreign troops and its sovereignty is in doubt. But such a work is urgently needed to turn the thought of the international community toward Lebanon's reconstruc‐ tion and to give clear direction to the hopes of its citizens, especially its youth. Soon after the inception of the Lebanese war in 1975, I began to think about plans for the reconstruction of my country: its identity, its institutions, and its economy. When the war was at its height in 1978, 1 created the House of the Future, a documentation and research center aimed at building a peaceful future based on dialogue. After being elected President of the Republic in 1982, I set to work to create a new country, mak‐ ing renewal and peace my top priorities. At my request the Council for Development and Reconstruction (CDR), a governmental organism created in 1976, undertook research and then worked out plans to finance and set in motion the country's reconstruction. The Lebanese people were eager to participate in the re‐ form, and it received wide‐spread international support. I also undertook a series of initiatives in the politi‐ cal, diplomatic, and economic spheres, in order to guarantee Lebanon's influence in the region as well as revitalize its production and service activities. At the same lime I refused to give in to the regional powers that wanted to reduce Lebanon's sovereignty. -

It chronicles the foundation and development of this intellectual milieu within the political Left, and how intellectuals interpreted leftist principles and struggled to maintain a fluid, ideologically non-rigid space, in which they incorporated an array of ideas and affinities, and formulated their own distinct worldviews. More broadly, this study is concerned with how intellectuals in the post-World War One period engaged with the political sphere and negotiated their presence within new structures of power. It explains the social, political, as well as personal contexts that prompted intellectuals embrace certain ideas. Using periodicals, personal papers, memoirs, and collections of primary material produced by this milieu, this dissertation argues that leftist intellectuals pushed to politicize the role and figure of the ‘intellectual’. -

Original Language: Arabic Contents: English Translation Scan of Original Document 1/157 Beirut, Jun 17, 1949 Number 85/ The communists are preparing to celebrate the fifth anniversary of the independence of the Syrian and Lebanese Communist Parties with the strengthening of their branches in the regional specific committees by finding strong elements as supervisory secretaries for these committees. I have come across the text of a secret memo distributed by the central committee of the Lebanese Communist Party entitled; (The role of the Regional Secretary) that included the following: “We remind you that article 19 of the Party bylaws [page 2] states that “ The Regional Committee consults the Central Committee regarding the candidacy of the Regional Secretary.” If the party conference votes on this bylaw; that means that this matter has become insignificant and the Regional Secretary is a fighter with great responsibility, on whom party action is great dependent. -

This Center is a great venue for respectful dialogue and reasoned debate and is recognized as such throughout the world. I would like to express my sincere gratitude to the Wilson Center, which operates under the skillful direction of Lee Hamilton and Michael Van Dusen. As co-chairman of the Iraq Study Group, Mr. Hamilton again demonstrated why he enjoys a well-deserved reputation as one of America’s wisest statesmen. The Centrality of Lebanon Ladies and Gentlemen, the Middle East region is desperately in need of peace. Most obviously, the Middle East needs peace in Iraq and in Palestine. Additionally, intensifying sectarian tremors threaten to tear open fault lines throughout the Arab world. Given the realities of persistent and widespread conflict, what justifies calling Lebanon, as I do today, “The Threshold for Regional Stability?” The answer to this question begins with an understanding of how the Lebanese situation is central to the conditions in the Middle East and beyond. The centrality of Lebanon derives, I believe, from three key factors: cultural, economic, and strategic. First, taking the long view which history provides, Lebanon is intimately connected to, and a part of, both the Mediterranean cultural zone and the Middle Eastern cultural zone, and it also enjoys strong cultural links with Europe. -

Firstly, one of its most important regional supporters, Qatar lost its leading role in the Group of Friends of the Syrian People, the alliance of states and organisations backing Syria’s opposition, to Saudi Arabia. Secondly, the Brotherhood has been hit by stinging criti- cism of the Egyptian MB’s performance in government and the media witch-hunt against political Islam following the ouster of Mohammed Morsi. In the face of these events the Syrian Brotherhood – to date still a religious and social movement – post- poned the founding of a political party planned for late June. Thirdly, the Brotherhood – like its partners in the National Coalition which opposes the Syrian regime – bet on an American-backed military intervention in August/September. This intervention did not occur due to the American-Russian brokered agreement providing for Syria to join the Convention on the Prohibition of Chemical Weapons. As a result, the National Coalition and its Supreme Military Command have faced defections of major rebel forces, which may lead to a major shift towards Jihadi Salafism and the marginalization of moderate forces on the ground. Yet the Brother- hood remains the best-organised political force within the Syrian opposition alliances and still sees itself becoming the leading force in post-revolutionary Syria. Germany and Europe should encourage moderate forces whatever their political colours and foster the implementation of democratic concepts. -

Original Language: Arabic Contents: English Translation Scan of Original Document 30C/ 10 Communist activities The Conference of the Syrian-Lebanese Communist Party did not convene in Damascus on 20/12/1955 as I reported to you in an earlier message, but rather on 14/1/1956 in Damascus, at the home of Mr Ahmad Abaza located in the Kurdish area, under the Chairmanship of Khaled Beikdache (Khālid Bikdāsh). The events that impacted on the situation in Jordan and the mass demonstration that accompanied them were the reason behind the postponement; the Communist Party at the time wanted to postpone the meeting until the situation which followed these events becomes clearer. The first session of the meeting, which took place in the morning of 14/1/1956, was devoted to the Secretary General of the Communist Party, Khaled Beikdache’s report on the current situation in the Arab countries as a result of foreign pressure on Syria, Lebanon, and Jordan. This pressure, he said, aims at isolating Syria from other Arab countries, involving Lebanon and Jordan in the Iraqi- Turkish Pact, and countering the strong position adopted by the Communist Party in support of the National Front established in these three countries to combat all kinds of colonial schemes. -

Steven Isaac “The Ba‘th of Syria and Iraq” for The Encyclopedia of Protest and Revolution (forthcoming from Oxford University Press) Three main currents of socialist thought flowed through the Arab world during and after World War II: The Ba‘th party’s version, that of Nasser, and the options promulgated by the region’s various communist parties. None of these can really be considered apart from the others. The history of Arab communists is often a story of their rivalry and occasional cohabitation with other movements, so this article will focus first on the Ba‘th and then on Nasser while telling the story of all three. In addition, the Ba‘th were active in more places than just Syria and Iraq, although those countries saw their most signal successes (and concomitant disappointments). Michel Aflaq, a Sorbonne-educated, Syrian Christian, was one of the two primary founders of the Ba‘th (often transliterated as Baath or Ba‘ath) movement. His exposure to Marx came during his studies in France, and he associated for some time with the communists in Syria after his return there in 1932. He later declared his fascination with communism ended by 1936, but others cite him as still a confirmed party member until 1943. His co-founder, Salah al-Din al-Bitar, likewise went to France for his university education and returned to Syria to be a teacher. Frustrated by France’s inter-war policies, the nationalism of both men came to so influence their attitudes towards the West that even Western socialism became another form of imperialism. -

These without doubt merit much more praise… Niccolò Machiavelli, The Art of War (2003, 161) INTRODUCTION Abstract This thesis provides an analysis of the organizational politics of state supporting armed groups, and demonstrates how group cohesion and institutionalization impact on the patterns of violence witnessed within civil wars. Using an historical comparative method, strategies of leadership control are examined in the processes of organizational evolution of the Popular Defence Forces, an Islamist Nationalist militia, and the allied Lebanese Forces, a Christian Nationalist militia. The first group was a centrally coordinated network of irregular forces which fielded ill-disciplined and semi-autonomous military units, and was responsible for severe war crimes. -

Lebanon in the Syrian Quagmire: Fault-Lines, Resilience and Possible Futures Ishac Diwan, Paris Sciences et Lettres Youssef Chaitani, UN ESCWA Working Paper for Discussion The purpose of this paper is to examine the weaknesses and strengths of Lebanon amidst the tensions created by the Syrian conflict that started in 2011. Lebanon’s sectarian governance system has been over 150 years in the making. But the Syrian fire next door, which has taken an increasing sectarian nature, is likely to burn for a long time. With such dire prospects, what is the fate of Lebanon’s governance system? Will it lead the country inexorably towards civil strife? The Lebanese governance system could be described as a horizontal deal among communal oligarchs, supported by vertical organizations within each community. While oligarchs have changed over time, the system itself survived devastating civil wars, endured extensive global and regional influences, and was also undeterred by the projection of power by many external forces, including the Palestinian Liberation Organization, Syria, Iran and Israel. What are the forces at work that make the Lebanese governance system both resilient and resistant to change? In the paper, we use as an analytical framework, which is introduced in section one, the model of limited orders developed by Douglas North and his associates. In section two, we argue that the Syrian civil war is likely to be long lasting. Section three examines the weaknesses and fault-lines of the Lebanese system in light of the Syrian war. Section four explores the factors that continue to contribute to the strength and resilience of Lebanon in spite of the rise in extremist Islamic militancy.
