Het vastleggen van de Surinaamse geschiedenis is een basisvoorwaarde op weg naar een eigen identiteit voor ons volk, c.q. de natie, op onder andere sportgebied. Het komt ook niet vaak voor dat de schrijver een topsporter is geweest. Vandaar hulde aan de schrijver, die werkelijk alles in stelling heeft gebracht teneinde deel III van zijn serie vóór het jaar 2000 te realiseren. Het Ministerie van Onderwijs en Volksontwikkeling, met name het Directoraat Sportzaken, heeft op de juiste wijze ingespeeld op de wensen van betrokkene en mag zich met trots mede-sponsor noemen van dit prachtig werkstuk dat tot in lengte van dagen zijn nut zal bewijzen.     The Story of Football in Trinidad and Tobago 1893 -2000 Chapter One Kick-off THE Trinidad News and San Fernando Gazette of June 6, 1893, was not at all happy with what was happening in the Trinidad society during the year. The paper reported that there was growing corruption among the youth in the colony which was the direct result of the invasion of Government offices as well as stores and estates by strangers from the United Kingdom. In its editorial entitled ‘Agricultural pursuits,’ the paper noted: “What with the invasion of government offices, of stores and sugar estates by strangers from the mother country, more particularly from Scotland, and what with the growing corruption of our young men by frequentation of places of evil, gambling halls, dignity balls etc, our youth of the better classes are in a fair way of becoming a nuisance to themselves and their country, instead of, as in other countries, forming the main factor of the moral, intellectual and physical wealth of their native land.” The paper continued: “It would be knocking our heads against a stone wall to find fault with Scotsmen who now have the dry goods trade and the management of sugar estates mostly in their hands because they send their poor relatives or friends from Scotland to fill situations of emoluments under them. We believe our creole youth to be brighter than the young strangers who are imported to occupy posts which of right, should be theirs and with the knowledge they have of people, their ways, their language and their wants, they would certainly be more useful.

How did the young Republic deal with its dependency on the Netherlands for development aid after 1975? Was Paramaribo following a certain foreign policy strategy of a path or did it merely react towards internal and external events? What were the decision making processes in defi ning the foreign policy course and who was involved in these processes? And why was a proposal An analysis of the foreign policy discussed to hand back the right of an independent foreign and defence policy to a Dutch Commonwealth government in the early 1990s? of Suriname from 1975 to 1991 These questions are examined here in depth, in the fi rst comprehensive analysis wof Suriname’s foreign policy from 1975 to 1991.     CHAPTER III David versus Goliath A master/servant or rider/horse relationship no longer exists (Ambassador Herrenberg, Trouw, 21-6-1983:3). Following the December Murders of 1982 Dutch-Surinamese relations became severely strained at all levels. The Netherlands reacted angrily to the executions and, more importantly, strongly refused to accept the military’s political infl uence. Paramaribo in turn denounced the neocolonial interference by The Hague and rejected its stance. Rapidly, relations deteriorated, becoming increasingly antagonistic. In this tense atmosphere both governments resorted to a wide range of foreign-policy tactics in a battle of one-upmanship. These actions included the termination of military, technical, professional and educational cooperation, support for various opposition movements within the other’s country, use and misuse of the media, disruption of air links, lobbying other governments and international organizations, expulsion of each others’ diplomats, while The Hague also suspended economic assistance. The primary objective of both parties was purely and simply to undermine the other to as great an extent as possible. In view of the fact that the Dutch were holding most of the cards, the battle was decidedly one-sided. The Netherlands becomes the ‘enemy’ To understand the bitter tensions between The Hague and Paramaribo throughout 1983, the political and ideological backgrounds of both govern- ments have to be understood. Whereas in Suriname the numerous cabinets which had led the Republic since the February coup had been predominantly of a technocratic nature, the infl uence of RVP and PALU had steadily grown stronger. The various internal and external factors contributing to this devel- opment will be discussed in more depth in Chapter IV.

Pas wanneer je weet op welke wijze land en volk zich hebben ontwikkeld en welke invloeden daarbij een rol hebben gespeeld, kan je begrip opbrengen voor alle inspanningen die personen en organisaties zich hebben getroost, om een beter Suriname te scheppen voor de eigen en komende generaties. En vanuit de historie kan een beeld worden gevormd over een gewenste toekomst. De toekomst hangt dus af van zowel het heden als het verleden. Net zoals de historie van land en volk de inspiratiebron is voor de verdere ontwikkeling, zo ook is kennis van de sportgeschiedenis, als onderdeel van onze historie, essentieel, voor het uitgroeien tot een natie, waarbinnen sport als vormende kracht centraal staat. Niet voor niets wordt de jeugd steeds aangemoedigd om in hun vrije tijd aan sport te doen. Niet voor niets dient de lichamelijke opvoeding en schoolsport onderdeel te zijn van het leerprogramma. Langs rekreatieve weg wordt gewerkt aan de vorming van Surinamers, die met uithoudings- en doorzettingsvermogen, in saamhorigheid nationale doelen nastreven. Ricky Stutgard, schrijver van de Eerste Surinaamse Sportencyclopedie 1893-1988, heeft het op zich genomen om de sporthistorie van Suriname vast te leggen vanaf 1893, toen in het kader van de oprichting van de ‘Vereniging voor Nationale Feesten te Paramaribo’, de eerste sportwedstrijden werden georganiseerd.
