While the cohesive power of traditions must be put into use within a particular nation, that same power challenges its national boundaries. To soften this contradiction, economic and/or political regionalism, in contrast to isolationism and globalism, becomes a solution, suggesting new and exciting routes to modernity. Sylvie Kauffmann, The New York Times, April 20141 Introduction Ukrainian civil society became a topic of major interest with the start of the Euromaidan protests in November 2013. It has acquired an additional dimen- sion since then, as civil society has pushed for reforms following the ap- pointment of the new government in February 2014, while also providing as- sistance to the army and voluntary battalions fighting in the east of the coun- try and to civilian victims of the war. In the face of the weakness of the Ukrainian state, which is still suffering from a lack of political will, poor governance, corruption, military weakness, and dysfunctional law enforce- ment – many of those being in part Viktor Yanukovych’s legacies – civil so- ciety and voluntary activism have become a driver of reform and an import- ant mobilization factor in the face of external aggression. This contribution examines the transformation of Ukrainian civil society during the period between the 2004 Orange Revolution and the present day. Why this period? The Orange Revolution and the Euromaidan protests are landmarks in Ukraine’s post-independence state-building and democratiza- tion process, and analysis of the transformation of Ukrainian civil society during this period offers interesting findings.2 Following a brief portrait of Ukrainian civil society and its evolution, the contribution examines the rela- tionships between civil society and three other actors: the state, the broader society, and external actors involved in supporting and developing civil soci- ety in Ukraine. -

The Gongadze Inquiry An investigation into the failure of legal and judicial processes in the case of Gyorgy Gongadze Supported by: • The International Federation of Journalists • The Institute of Mass Information • The National Union of Journalists of the UK and Ireland • The Gongadze Foundation Report no. 2: The instigators are getting away 1 Introduction This second report on the case of Gyorgy Gongadze, commissioned by the International Federation of Journalists, the Institute of Mass Information (Kyiv), the Gongadze Foundation and the National Union of Journalists of the UK and Ireland, updates our first report published in January 2005.1 It reviews developments in the investigation of the case between January and September 2005. Our main conclusion, set out in the last section, is that the investigation of the process by which Gongadze’s murder was ordered has suffered serious setbacks. Progress has been made in bringing to trial interior ministry officers who allegedly participated in Gongadze’s kidnap, and were present when he was murdered. But the investigation’s failures with respect to the links between these direct perpetrators and those who ordered the murder are so blatant and numerous that they can most likely be explained as the result of continued political interference and resistance. Senior political figures have stated publicly that the instigators of Gongadze’s murder are known to investigators, but no details have been made public; this has left the impression that these statements were part of the “public relations management” of the investigation, which was meanwhile directing its focus away from the instigators. Our most serious concerns relate to the case of General Olexiy Pukach, who was named by the general prosecutor’s office as the ringleader of the gang that killed Gongadze. -

Chapter 1 Green Parties and Elections, 1979–2019 Green parties and elections to the European Parliament, 1979–2019 Wolfgang Rüdig Introduction The history of green parties in Europe is closely intertwined with the history of elections to the European Parliament. When the first direct elections to the European Parliament took place in June 1979, the development of green parties in Europe was still in its infancy. Only in Belgium and the UK had green parties been formed that took part in these elections; but ecological lists, which were the pre- decessors of green parties, competed in other countries. Despite not winning representation, the German Greens were particularly influ- enced by the 1979 European elections. Five years later, most partic- ipating countries had seen the formation of national green parties, and the first Green MEPs from Belgium and Germany were elected. Green parties have been represented continuously in the European Parliament since 1984. Subsequent years saw Greens from many other countries joining their Belgian and German colleagues in the Euro- pean Parliament. European elections continued to be important for party formation in new EU member countries. In the 1980s it was the South European countries (Greece, Portugal and Spain), following 4 GREENS FOR A BETTER EUROPE their successful transition to democracies, that became members. Green parties did not have a strong role in their national party systems, and European elections became an important focus for party develop- ment. In the 1990s it was the turn of Austria, Finland and Sweden to join; green parties were already well established in all three nations and provided ongoing support for Greens in the European Parliament. -

In their view, Ukraine could move closer to integration in Euro-Atlantic institutions, real democracy and the rule of law, and a genuine free market economy, or it could move toward a Russian sphere of influence with “managed democracy” and an oligarchic economy. For the past decade, Ukraine’s political scene had been dominated by President Leonid Kuchma and the oligarchic “clans” (regionally based groups of powerful politicians and businessmen) that have supported him. The oligarchs chose Prime Minister Viktor Yanukovych as their candidate to succeed Kuchma as President. The chief opposition candidate, former Prime Minister Viktor Yushchenko, was a pro-reform, pro-Western figure seen by many observers as a man of high personal integrity. International observers criticized the election campaign and the first and second rounds of the election as not free and fair, citing such factors as government-run media bias in favor of Yanukovych, abuse of absentee ballots, barring of opposition representatives from electoral commissions, and inaccurate voter lists. Nevertheless, Yushchenko topped the first round of the vote on October 31 by a razor-thin margin over Yanukovych. -
