Comparative Ethnographies of “Mafia Raj” in North India
Protection rackets and party machines: Comparative ethnographies of “Mafia Raj” in North India Nicholas Martin and Lucia Michelutti University of Zurich and University College London Abstract Control over means of violence and protection emerge as crucial in much research on corrup- tion in non-South Asian contexts. In the Indian context, however, we still know little about the systems of organised violence that sustain the entanglement of crime, capital and democratic politics. This timely comparative ethnographic piece explores two different manifestations of what our informants identify as “Mafia Raj” (“rule by mafia”) across North India (Uttar Pra- desh and Punjab). Drawing on analytical concepts developed in the literature on bossism and “mafias”, we explore protection and racketeering as central statecraft repertoires of muscular styles of governance in the region. We show how a predatory economy together with structures of inter- and intra-party political competition generate the demand for and the imposition of unofficial and illegal protection and shape different manifestations of Mafia Raj. In doing so, the paper aims to contribute to debates on the relationship between states and illegalities in and beyond South Asia. "Congress delayed the bill for nine years. If it had been passed and enforced, the Muzaffarnagar riots would not have occurred. But since 2005, the bill has been on the back burner," Azam said while speaking to the mediapersons at his office in Lucknow Wednesday. He also demanded for a special session of parliament to pass the bill. The Communal Violence Bill is expected to be introduced in parliament during winter session. "For the Food Security Bill, the Congress took extra measures, which affected its honour. It should also do the same for the Communal Violence Bill," he said. Referring to Muzaffarnagar violence, Azam said soon a comprehensive relief package for the victims will be announced by the state government. Responding to a question, Azam also targeted Gujarat Chief Minister and BJP's prime ministerial candidate, Narendra Modi, for his remarks on sadhu Shobhan Sarkar who had dreamt of a hidden gold treasure in the remains of an Unnao fort. "Political people should not mock faith related issues. I am surprised it is done by those who committed the December 6 act of demolishing the Babri Mosque in the name of 'faith'." 17.Meghalaya Issues: ILP Massive rally in Shillong backs ILP 1 December 2013 - Thousands gather at students’ field to support cause RINING LYNGDOH Shillong, Nov. 30: Thousands of people turned out at Students’ Field, Jaiaw here today to extend support to pressure groups in their agitation for implementation of inner-line permit (ILP) in Meghalaya. The mammoth rally was held amid heavy deployment of security forces in various parts of the city, including Motphran, a commercial hub, nearly 1km from the venue. Slogans like “No ILP, no rest” and “We demand ILP” resonated at the ground as leaders of 13 pressure groups, including the Garo Students’ Union (GSU) and other organisations from Garo hills, reiterated the need for the permit to safeguard the interests of the indigenous people. The crowd shouting slogans against the government and a section set fire to the effigy of chief minister Mukul Sangma. Meghalaya’s oldest legislator Hoping Stone Lyngdoh of the Hill State People’s Democratic Party, also attended the rally. The writing on the wall was that the government’s proposed bill to regulate landlords and verify tenants, as a mechanism to check illegal immigration, would not be accepted. Addressing the congregation, Khasi Students’ Union (KSU) president Daniel Khyriem said the answer to those who had “doubted” people’s support to the demand for implementation of the ILP was the gathering itself. When he asked the crowd if the agitation should be suspended and the demand for ILP dropped, a resounding “no” rose from the crowd. “I think even the deaf would hear the voices emanating from here, and our powerful voice will surely vibrate the pillars of the secretariat till we get our demand,” the KSU chief said. -

View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by UCL Discovery Parivar Raj (Rule of Family): The Role of Money and Force in the Making of Dynastic Authority Lucia Michelutti, Accepted July 2018 – Studies in Indian Politics Abstract This article explores the making of a political dynasty in action in a district in western Uttar Pradesh. The founder of the dynasty is a dabang: a self-made violent political entrepreneur. It is argued that the figure of the dabang offers a special ethnographic entry point to contrast forms of power that are achieved versus forms of power that are acquired (inherited) and examines the existing tensions between paternalistic and autonomous models of power. Importantly, such exercise highlights the challenges that dabangs have in cultivating their individual charismatic authority and simultaneously establishing their Parivar Raj (rule of family) by using force and money. On the whole, the presented case study helps us to reflect on the very diverse ways in which dynasties form and work according to the type of authority that is passed through generations. Background It is ‘Mulayam Singh’s Parivar Raj’. It is not a caste party, it is a family racket. Everybody agrees with this…. The problem is that it is a badly organised racket. There is no strong leadership. We are governed by four and a half Chief Ministers: Mulayam Singh Yadav (Akhilesh’s father), Ram Gopal Yadav and Shivpal Singh Yadav (Akhilesh’s uncles) Azam Khan, and Akhilesh is the half… Manoj Yadav, shop owner, 65 years old You see … Mayawati was alone—she has no family, no sons or daughters, no uncles! And she just took the money for herself and to build statues, but there are at least 20 relatives in Mulayam’s family who occupy elected state and national assembly seats – and hundreds of them at the local level, all of whom feel entitled to loot the state for as long as the SP stays in power.
