    1 month of October in the city of Samarra by themselves. They 2 had the most contacts of any platoon in the entire battalion 3 and they suffered no casualties. There is no other platoon in 4 the battalion that can say that. He set up the first police 5 station in Balad and trained and monitored the Iraqis. 6 7 Balad was the geopolitical center of that region. It was 8 very unstable at the time and one of the hottest spots in Iraq. 9 Within a month we owned the city and built great relationships. 10 Subsequently, we spent a lot of money improving the 11 infrastructure. The periphery was mostly Sunni. Trying to 12 bring them into the government was difficult, but once we 13 controlled Balad and the city outlines, we controlled the 14 entire region. 15 16 Lieutenant Saville's platoon were the key to the success for 17 Alpha Company. He was put in for two bronze stars. His 18 rehabilitative potential is very high. He's very mature. He's 19 a faith-filled man, outstanding leader, outstanding officer and 20 he's earned the faith of his men. He's combat tested and he's 21 a man of integrity. I would take him anywhere, anytime.     United States Institute of Peace Association for Diplomatic Studies and Training Iraq PRT Experience Project INTERVIEW #48 Interviewed by: Marilyn Greene Initial interview date: Sept.23, 2008 Copyright 2008 USIP & ADST Executive Summary Began work late 2007 with six-member PRT for Najaf, Karbala and Diwaniyah, located at the REO, Hillah. Later, the PRT split into three separate teams. Diwaniya moved to FOB Echo. Karbala and Najaf were able to go to their provinces, which were PIC provinces. These were the first two established in independently controlled provinces. Meant they were removed from Coalition Force presence. I was with Karbala PRT, located in Husseiniyah, adjacent to an Iraqi military compound, 13 kilometers from Karbala. Used contracted security escorts, either Blackwater or Triple Canopy. Another alternative was using DOD helicopters, which was preferred because it was simpler. PRT mission: expand governance capacity and efficacy; expand economic development; help in the equitable execution of the rule of law; expand central services capacity. Thought OPA worked OK, saw it as providing general direction and coordinating efforts of different PRTs. Especially appreciated their provision of excellent BBAs, plus good Justice and Agriculture people. OPA helped develop maturity models: where we are now, where we wanted to be in six months or 12 months, and what roadmap we would use to get from here to there, and what resources we would need to get there. Looking at the broad spectrum of PRTs all over Iraq, OPA would say ‘They’re doing very good in economic reform in Najaf, but I see in Karbala they’re having a hard time getting industrial expansion going, maybe we should get them additional resources to meet their goal.’ And that’s what I saw as OPA’s function.

As of the end of February, at least 260 families had 2092-7727 115 returned to Thi-Qar due to the conflict in Syria. Returnees, whether from 16 2 Syria or other countries, are considered a vulnerable population due to Al-Chibayish difficulties with the registration process and a very high unemployment 7728-16652 rate. Additionally, a small number of IDP families from Anbar have arrived to the governorate and are living in the Al-Shatra, Nassriya, and Suq al- Shuyokh districts. The number of informal settlements is growing in Thi- Sites identified as hosting Anbar IDPs Qar, as families are increasingly moving to government-owned lands.
