A heavy-handed response is likely to backfire, deepening distrust of central governments while fueling militancy. • Economic integration of peripheral communities is a priority. Such initiatives must deliver at the local level, however. Otherwise, perceptions of corruption and exploitation will reinforce perceived grievances.
