A Strategic Plan is a way of facing the future. It is about identifying priorities, deciding where we would like to be at a future date, and assessing the best route or routes to get there. It is also a way in which the Department can demonstrate its accountability to the public for the trust placed in it. This plan articulates the Department’s objectives, strategies and targets for the 2005-2009 period and shows how we propose to measure our progress. At the same time the education environment is not static, and changes may occur during the course of the plan. However, the Department will ensure that the implications of change are fully understood at all levels and then effectively implemented. The document will pave the way to ensuring that our Department responds correctly to the challenge to help provide a better life for all and advance the goals of reconstruction and development as well as to discharge our responsibilities both at political and management levels in such a way that it improves systems of governance and accountability to our people.

Our mandate is to inform the effective formulation and monitoring of government policy; to evaluate policy implementation; to stimulate public debate through the effective dissemination of research- based data and fact-based research results; to foster research collaboration; and to help build research capacity and infrastructure for the human sciences. The Council conducts large-scale, policy-relevant, social-scientific research for public sector users, non-governmental organisations and international development agencies. The survey aims to determine the public’s attitudes, beliefs, behaviour patterns and values with regard to various important issues affecting South Africans. This survey is conducted every year with the aim of tracking how attitudes change over time. The questionnaires cover a wide range of topics, including attitudes to democracy and governance, service delivery, race relations, crime, moral issues, family issues and poverty.

Box 29729 Danhof 9310 Tel: 082 7020547 Email: [email protected] January 2017 Draft EIA Report Farms Brandkop 702 & De Vlakte 1950, Bfn EXECUTIVE SUMMARY The applicant, namely Combined Developers, together with the landowner, Mr Gustav Fichardt (Brandkop Landgoed), proposes to develop Portion 6 and the Remainder of Farm Brandkop 702 and a portion of Farm De Vlakte 1950, Bloemfontein (the site). The proposed development consists of a residential component with five distinct village nodes with single residential and group housing, hotel and conferencing facilities, a lifestyle and recreational centre, a commercial component for tourism and retail, an office park, a school, farm and equestrian centre and associated civil and electrical service and road infrastructure. The proposed development site is located on the western edge of Bloemfontein, adjacent to Pellissier. The site measures 6 13.1944ha. The overall terms of reference for this assessment exercise are to: Conduct an in-depth investigation into biophysical and socio-economic aspects, focusing on key issues; Address the issues that were identified during the scoping process and investigation, which are associated with this planned project; Advise the applicant on the potential impacts (positive and negative impacts) of their planned development, as well as the implications for the design, construction and operational phases of the project; Facilitate public input on environmental and social matters; Identify possible measures to mitigate the potential impacts of the planned project; Address the cumulative impact of all aspects of the planned development as well as recommend possible mitigating measures.
