II..................................................................................... 89 2 The Bank World Bank Funded Chongqing Urban-Rural Integration Project Phase II (CURIP II) -EMP 1 General 1.1 Background of CURIP II Following on the Chongqing Urban-rural Integration project I (CURIP I), the main objective of the proposed project is to improve medical service system in the selected districts/counties of Chongqing. Compared with the other public service industry, the district/county level medical service system is still a very weak sector in Chongqing. Since the district/county level medical treatment institutions are key points in three level health service network (including rural health service agencies and township community medical service centre) and will play a leading role in the improvement of medical service, so the implementation of CURIP II is conducive to shorten the gap between urban and rural areas in Chongqing, improve the accessibility of public service ability and public service resources in district/county level. One of the goals of the national 12 th Five Year Plan for economic and social development in Chongqing is: to construct "13 3A-grade hospitals in districts/counties, complete the task to reconstruct and upgrade the district/county level hospitals as the key projects for Health Chongqing of the “12 th Five Year Plan”. Therefore, the implementation of the CURIP is very necessary and timely. Please see Fig. 1-1 for distribution of project hospitals in districts and counties.
