The Odessa District of the Texas Department of Transportation (TxDOT) has scheduled two public meetings for the proposed redesign of I-20 in Ector and Midland counties from FM 1936 in Ector County to east of Business Interstate 20 in Midland County, a distance of approximately 34 miles. Both meetings will have the same content.

The purpose of the meetings is to provide information about proposed improvements and gather input from the public. Maps of the project area and other displays will be available for review and comment. TxDOT staff will be available to answer questions. The meetings will consist of an open house from 5 p.m. to 7 p.m., with a formal presentation at 6 p.m.

TxDOT proposes to improve I-20 from FM 1936 in Ector County to east of BI-20 in Midland County. Improvements will include adding main lanes, constructing new interchanges, reconfiguring ramps, and converting frontage roads from two-way operation to one-way operation.

Persons interested in attending the meeting who have special communication or accommodation needs, including the need for language interpreters, are encouraged to contact the TxDOT Odessa District Public Information Office at (432) 498-4746 at least two working days prior to the meeting. TxDOT will make every reasonable effort to accommodate these needs.

Verbal and written comments from the public regarding these improvements are encouraged. Comments may be submitted either at the public meeting or in writing within 15 days after the public meeting and must be postmarked by April 10, 2019, to be included as part of the official public record. The Odessa District of the Texas Department of Monday, March 25, 2019 Transportation (TxDOT) has scheduled two public meetings 5 p.m. - 7 p.m. for the proposed redesign of Interstate 20 (I-20) in Ector Midland Horseshoe and Midland counties from FM 1936 in Ector County to east of Business Interstate 20 (BI-20) in Midland County, a 2514 Arena Trail distance of approximately 34 miles. Kevin Wade 3401 W County Road 182 Midland, TX 79706 I attended the Midland meeting on 3/25/19. I have no business affiliation with TxDOT and have no direct financial interest in this project. I have several comments on several areas of this proposal. Most of them involve the area under the bridges. In general any road important enough to merit an overpass is important enough to plan for the future by providing full width under the overpass. There should be no shared left turn lanes; all roads should have a dedicated left-turn lane and space for two through-lanes in each direction. (Realizing the current status of the road may not currently require two travel lanes in each direction, it is reasonable to only pave the needed lanes. But the overpass should allow for the full 6 lanes in the future.) An exception is Industrial Ave in Odessa. This overpass is only here due to the railroad between there and Grandview which provides a forced division of traffic. One travel lane each way is probably reasonable. However, the plan for this intersection includes a shared left-turn lane. This should be replaced with dedicated left turns in each direction. There is a lot of truck traffic here, and it only takes one truck to fill up the left turn lane, causing traffic to backup in the through lane while others wait for the spot to open. We've learned this at Rankin Hwy/SH-349 in Midland. SL-338E should have two lanes turning left on the Southbound side; that can include a shared through/left-turn lane, so is really just pavement marking and signal timing issue. County Road 1300, County Road 1260, FM-307, County Road 1150, and County Road 1140 all appear to have insufficient space under the bridges. (There aren't section details for these, so I could be wrong.) There should be room for 6 lanes - 5 for FM-307 due to no Eastbound frontage road on I-20 there - for future growth. All of these roads have the

potential for rapid growth in the future, with the exception of CR 1260. CR 1300 and CR 1260 include realignment at the interchange. I believe the interchanges should be changed to facilitate the original road alignment. These roads are generally aligned to survey section lines; abruptly angling them to save a little on the I-20 construction is a poor decision that will result in increased cost to the county in the future as well as reduced safety. The interchange at County Road 1260 should be moved to County Road 1270. CR 1260 has no development to the south, and only one mile of development to the north, all of which will be well served by the interchange at CR 1250. CR 1270 has extensive development south of I-20 for several miles, most of which does not intersect FM-1788. And it is still growing. It makes far more sense to start with an interchange at CR 1270 and plan to add one at CR 1260 in the distant future if necessary. Midland Drive, on the other hand, is a major thoroughfare. Although it currently doesn't cross BI-20, it should. And Midland County should realign County Road 1220 to meet it. There is significant development there South of I-20. I believe there should be an interchange at Midland Dr in these plans, as it will probably be needed by the time construction is complete. In my opinion my most important and urgent comments surround the SL-250W interchange. The existing structure is a holdover from the 1970's and is already woefully inadequate. This interchange should look exactly like the SH-158/SL-250W interchange. The SL-250 frontage roads should be realigned immediately adjacent to the main lanes and should cross I-20 on flat, grade-level bridges. Those bridges should be wide enough for I-20 U-turn lanes similar to the SL-289N/I-27 interchange in Lubbock. The main SL-250 lanes should eventually fly over the frontage roads. Since that overpass is probably a long time coming, the bridges across I-20 - at least the Southbound one - should also be wide enough for a dedicated left turn lane as well as two travel lanes. (That makes it 4 lanes wide including U-turn.) There should be two lanes turning left on that side. With proper signal timing the Northbound bridge could probably get by without a dedicated left-turn lane. By the time traffic demands exceed that the main lane overpass should be in development. That concludes my design concerns. I hope these will be given serious consideration, as I have made a study of roadways and traffic and believe this project will be improved by my suggestions. My only other comments concern the construction process. All of this work is long overdue, but is of obviously limited by budget constraints. I believe for safety and convenience that construction should revolve around an area at a time. The process of merging I-20 traffic to one lane is the single biggest danger in these projects. If we can minimize those merge zones accidents will be avoided. As the Midkiff Rd interchange is scheduled to begin construction in 2020, the next project should include Cotton Flat Rd/CR 1200. It could begin with some overlap of the Midkiff project, timing it so that the bridge closure occurs the day after the Midkiff crossing opens. If Midland Dr gets an interchange is I believe it should, construction of that could begin while Midkiff is still closed. Lengthening the below grade portion of I-20 to

facilitate the service road crossings could happen while Midkiff is under construction, since crossing traffic would not be affected. Rankin Hwy could be timed the same way from Cotton Flat, followed by Lamesa Rd. In this way the I-20 lane closure would be a single block with a gradually moving merge zone. As construction continues the I-20 crossing capacity would be continually increased, allowing better offload of traffic at the next construction zone. You will notice I started with Midland. Virtually all of the Ector interchanges are already stacked properly and have reasonable traffic flow. I believe the Midland side is the bigger emergency. Thank for your attention. ‰ Conversion of Ramp from Diamond Configuration to X-Configuration o Avoid the potential for traffic from the intersection to queue back into the exit ramp and onto the freeway mainlanes o Provide longer weaving distances for high volumes of traffic exiting the freeway and turning right at the intersection o More direct access between adjacent developments on the frontage road and the freeway, reducing the amount of traffic that has to pass through the intersection

‰ The study looked at aspects of converting frontage roads from two-way to one-way operations o Conversion to one-way would reduce the severity and frequency of crashes o TxDOT has found conversion to improve traffic flow and intersection efficiency o Converting all roads would create consistent approach throughout the urban corridor o Texas U-turns and new interchanges will help maintain access o Detailed traffic analyses show that trip time would largely be improved in the corridor
