The subcommittees met jointly, at 9:30 a.m., pursuant to notice, in room 357, Russell Senate Office Building, Hon. George McGov- ern, member of the Subcommittee on Economic Growth and Stabi- lization, and Hon. James J. Florio, chairman, Subcommittee on Transportation and Commerce, cochairmen, presiding.' Senator McGOVERN. If the committee will please come to order, we will begin our proceedings. We are meeting this morning at a time when the United States faces the most serious railroad crisis in its history. The situation is now manifested most strongly in South Dakota and other upper plains and Western States where grain producers and many other shippers are threatened with ultimate loss of all rail service. Even as this hearing is getting under way, the Senate is preparing to debate this morning possible emergency action involving the Mil- waukee Railroad. Yesterday, the bankruptcy court which is deciding the fate of the Milwaukee Road approved an embargo of all Milwaukee service on some 6,400 miles of its system, a situation which I think is unprec- edented in its dimensions. In effect, this means that all mainline service by the Milwaukee from eastern Montana all the way to the west coast, some mainline service in the Midwest, and all branch line service on some 1,000 miles of track in South Dakota where the Milwaukee is the only mainline railroad, will end as of Novem- ber 1. The ICC is preparing to issue a directed service order which would require that essential service be provided on the embargoed sections of the Milwaukee. The directed service order amounts to a temporary respite from the loss of all rail service on some embar- goed sections of the Milwaukee system. Many farmers and other shippers on those parts of the Milwau- kee not covered by the directed service order may lose all rail service as of November 1. At best, partial service under the direct- ed order of the ICC can last no longer than 8 months. Communities throughout South Dakota and other Western States are now confronted with a transportation disaster. Without a rail- road, they have no other viable alternative to move grin, a princi- pal element in their economies, to distant domestic and export market points.     James Scalzitti ILP for H4 Competence Summer - Fall, 2014 Italians vs. Themselves: The Rocky Path to Political Empowerment in Metropolitan Chicago Italian Americans have been part of Chicago since before it was incorporated as a city, and for at least the past half century there have been Italian Americans throughout the ranks of government in the city and its suburbs. While there has been a significant Italian presence in the Chicago area for much of its history — with numerous neighborhoods and suburbs identified as “Italian;” dozens of festivals celebrating the ancestral homes of these immigrants; and certainly the annual Columbus Day Parade, during which politicians of all backgrounds jostle for position at the front of the line of march — the same ethnic pride that gives the metropolitan area a robust Italian cultural flavor hasn’t translated into commensurate political power. My task for this project, defined by the competency requirements, was to analyze the power relations between at least two racial, social or cultural groups in the United States. The main group that I wanted to focus on is the Chicago-area Italian-American community. By employing both theoretical and qualitative research, I explored how they have risen to positions of political power over the last century, and what obstacles they have encountered along the way. I also endeavored to uncover their current state of political influence and what that can tell us about their political future in the metropolitan area. That being decided, I still needed to identify that “other” group to which I would compare and contrast the Italian-American community.

The Crab Orchard National Wildlife Refuge, located in Williamson County, has been found to contain high levels of polychlorinated biphenyls (PCB). Although it is not presently listed on the national priority list, we believe it should be. We are happy to hear that the U.S. Environmental Protection Agency (USEPA) will put it on the national priority listing sometime this summer. Hov/ever, this is only the first step in cleaning up the site. Even though Lliy rrnb nrrlinT'^ ili^if is on federal land, we would hope that "Superfund" money could be utilized. The people /; of southern Illinois, faced with perhaps the most toxic site in ' •/ the state, would otherwise have to wait while Crab Orchard is allowed to fester for several years before a decision on the clean-up method is made. An active role by the USEPA would speed L the clean-up at Crab Orchard.

    Rostenkowski's legacy: pinnacle of power, dramatic downfall August 11, 2010 (Crain's) — Dan Rostenkowski will be remembered as he wished — a political giant, a powerhouse in Congress for Chicago and Illinois, and, yes, a patriot — as well as the way he feared he'd be: the ultimate insider brought low by corruption charges. Mr. Rostenkowski passed away at his Wisconsin home Wednesday at age 82. He died of lung cancer, which was diagnosed last August, the Associated Press reports. The Chicago Democrat rose from his roots in the Chicago political machine to spend nearly four decades in the U.S. House, becoming chairman of the powerful Ways and Means Committee, in line to be speaker someday. “He was a giant, no question about that,” said former U.S. Rep. Bill Lipinski, D-Chicago. “I don't know of any congressman who did as much for Illinois or Chicago as he did.” But he was defeated when he sought re-election in 1994 after his indictment on 17 felony charges, part of a wide federal investigation into misuse of congressional postage accounts. He later pleaded guilty to two counts of mail fraud and served 15 months in prison. “He had to leave the House of Representatives in disgrace and that will always be a footnote,” says Alan Gitelson, professor of political science at Chicago's Loyola University. “He fought for Chicago for six different mayors,” said William Daley, whose father, Mayor Richard J. Daley, had the foresight to back Mr. Rostenkowski for Congress at age 31, allowing him time to build the seniority that would eventually translate into clout for Chicago.

The House Labor-HHS-Education Appropriations Subcommittee estimates that the 45-legislative-day period for congressional cons~deration of the President's proposal to rescind or defund various library and education programs will expire on March 8. Since no congressional action to approve the rescission proposal seems imminent, presumably all funds will be released after that date. Library programs proposed for rescission were $22.5 million for the Library Services and Construction Act title II public library construction, $5 million for LSCA VI library literacy programs, $1 million for the Higher Education Act title II-B library training and research, and $6 million for HEA II-C research library grants. FY '88 Budget. House and Sena.te Budget Cammi ttee members of both parties have been sharply critical of the Administration's FY 1988 education budget at hearings in recent weeks.
