31 Minutes of the 228th Annual Convention of the Episcopal Diocese of Connecticut

Friday, October 19, 2012 Downtown Hartford Marriott Hartford, Connecticut

In accordance with the Constitution of the Diocese of Connecticut, the Two Hundred and Twenty Eighth Annual Convention of the Diocese was held on Friday, October 19 and Saturday, October 20, 2012, in a place designated by the Bishop with the consent of the Diocesan Executive Council, viz, the Downtown Hartford Marriott in Hartford, Connecticut. Following check-in, and opening worship, the Convention was called to order at 10:15 AM by the President of the Convention, the Rt. Rev. Ian Douglas, Bishop of Connecticut. The bishop introduced the theme of the 228th Convention, “Claiming, Equipping, and Sending Leaders in God’s Mission.”

Bishop Douglas then requested that the Rev. Molly James, Secretary of the Diocese, present the Call of the Roll of Orders.

Roll of Orders

The Rev. Molly James presented the Roll of Orders for Convention. The Rev. Matt Calkins, President of the Standing Committee, certified the accuracy of the Roll of 361 clerical members of Convention eligible to participate and Tom Peters certified the accuracy of the Roll of 262 Lay Delegates of Convention eligible to participate.

The Rev. Molly James moved to dispense with the calling of the rolls, and upon vote of the Convention, a roll call was dispensed with, with one opposing voted. Registration indicated that 174 Clerical members and 165 Lay Delegates were present on Friday morning.

Rules of Order & Order of the Day

The Rev. Molly James moved the adoption of the amended Rules of Order, and upon a vote of the Convention, the Rules of Order were adopted as amended, with one opposing vote.

The Rev. Molly James moved the adoption of the Order of the Day for the 228th Annual Convention as published. After one comment about the spreading of business across two days, and upon the vote of the Convention, the Order of the Day was adopted.

Nominations for Secretary of the Diocese and Secretary of Convention

After thanking the Rev. Eleanore Applewhite-Terry for her years of service as the Secretary of Convention, and sharing that she was stepping down after moving out of the Diocese of Connecticut, Bishop Douglas nominated the Rev. Adam Yates for the position of the Secretary of Convention with no other nominations. A motion was made to close the nominations, and after a vote of the Convention, the Rev. Adam Yates was elected as the Secretary of Convention.

Bishop Douglas then nominated the Rev. Molly James for the position of the Secretary of the Diocese with no other nominations. A motion was made to close the nominations, and after a vote of the Convention, the Rev. Molly James was elected as the Secretary of the Diocese.

Bishop Douglas then closed the business session of Convention for a Bible study of Exodus 3:1-8,11- 12; 4:10-16, led by the Rt. Rev. Laura Ahrens, Bishop Suffragan as well as lunch.

The Rev. Adam Yates presented all reports not requiring action, as previously posted on the Convention website (found on page 42 of this Journal). He also announced that the election of members to the Standing Committee will take place on Saturday

34 Bishop’s Fund for Children Report Bishop Curry recognized Foster White, Chair of the Board of Trustees of the Bishop’s Fund for Children to present an oral report on the work of the Bishop’s Fund for Children.

Foster White noted that the official report was in the list of reports posted electronically, and then spoke to some changes and new work of the Bishop’s Fund for Children.

The Right Reverend Mano Rumalshah, Retired Bishop of Peshawar Bishop Douglas introduced the Rt Rev. Mano Rumalshah, Retired Bishop of Peshawar to address the Convention.

Bible Study Bishop Curry then led the Convention in a Bible Study.

The Five Baptismal Marks of Mission Bishop Douglas then gave a presentation to the Convention on the Five Baptismal Marks of Mission, before adjourning the Convention for a break

The Bishop’s Address At 3:51 PM, Bishop Douglas called the Convention to order and delivered the Bishop’s Address, which can be found in the Supporting Documents of this Journal on page 59.

The Treasurer’s Report Bishop Ahrens then called on Lynn Brooks, Treasurer of the Diocese, to report on the fiscal health of our Diocese. After his presentation, Lynn Brooks moved the acceptance of the Treasurer’s Report, which was voted upon and accepted.

Resolutions Bishop Ahrens asked if there were any resolutions that had not been submitted by the deadline, and none were presented. Bishop Laura then explained that the method of debating resolutions at Convention had been altered to allow for ten minutes of discussion at tables, answering the questions, “What does this Resolution say? What is its intended action? How does this resolution help to equip you, your parish, and/or our Diocese for more faithful/effective service in God’s mission?” After discussion at tables, the floor will open for debate. Bishop Ahrens then called upon The Rev. Joe Pace, Chair of the Resolutions Committee, to present the resolutions.

Resolution #1 Minimum Salary Schedule for Clergy

The Rev. Joe Pace moved the resolution. The Rev. Chip Elliott Grace Windsor, spoke in opposition to the resolution and the Rev. Matt Caulkins, St. Timothy’s Fairfield, raised a question about the resolution. The resolution was adopted as presented.

35 Resolution #2 Budget of Convention

The Rev. Joe Pace moved the resolution and Lynn Brooks, Treasurer of the Diocese spoke briefly to the resolution. A motion was made to allow non-delegates voice on the floor, which was approved. David Karpf from Trinity, Wethersfield; Dana Campbell, Spanish Language Ministries, the Rev. Maggie from Holy Trinity, Middletown; spoke to the resolution.

The Rev. Chip Elliot from Grace, Windsor, moved an amendment, but after Lynn Brooks addressed his concern, the amendment was withdrawn.

The Rev. Elsa Worth, Grace Trumbull, and the Rev. Tom White, St. Peter’s, South Windsor, both asked a question of the resolution.

Edmond Gaidos from Trinity, Tariffville, made an amendment and after discussion on the floor, the amendment was called to question by the Rev. Keith Voets, and failed.

Brad Babbitt, Chancellor, explained that tabling a resolution effectively ends a resolution, unless it gets picked back up off the table by a vote of the Convention.

The Convention reconvened after lunch and Steve made a motion to remove Resolution #4 from the table. The motion passed after a counting of the vote found 165 in favor and 124 opposed, with points of clarity raised by the Rev. Ben Brockman and Bill Hard.

1. Distributing to Connecticut Episcopalians information on key justice issues (including but not limited to: Peace, Discrimination, Health, Education and Economic Justice)'

2. Developing relationships with collaborative groups already working on these issues and making these relationships available to parishes, deaneries and individual members of the Diocese; and,

3. Advocating approved positions of the Diocese and the Episcopal Church on these issues to appropriate elected and appointed government officials at federal, state, and local levels

41 Reports to Convention

Report of the Archivist The year for October 2010‐September 2011 was somewhat quieter than usual, therefore an opportune time to consolidate indices and finding aids. Among the few visitors in the past year, the Dean of the Cathedral of Aberdeen and Orkney visited our archives to do some research. Hailing from our companion diocese in Scotland, the dean was able to expand his research because of the depth and breadth of the collection gathered by our archivists for over a century.

Bishop Andrew Smith’s files were transferred to the archives, and folder‐level finding aids for the record groups of three bishops completed. Greg Larsen, student intern in the archives, completed several inventories, and because cassette tapes were degrading, converted several archival audiotapes to digital formats using an inexpensive conversion tool that he found on‐ line. When collections were moved or consolidated, Greg did the heavy lifting involved in these tasks. We were most fortunate for his cheerful service, and I am grateful he was on board. I have continued to compile an annotated copy of the Canons as a result of necessary extensive legal research over the last few years. Taking advantage of educational opportunities offered by the Society of American Archivists, I am earning credits at workshops on electronic archiving. I’ve continued to participate in Province I Archivists Roundtable, the National Episcopal Historians & Archivists, and the New England Archivists. Although these professional societies meet infrequently, the presenters and fellow archivists offer insight into the activities of the profession. Project Canterbury posted more sermons of our bishops and clergy last year. I responded to more than 400 inquiries by telephone, letter, and e‐mail; interesting because of the variety and challenge of some of the searches. Parishes undergoing administrative changes turned to the archivist for assistance in retention of business documents as well as conservation and arrangement strategies for their own archives. As a result, I was able to visit several parishes and help them on site, and I am willing to assist your parish when asked. Lynn Meyer published a handsome parish history of St. Stephen’s in East Hampton with colored plates. If your parish celebrates an anniversary or commemoration during the year, please send any parish histories or special service bulletins and (labeled) photographs prepared for your event, no matter how modest, to add to your parish’s drop file here at diocesan house. As most of you are aware, the diocesan offices will likely be moving, which presents particular challenges for the archives and the committee whose members currently are actively involved in planning for the future relocation. I will be contacting existing parishes soon regarding the return of documents on file currently at diocesan house. I will certainly welcome interested volunteers. Finally, as always, I am indebted to the bishops, Jack Spaeth and Cindy Winslow for their continued support of the archives, as well as the dedication and advice of the Committee on Archives: Bradford Babbitt, Borden W. Painter, Keith Hook, Peter Knapp, Roger B. White, Andrew Zeman; Steve Ling, and Diana Barnard. The Rev. Dr. Kent Smith (Chair) retired from the committee this year after a quarter of a century of service. His knowledge, thoughtful suggestions, and gentle humor are already greatly missed. 42 Report of the Bishop & Diocesan Executive Council The Bishop and Diocesan Executive Council consist of the Bishop Diocesan, two Bishops Suffragan, and one clerical and one lay delegate from each of the fourteen deaneries. The Bishops may appoint up to six additional members at large. Additionally, the Council elects a Secretary, which has traditionally been the person elected as Secretary of the Diocese. The Treasurer and the Chancellor are ex-officio members. The Canons for Mission Collaboration, Mission Leadership, Mission Finance, Mission Integrity and Training, Mission Communication and Media, and the Executive Director of Camp Washington all serve in an advisory capacity. The Executive Council is charged by Canon with: Collecting and allocating funds within the limits of the budgets adopted by the Diocesan Convention; exercising the full power and authority of the Diocese between sessions of the Convention in most matters; and establishing and maintaining program initiatives. Our vision for our life and work together:

• The Executive Council will be a diverse and inclusive community of Christian leaders with a strong sense of community. • The Executive Council will fulfill canonical responsibilities and effectively manage the finances of the Diocese. • The Executive Council will engage with parishes and individuals across the Diocese as it works to facilitate new ways of participating in God's mission of restoration and reconciliation in Jesus Christ through the power of the Holy Spirit. • Executive Council members will be agents of change who help to envision a new future for the Diocese, seeking God's guidance through Scripture and prayer. In 2011-2012, the Executive Council (meeting jointly as Executive Council and the Boards of Directors for Camp Washington and the Missionary Society met as follows:

• March 2, 2011 at Diocesan House • June 1, 2011 at Diocesan House • September 7, 2011 at Diocesan House • December 14 at St. James's, West Hartford • February 3 & 4 (Annual Visioning Meeting) at Four Points Sheraton, Meriden March 7 at Grace and St. Peter's, Hamden • June 6 at St. Andrew's, Madison • September 5 at St. John's, Vernon The members exercised their ministry of leadership and oversight in the following ways: Project Teams: The Council/Boards formed four Project Teams to carry out the work of given to the Council by Convention: Camp Washington Promotion, Closing Churches, Diocesan House Relocation and MRI Resolution Implementation. The Camp Washington Promotion Team is working particularly on public relations and advertising with the goal of increasing the number of young people who attend camp. Once

43 enrollment numbers are increased, the Team will turn its focus to strategic planning for the future. The Closing Churches Team has developed a set of living documents that include a list of characteristics of viability and a list of procedures for the Canon for Mission Collaboration and Congregational Life and the Bishops to use with parishes that are closing. The Diocesan House Relocation Project Team has been doing a great deal of work exploring the possibilities for marketing the property at 1335 Asylum Avenue, Hartford and for what new office space might look like. They solicited feedback from the entire Diocese through a survey. The team is now in the process of finalizing the listing agreement and seeking to work with a consultant to assist with finding new office space. The Team notes that it may take up to two years to complete the sale of the property and relocation of the offices.

The MRI Working Group has been working to develop a holy and life‐giving process for implementing the peer assistance dimension of the “Mutuality and Interdependence in Christ” Resolution (MRI) passed at Convention last fall. That resolution called for peer teams to assist congregations who pledge less than 10 % to the diocese to bring their pledges up to the minimum standard of 10% in 3 years’ time and to increase in other measures of parish vitality as well. They will begin their work with a small group of parishes who have been invited to for a Working Group in December 2012 and will expand their work in 2013. Reviewed and accepted the FASB, GAAS compliant, combined, annual audits and documents from the diocesan auditors, BlumShapiro, for the financial statements for 2010 and 2011 audits. Heard the reports of the Insurance Board on the Denomination Health Plan and voted to set the minimum employer contribution to health insurance at 85% and to bring Diocesan policy regarding parity with lay employees into line with the policy of the General Church. Received the financial statements from the Finance Committee on a periodic basis, and through that committee reviewed them for audit. The Council reaffirmed the appoint of Blum Shapiro as auditors for 2012, 2013 and 2014. The Council worked with the Finance Committee and the Program and Budget Committee to present the Clergy Minimum Salary Schedule and the Budget of Convention for 2013 to the Annual Convention in October 2012. The Council kept up to date in discussing the ongoing activities of the legal matter at Bishop Seabury Church, Groton. Camp Washington: Acting as the Board of Directors Camp Washington Inc., heard reports throughout the year on the increased activity in both camp and conferencing programs as well as new initiatives for the property use. It also received financial reports and approved the budget for the coming year.

44 Missionary Society: Sitting as the Board of Directors of the Missionary Society, the Executive Council approved the following loans from the Revolving Loan Fund:

Bishop’s Fund for Children The trustees of the Bishops’ Fund for Children wish to most sincerely thank Leslie Pendleton BFC Liaison who resigned at the end of July 2012. We wish to acknowledge and express our appreciation for her years of dedicated service to the Diocese and the children of the state of Connecticut. Her experience, organizational skills, charm and bright spirit have been a significant factor in the accomplishment of the mission of the Bishops’ Fund for Children. We all wish her well as her career path leads her in new directions. In 2012 the Bishops’ Fund received Contributions totaling $137,856.26 and experienced 5,189.14 in Investment Income, with receipts totaling $143,045.60. During the year the fund received 37 requests for financial assistance, totaling $230,000 from agencies providing support services for children at risk in the state of Connecticut. The Trustees approved 36 grants totaling $152,745.00 to support the agencies providing these essential services or children at risk In 2011 the Bishops’ Fund received Contributions totaling $137,957.89 and experienced $4,810.62 in Investment Income, with receipts totaling$142,768.51. Report of Camp Washington Looking back over 2011, the words being used were mission, collaboration and stories. Due to the nature of the ministry of Camp Washington, many individual stories cannot be told due to privacy, however, I will attempt to paint a picture of the many ways we comply with the words being used and, of course, how it translates into action. Camp Washington – the camp, is the diocesan resident summer program serving children and youth of this diocese. But did you know that half of the children served are from other faiths along with campers that identify with the Episcopal faith, but have no parish home? The unique mixture of fun and faith create a balance to which many campers return and bring their friends. Through the Bishops’ Open Golf Tournament and other generous supporters we are able to collaborate with organizations by bringing children to camp that would not otherwise have that

46 opportunity. The Carmel Hill Foundation from New York City sends campers each year who have proven successful in the field of reading. This Foundation pays for their entire camp fee and provides transportation to and from camp. We often see campers become a part of the Camp Washington community and return even having aged out of the Foundation’s program. We also worked with both the United Way of Waterbury and Bridgeport; Thames River Family Program - Norwich; St. Luke’s Life Works - Stamford; Hill Mentoring - New Haven along with others. As you might notice, we work with agencies throughout the State bringing children together from all walks of life, creating a unique Christian community each week at camp. The Outreach Leadership Camp for older children is a week at camp that teaches what mission and service mean through action. During this program four individual trips were taken out of camp: the Cromwell Children’s Home was visited providing them with much needed grounds work and painting. A “camp day”, planned by our campers, provided fun for children from Youth United for Survival a Hartford based program. The Morris Senior Center was visited, giving campers a chance to meet with local ‘alumni’ of Camp Washington and hear stories of the past. On the final day, campers cleared an area for a Braille trail at White Memorial Conservation Center in Litchfield. Prayer and reflection at the end of each day provided a valuable means for each camper to know they have made a difference and perhaps were changed by giving of themselves. Camp Washington – the retreat center provides hospitality to many of our churches within this diocese. They meet for church planning, family camp and youth programs. But did you know our outreach touches the lives of many from other faiths too? One particular group, not of the Christian faith, returns each year for the safety and peace they find here. We are blest to be able to serve this group and experience their joy each time they visit our beautiful facility. The Natures’ Classroom program in both the Fall and Spring bring many school children and their teachers to Camp Washington during the week. Although we do not run the program, we provide the hospitality for them. One story worth telling pertained to an Orthodox Jewish School we hosted for a week. They provided their kosher food and sent a Rabbi to work with Ben in the kitchen, so that we could successfully honor their traditions. One evening we had the opportunity to share each other’s faith stories. What a blessing! In closing, I’d like to share a story, which happened a few years ago. This might be a story of ‘just being’ here. One day a workman walked through the doors looking a bit hesitant. I thought he was looking for directions and in many ways he was. He was driving on Route 109 and noticed the sign with an arrow – The Episcopal Church Welcomes You. He wanted to know if the sign was true since he was struggling with a problem that his own faith tradition was unable to help him with. After sitting down and hearing his story, I gave him names and locations of churches that might help him with his situation. He then left. Several months passed, maybe as much as a year, when I ran into this gentleman again. With a big smile on his face, he asked me if I had remembered him, which I had. He then told me he had joined a local parish and was very happy. May we all find a place to tell our stories, work with others and give of ourselves. Respectfully submitted, Jean V. 47 Trustees of the Episcopal Academy of Connecticut The Trustees disburse income from funds held by the Episcopal Academy of Connecticut and use it for scholarship assistance to benefit clergy children at both the secondary school and college levels. The Episcopal Investment Funds of Connecticut (Legal Title: Donations and Bequests for Church Purposes, Inc.) Trustees Report for the year ending December 31, 2011 Established in 1863, Donations and Bequests for Church Purposes, Inc. has as its mission the receiving, safeguarding, and investing of securities and property for the benefit of Episcopal parishes and organizations in the Diocese of Connecticut, and the providing of financial counsel and experienced investment management for eligible organizations. In 1987, the name was changed to The Episcopal Investment Funds of Connecticut with the legal title remaining as Donations and Bequests for Church Purposes, Inc. The Trustees of the Funds serve five-year terms, are elected by the Board of Trustees, and appointed by the Bishop and whose membership is confirmed at Diocesan Convention. Membership is sought from the ranks of active and retired professionals as well as representatives of parish participants who have a variety of experiences in investment management, parish relations and marketing. The Trustees used the Investment Advisory Services offered by AON Hewitt Ennis Knupp of Chicago; and State Street Bank & Trust Co., Boston performed the custodian and administrative functions for the fund; as of 12/31/11 The Fixed Income Fund was managed by PIMCO (Allianz) Funds (15.1%) Newport Beach, California; Baird Funds (14.8%) Milwaukee, Wisconsin; and Colchester Global Bond Fund (7.7%), New York, NY. The Equity Fund Investment Managers were: PRIMECAP Odyssey Growth Fund, New York, NY (8.9%); State Street Bank Global Investment advisors Total Market Index Fund (15.5%) and SSGA All Country World ex‐U.S. Index Funds (10.9%); Euro Pacific Growth Fund (4.4%); GMO Global All Country Equity Allocation (6.3%), Harding Loevner Global Equity Fund (5.5%) and Vanguard Global Equity Fund (5.3%). The Money Market Short Term Fund was provided by State Street Bank (5.6%); and the Trustees managed the Social Responsibility Fund with the assistance of a Fund Consultant, Ms. Toni Gold. The participant record keeper was NRS (Northeast Retirement Services). Ms. Shirley McGarry, staff Senior Accounting Specialist, monitored the day to day activity for participants. The markets were much less energetic than in 2010 and continued to be somewhat unpredictable in 2011 for the participants in the fund which prompted the trustees to continue their diligence by reviewing the detailed reports and calls from their advisors to adequately respond to the

48 conditions. The performance of the fund in 2011 was satisfactory within the larger constraints of the market. The total cash, equity and fixed income funds value at the end of 2011 was $76.5 million down from $80.8 million in the prior year (net of market performance, withdrawals and additions). The typical parish allocation of 60% Equity and 40% Fixed income total return was a negative -1.4% for the year ending 12/31/11, measured against the 60/40 balanced benchmark of negative -0.6%. Changes in the fund were made accordingly as noted. The Board met four times in 2011:

• March 8, 2011 – at Diocesan House, Hartford • May 10, 2011 – at Diocesan House, Hartford • September 13, 2011 – at Diocesan House, Hartford • December 12, 2011 – at Diocesan House, Hartford The trustees monitored the activity of the funds during the fiscal year and report the following actions: 1. Reviewed reports from all the Investment Managers and the Social Responsibility Fund Consultants. 2. Continued the services of Aon Hewitt (Ennis, Knupp) Associates, Mr. Daniel Pawlisch, Associate, to offer monthly performance reports for participants and maintain the information flow. 3. Concluded a detailed process to review the manager positions in the Equity Fund and voted unanimously to make the following fund management changes: a. Eliminate Dodge & Cox, and the Legg Mason Growth Trust, and Philadelphia International Fund. b. Add Vanguard, GMO and Harding Loevner. 4. Monitored the Northeast Retirement Services participant record keeping services and continued the reporting and electronic offerings through secure password access to the parish account status reports, noting the exemplary services performed by this vendor. 5. Reviewed the Social Responsibility Fund as to its structure, reporting and expansion while working toward new placements. It re-invested a $100,000 in Rockville Bank CD’s; and $200,000 in HOPE Community Fund CD; and approved a rollover of the Hartford Community Loan Fund for one year and the Greater New Haven Loan Fund ($600,000) for one year; and it renewed the Leviticus Fund subvention certificates of $50,000 and $150,000 for five years; and agreed to place additional cash in funds as loans mature. Fund consultant, Toni Gold, kept the trustees apprised of the participants’ performance and assisted in exploring temporary cash investments for funds when not invested. The Bishop has called for a review of the Fund, now 22 years old, and the possible expansion of its scope and focus. 6. Continued to track a review of the charter in collaboration with the Chancellor. 7. Received the audited financial statements for all three funds from Harper and Whitfield, P.C., the retained auditing firm. 8. Continued to refine the reporting process to participants including enhanced website access and electronic updates tracking the market conditions as they affect the Episcopal Investment Funds.

49 Participants both current and potential are invited to meet with the Trustees at any time. Your trustees are a serious and well-informed body and through a remarkable amount of hard work and offering of sage advice provide a product that serves the diocese and its parishes well. We are continually blessed by their expertise and willingness to serve. As I write this report in September 2012, I note that my resignation as Secretary/Treasurer of the fund took effect following the September 13, 2012 meeting after 26 years of service. As I stated at the end of my report last year, “It has been my great joy to serve as a Trustee and Officer lo these many years and especially for the privilege of working with a fine group of persons who have walked that journey with me.” I continue to echo that refrain! Connecticut Diocesan Episcopal Church Women At our September 17th Retreat and Business Meeting held at Camp Washington, our chaplain, the Rev. Ellen Kennedy, spoke to us about change. Much in life requires us to be willing to make changes, and to respond to changes. The ECW is a group rooted in tradition, but we are also asked to live, move and think in new ways. The year 2011 was a year that led us to make adjustments, but also to examine our roots. At our June 16th Picnic and Board Meeting, we gathered at Diocesan House and were led on a tour of the Archives by Meg Smith, Diocesan Archivist. How fascinating to view the reports of Mrs. Elizabeth Colt, first ECW, or Women’s Auxiliary president! The carefully preserved reports and newsletters were there for us to see the work of those who had gone before us was in awesome evidence! We are a privileged group to be following in these footsteps. In late August, around the time of the Diocesan ECW Executive Board Meeting, and then again in late October, the weather brought hardship for many Connecticut residents. The prolonged power outages in many areas in the state, including Enfield, extended to early November, which meant that the Fall Ingathering of the United Thank Offering had to be cancelled: – the only time this has happened that I can recall. The Ingathering will be held in the same place, Holy Trinity Church in Enfield next November, happily, due to UTO program leader Betty Silva’s follow up. Over these years, we have changed from making our communications by telephone and the US mail to using electronic communications increasingly. We use computer programs instead of graph paper and pencil for bookkeeping, and there are more changes ahead. We are finding new ways to connect in mission among women both in and outside this Diocese. I predict that in the future we will continue to connect as women in new and even more wonderful ways, while holding to our faith, our deeply rooted beliefs and yes, the fine tradition of giving, of fellowship and of leadership that the Episcopal Church Women have handed down in the Diocese of Connecticut.

50 With the addition of a bookkeeper using the Quick Books program, beginning in December of 2011, we have improved our financial reporting and communications. Using email, our Christian Social Concerns/Special Assistance program leader, Rodney Hayes, for example, is able to dispatch communications more quickly and effectively. So we all learned a lot at our January 22nd Finance meeting at Trinity, Branford with new bookkeeper, Karen Behar present. We voted on our budget at the Closed Board Budget Meeting on February 26th, and we learned about conditions in Ecuador from the White Envelope grant recipient presenter, Will Cleaver, of the Lower Naugatuck Valley, at our Open Board Meeting held at Old St. Andrew’s Church in Bloomfield on March 19.th,

The Rev. Margaret Bullit‐Jonas spoke to us about the care of creation – reclaiming the sacredness of creation, while taking stock of climate change and environmental crisis ‐ at the 130th Annual Meeting and Luncheon held at the Aqua Turf Club on May 5th. Bishop Curry reminded us in his sermon during the Service of Holy Eucharist that we have much work to do, following Jesus, who asks us to come and meet him here in the world. And we said a heartfelt good bye to Jack Spaeth, Canon for Stewardship for the past 31 years and friend to the Diocesan Board of the ECW. This is my last report as your president, and I want to say that it has been a very special privilege—and responsibility—to serve you, to serve with you, the Episcopal Church Women of Connecticut. Thank you. I must also thank each and every member of the Diocesan Board for her leadership, participation, dedication, and creativity. Without our officers, Valzie Peterkin, Vice President; Betty Silva, Second Vice President; Betsy Kyle, Secretary; Scarlett Pipkin, Treasurer; and Pat Chappell, ECW Administrator, we could not have accomplished a great deal. Without the work of Carol Gardier for White Envelopes, Betty Silva for UTO, Thais Gordon for Christian Education and Rodney Hayes for Christian Social Concerns/Special Assistance, little would have transpired. We were greatly enriched by the work of Dot Smith for Church Periodical Club, JoAnn Cromwell for Church Women United, Karen Rowe for Girls’ Friendly Society, Agnes Macbeth for Daughters of the King, and Shirley Greiman for her work on Publicity, the CT Communiqué and for her service to the ECW National Board as Province 1 Representative. We are so thankful for our chaplain, the Rev. Ellen Kennedy, and to our Deanery Coordinators, Irene Nurse Cohen and Toni Scott. 51 Diocesan Finance & Administration This past year has proven to be a challenging one for parishes and the finance and administration office of the Diocese. Yet it has also been a time filled with excitement, new opportunities and hope. Never once have I doubted that God is working with us and through us as we navigate the many changes and transitions that we are encountering throughout the Diocese. The past year brought incredible loss to the Diocesan Finance and Administration office. The staff size shrank from ten employees to only five as a result of the elimination of positions in July 2011and several retirements. After 30 plus years of overseeing all areas of Finance and Administration, Jack Spaeth officially retired on December 31, 2011. Jack’s vast knowledge of the Diocese and the care and concern with which he carried out his service has been an incredible gift to all of us. In addition to the retirements and elimination of positions discussed by Jack in his 2011 report to Convention, Louise Boehm, Jack’s valued assistant who also handled all insurance matters, retired in April 2012. These personnel changes necessitated an examination of all Diocesan House staff responsibilities and our processes and procedures. This review resulted in a decision to hire a part‐time full charge bookkeeper (accountant) to fill the vacancy left by Louise’s retirement. We welcomed Karolyn Dunn to this position in August 2012. We are blessed beyond words to have on our staff Shirley McGarry, Senior Accounting Specialist, who has taken on the remaining insurance work while continuing to process transactions for the Donations and Bequests investment funds, pay Diocesan bills, manage payroll and employee benefits programs, and prepare the monthly parish invoices. In Melissa Haas, Accounting Specialist, we have an employee who never ceases to amaze with her unflappable ability to manage the revolving loan fund transactions, track audits and parochial reports, process all cash receipts, manage changes to our database and who quickly and cheerfully tackles the myriad special projects sent her way. Our wonderful archivist, Meg Smith, has done yeoman’s work as she tirelessly locates the written and historical documents needed to respond to parish, legal and other requests. Our sexton, Torre Skjerli, continues to keep the lovely old Diocesan House building functioning and clean. We are very fortunate to have Jane Formica as a part‐time temporary employee with her unique gifts that are allowing us to consolidate our multiple databases into one. Through this work she is developing processes and procedures that will have positive impact in all phases of Diocesan House work. The first fruits of Jane’s labor, a new and updated Diocesan Directory was mailed to all parishes and clergy in early September 2012. The restructuring has taken some time and as we move forward into new ways of serving the Diocese we will strive to identify more efficient ways to provide information and support to our parishes and those in leadership roles. We will continue to seek ways to utilize technology to further streamline and automate certain aspects of the work wherever possible. We are keenly aware that the 170 parishes in this Diocese are trying to serve more needs, in many cases with fewer resources than in past years. We are evaluating the costs of both the medical and property casualty insurance programs as we consider the impact of the Denominational Health Plan mandates imposed by General Convention and the hardening property and casualty market. The Insurance Board held three information sessions in the summer of 2012 to educate parish administrators, treasurers, wardens, and clergy on the types of

52 coverage included in the programs and to alert them to program changes that will occur in 2013. We also provided an opportunity for attendees to share their concerns and provide input for consideration as we begin the 2013 renewal process with the Province I Insurance Program. The Program and Budget Committee worked hard to develop the proposed 2013 Budget of Convention. This budget reflects the economic reality that our parishes and the Diocese face yet it provides a small amount of funding for new initiatives. It also reflects new business practices such as Diocesan House staff contributing 5% toward the cost of their medical insurance starting in 2013. In spite of the still weak economy within our state, the finances of the Diocese are in good health. Our 2011 audit yielded satisfactory results and no audit adjustments were required. We have been able to maintain an adequate reserve to cover cash flow due to the conservative management of our resources and a swift response to control costs as circumstances change. The Donations and Bequests investment funds performance did slip somewhat in 2011 but much of that decline has been recovered as of July 2012. More details about the investment funds can be obtained in the separate Donations & Bequests report to Convention. As I look toward the future, many positive and exciting changes are occurring within this Diocese. People are stepping forward to share their gifts of time and talent in service toward God’s mission in new and more in depth ways. The Executive Council has formed four task forces/project teams that are actively pursuing the relocation of Diocesan House, implementation of the 2011 resolution on Mutual Responsibility and Interdependence, addressing the issues regarding closing parishes and providing support to Camp Washington. At the parish level, more leaders and parishioners are beginning to interact with one another in new and innovative ways through the networks that Audrey Scanlan, Canon for Mission Collaboration and Congregational Life, is creating. 55 Hispanic Ministries Historically, Spanish language ministry in the Diocese of Connecticut has been a very loosely connected patchwork of locally based initiatives dependent on coordination from the bishops’ office. Beginning in 2010, clergy in these ministries have been meeting regularly to develop strategies for collaboration in congregational development and the expansion of ministry initiatives. There are now thirteen congregations worshipping in Spanish in this diocese. The Spanish speaking population in Connecticut is multi-cultural, gathering people from most of the countries of Latin America and, in most cases, there is a close connection with an English speaking parish. The Hispanic Clericus meets monthly for mutual support, prayer and Bible study, mission development and coordination. In 2011 the Hispanic Clericus presented a proposal to the Program and Budget Committee asking for a block grant from the Diocesan Convention Budget for Hispanic Ministry as a whole rather than grants for individual ministries. As the budgeting process proceeded in 2012, the individual ministries worked together to present a unified vision for the support and expansion of Spanish speaking ministries. Four previously unfunded ministries will be supported by the budget in 2013. The unfolding vision also is developing collaborative efforts in Baptismal preparation, evangelism, leadership development and education, and focus on the 5 Marks of Mission in multicultural settings. There is great interest in encouraging English speaking clergy to learn Spanish and to raise up and form clergy from within the Spanish speaking congregations to serve in the broader church. The Committee carried out its responsibilities under the provisions of the Constitution & Canons of The Episcopal Church, National & Diocesan and served as a Council of Advice for the Bishop, meeting with all of the Bishops and other church leaders on various Diocesan matters. This

Treasurer’s Report During the past year, the economy has continued to provide the Diocese with numerous challenges, some of which were manifested in impacts to the Convention Budget. Fiscal year 2011 ended on budget mainly because of stringent expense control and somewhat better than expected pledge payments. Despite this result, it remains obvious that economic issues will continue to impact the Diocese for years to come. Through prudent management of expenses, however, and with the full expectation that parish pledges come in for the balance of the year as expected, we expect the 2012 Budget of Convention to come in on target. This is important since reserve funds are approaching the minimum level recommended by our auditors and should not be used to cover any shortfall. I am also pleased to report that the transition of financial control resulting from Jack Spaeth's retirement has been successful with no reduction or compromising of internal fiscal controls or results. The preparation process for the fiscal year 2013 Convention Budget continued to be stressful and complicated. Once again, the Program and Budget Committee faced a shortfall of approximately $500,000 based on budget requests. Under the capable leadership of Barbara Curry, the Program and Budget Committee invited those seeking funding to listening sessions. Based on these sessions, the Committee allocated available funds. In some cases, modest funds were allocated to recipients under three new general categories: Emerging Urban Ministries Initiatives; Young Adult Ministry Initiatives; and Combating Gender Violence Initiatives. While specific organizations were identified for these grants in the 2012 Budget of Convention, recipients will need to reapply next year for the funds to continue. The recommended 2013 Budget of Convention was subsequently approved by the Finance Committee and the Bishops and Diocesan Executive Council and are presented to this Convention for approval. Similar to last year, the Convention Budget is not ideal, but we believe it continues to support important structural changes that address significant long-term ecclesiastical and cultural needs. With the support of the parishes, we believe the recommended 2013 Convention Budget is better aligned to support our Diocesan goal of furthering God's mission in Connecticut and the world. The Planning and Budget Committee will continue to refine its processes during the upcoming year. This will be very important, as it is unlikely that the financial pressures on the Budget of Convention will abate anytime soon. Despite the painful and difficult staff reductions, the efforts of the staff to control costs were exemplary. While the impacts of these reductions have affected many within the Diocese, the

58 bishops and staff continue to evolve and refine the structure and purposes of the staff to assist the work of the parishes in carrying out God's Mission. I personally continue to feel blessed to be a part of this process, all of which takes place in a faithful and collegial atmosphere and with a growing understanding of God's Mission and our common life together as the Diocese of Connecticut. Respectfully Submitted, Lynn Alan Brooks Diocesan Treasurer Bishop’s Address Delivered to Convention on Friday, October 19

I am honored and delighted to spend the next fifteen minutes or so reflecting with you about the “State of Our Diocese.” Before I launch in, however, I want to point out that this brief address is called the “State of Our Diocese” not the “State of The Diocese.” This is intentional, for language matters.

Now I have been challenging all of us here in Connecticut to think of “the diocese” not as some far off office building in Hartford inhabited by bishops and staff, but rather (in keeping with good Anglican tradition) “the diocese” is the witness of the 171 local eucharistic communities, or parishes, in Connecticut as together we serve God’s mission – no more and no less. There is no diocese outside of our 171 parishes’ common witness and service in God’s mission. And the corollary is also true; no parish exists separate from its diocese.

A few weeks ago, Bishop Laura’s brought to my attention an article published by The Episcopal Church Foundation that considers using new language when we speak of our life as a diocese. The article suggests using the possessive pronoun of “our” rather than the definite article of “the” whenever we mention the word: diocese. This is a significant change for saying “our diocese” rather than “the diocese” reflects more appropriately the truth of who we are as the Body of Christ united in witness and service to God’s mission. Saying “our diocese” rather than “the diocese” I believe will help to change who are and how we see ourselves as Episcopalians in Connecticut. So I invite you to try it on. Let’s start talking about “our diocese” instead of “the diocese.”

From my perspective, the “State of OUR diocese” is one of ongoing change as we are called, individually and together, ever deeper into the heart of God’s mission of restoration and reconciliation in Jesus Christ by the power of the Holy Spirit. We are living in changing times, as the Church of the 20th Century passes away and the Church of the 21st Century is only beginning to emerge. The Holy Spirit is clearly up to something in our diocese and this is both exciting and scary.

I thank God that you called me to be your Diocesan Bishop in these changing times; and I have been so blessed by serving alongside you in God’s mission here in Connecticut. In order to be the best bishop I can be, I undertook a “Mission Leadership Review” (an evaluation, if you will) last summer. The Rev. Gay Jennings, - the New President of the House of Deputies of the General Convention - spent three days here in Connecticut interviewing thirty-three leaders of

59 our diocese, including Bishops Jim and Laura, diocesan staff and officers, and members of the Standing Committee and Bishops and Diocesan Executive Council as to how I am doing as your new bishop. I am deeply indebted to the thirty-three individuals who participated in this evaluation and I found it to be a profound and humbling experience.

I learned in the “Mission Leadership review” that our diocese is, by and large, excited about the changes we are living through and appreciative of my leadership. What I also learned was that I, as your diocesan bishop, need to be more attentive to the needs of our incredibly faithful and hard-working diocesan staff. As you might recall, in July 2011, budget constraints resulted in a reduction of diocesan staff by 30%. At the exact same time Jack Spaeth, our Canon for Administration and Stewardship retired after thirty-one years of faithful service to our diocese. These changes left the remaining staff in a profound state of disorientation and confusion as to portfolios and responsibilities. Over the last year and a half, your staff has worked faithfully and tirelessly to re-imagine how best to serve all of you and your parishes as we become the Church God wants us to be in the 21st century. More work still needs to be done, but we are getting there. We still need to figure out what to give up and how to work with less. And I need to better communicate how changes in our diocesan staff (such as the new Canon for Mission Leadership who will be named in the not too distant future), as well Bishop Jim’s, Laura’s and my commitment to “one episcopate/three bishops,” can help all of us more effectively serve God’s mission in the world today.

Changes in our diocesan life are not limited to diocesan staff and the role of the episcopate. Your Bishops and Diocesan Executive Council (know as BDEC) has undergone a profound reworking moving beyond its executive functions, increasingly become a “working board.” Members of BDEC now spend more of their time together as a holy community of discernment sharing our lives in Christ by story telling, prayer and worship. In addition, each member of BDEC currently serves on one of four Project Teams that also include other leaders from across our diocese. Two of these teams are attending to resolutions given to BDEC by our last Diocesan Convention, namely the resolutions on Mutual Responsibility and Interdependence in the Body of Christ (MRI) and Diocesan House Relocation. The MRI Team has been focusing on how we as a diocese can support one another support to become healthy and vital parishes, both spiritually and economically. The Diocesan House Relocation Project Team has been busy surveying the needs and possibilities of what our diocese wants in a common service office, while at the same time taking steps to put Diocesan House on market. You can expect to see a “For Sale” sign going up on the lawn of 1335 Asylum Ave in Hartford in the next week or so.

The other two BDEC Project Teams grew out of the Council’s own discernment of areas that need attention in our diocese. One has worked very hard to help establish protocols and processes for the stewardship of resources when a parish has decided to close its doors. The other is focused on helping promote and extend, across our diocese and beyond, the incredible, life-giving ministry of Camp Washington. I am deeply indebted to all who have worked so hard on these Project Teams and I commend the forums tonight at 5:00 and 5:45 when the Teams will be reporting on their work.

In 2013, I hope the lessons learned from BDEC’s new way of working can be extended to other key leadership bodies in our diocese. To that end I have invited BDEC, along with The Standing

60 Committee, The Trustees for Donations and Bequests, and the Commission on Ministry, to schedule their meetings together on four Saturdays throughout the year. Working alongside each other I hope and pray that new channel of communication and cooperation will be realized as we develop new leadership capacities for these changing times.

Speaking of the Commission on Ministry, another place of significant change in the last year has been with the Ordination Process for priests, or presbyters. It was clear that the old ordination process no longer served the needs of our diocese in the 21st century. With the leadership of the Revs. Harlon Dalton, Molly James, and Paul Carling, an intrepid group of visionary volunteers has completely dismantled and re-imagined our diocesan ordination processes, beyond that which is prescribed by the Canons of The Episcopal Church. The watchwords of the new, provisional, ordination process starting up in our diocese this fall are: flexibility, responsiveness, and creativity as we embrace a variety of models of priesthood and formation for a changing Church of the 21st century.

I appreciate, however, that change is not always easy. Known ways of being and doing can provide a sense of security and comfort. The loss of such security and comfort can result in fear, anxiety, sadness and confusion. It’s not easy being a Christian, or being the Body of Christ, in these changing times. Here I want to note, for the sake of transparency, two faith communities in our midst who are experiencing change and need the support and prayers of our diocese. Christ Church Cathedral in Hartford, celebrating its 90th year as a cathedral and 250th year as a parish, is wrestling deeply with the question of what it means to be a cathedral is in the 21st century. This has taken a significant toll on its staff, congregation and programs. Bishop Seabury Church in Groton has experienced the loss of its former parishioners and leaders who have chosen to depart The Episcopal Church because of changes embraced by the General Convention over the last few decades. With the conclusion of legal proceedings last summer, our diocese now needs to discern and dream about how God might be calling us to utilize the resources of Bishop Seabury Church to best serve God’s mission in Groton, across Connecticut, and to the ends of the earth. Please keep the Cathedral and Bishop Seabury Church in your prayers. I trust that God has great things in store for these two key faith communities in our midst.

As I close this address, I want to very briefly note that the changes that we are experiencing here in Connecticut are not limited to our diocese. All across The Episcopal Church, change is happening. At last summer’s 77th General Convention, the Episcopal Church put in place a process calling for sweeping and radical overhaul of the structures and financial make-up of the general Church. At the same time the General Convention endorsed provisional rites for the blessing of same sex unions. Bishops Jim, Laura and I welcome this new rite and, following the lead of General Convention, priests in the Diocese of Connecticut are now permitted to officiate as agents of the state in same gender marriages.

So, to conclude, the “State of Our Diocese” is one of change as we are called, individually and together, ever deeper into the heart of God’s mission of restoration and reconciliation. And as we discover together new ways to witness to and serve God’s mission in the world today, the God who brought about the new creation in our Lord and Savior Jesus Christ will indeed give us new life, new possibility, and new hope through the power of the Holy Spirit.
