From past research, we identified four main qualities essential to a beneficial harbour-front: accessibility, connectivity, quality and design/maintenance. After observing forty-eight sites around Hong Kong’s Victoria Harbour, we indicated both positive and negative qualities that added or detracted from the site’s vibrancy. We found that a mix of facilities, amenities and activities at water's edge can make Victoria Harbour a more popular destination for both residents and tourists.     Grading of beach water quality released The Environmental Protection Department (EPD) today (August 27) released the latest grading of water quality for 39 gazetted beaches (see Note 1) and one non-gazetted beach (i.e. Discovery Bay, see Note 2). Twenty-two beaches were rated as Good (Grade 1), 15 as Fair (Grade 2) and three as Poor (Grade 3). It also gives a brief account of the major views and concerns expressed by Members recently on the incident as well as fly-tipping and illegal land filling activities in general. Background 2. Land filling refers to depositing or placement of construction waste as fill material on land, which results in an elevation of ground level. Land filling activities are usually carried out for purposes of filling up ponds, levelling off uneven ground surfaces, forming sites for development, stockpiling in the form of a fill bank, or depositing of construction waste onto land as dumping ground. Statutory control against fly-tipping and illegal land filling 3. Various existing legislation, administered by different government departments, may be applied to deter illegal land filling and fly-tipping of construction waste (Appendix I). While disposal of construction waste is subject - 2 - to a statutory charge under the Construction Waste Disposal Charging Scheme,1 some free-riders seek to evade the charge through fly-tipping and illegal land filling. 4. To cope with the depositing or dumping of construction waste on a private land, the Environmental Protection Department ("EPD") has implemented a prior notification mechanism under the Waste Disposal (Amendment) Ordinance 2013 since 4 August 2014.2 It requires a person to obtain the written permission of the landowners given in a specified form and submit it to EPD before the intended date of the deposition.

Details are as follows: Hong Kong Island bound service The departure from Maywood Court, Kingswood Villas runs via Tin Shui Wai Town Centre, Tin Chung Court, Tin Shui Estate, Tin Shui Wai Park, Tin Yiu Estate and Tin Yau Court, then non-stop direct to North Point and Quarry Bay before terminating at Taikoo (Kornhill Plaza). The bus departs from Maywood Court, Kingswood Villas every Monday to Friday (except public holiday) at 7:20am. The full fare is HK$22.1. Tin Shui Wai bound service The departure from Quarry Bay (Sunway Garden) follows its original routeing to the bus stop at Tin Shui Road near Tin Chung Court, then runs via Tin Shui Road before terminating at Tin Shui Estate Bus Terminus.     For discussion PWSC(2014-15)3 on 8 April 2014 ITEM FOR PUBLIC WORKS SUBCOMMITTEE OF FINANCE COMMITTEE HEAD 704 – DRAINAGE Environmental Protection – Sewerage and sewage treatment 401DS – Feasibility study on relocation of Sham Tseng sewage treatment works to caverns Members are invited to recommend to the Finance Committee the upgrading of 401DS to Category A at an estimated cost of $39.2 million in money-of-the-day prices for carrying out a feasibility study on relocation of Sham Tseng sewage treatment works to caverns. PROBLEM We need to ascertain the feasibility for the relocation of Sham Tseng sewage treatment works (STSTW) to caverns in order to release the existing site for housing or other uses. PROPOSAL 2. The Director of Drainage Services, with the support of the Secretary for Development, proposes to upgrade 401DS to Category A at an estimated cost of $39.2 million in money-of-the-day (MOD) prices for carrying out a feasibility study and the associated site investigation works on relocation of STSTW to caverns. /PROJECT ….. We propose to upgrade 401DS to Category A, comprising – (a) detailed engineering feasibility study including relevant preliminary technical and impact assessments1, preparation of an outline design of engineering works, formulation of implementation strategies and programmes etc. for relocation of STSTW to caverns and the associated works2; (b) planning review with broad technical assessment of the future land use of the existing site of STSTW for the purpose of establishing a business case for the relocation proposal; (c) public engagement (PE) and consultation exercises with relevant stakeholders; and (d) site investigation and other investigations3.
