Diane will take over at the next AGM. Don’t forget to book your seat for the coach trip on Tuesday, 28th August. This time we are off to Canterbury. There will be an 8 mile walk ending back in the city or, if preferred, a one mile walk direct to the city centre. Pick-up points are shown in the programme. The cost is £12 pp. An Ode to the Back Marker When out walking how many people give a thought to that solitary person at the rear of the group. I refer, of course, to the back marker. London in particular, with its many attractions and distractions, can be very trying. So please, when we are out and about, do try to keep in visual touch with those in front and don’t wander off. AGM Our AGM this year will be held in Dereham Hall which is behind Upminster Library on the 7th November at 7.30 pm. There is a form for proposing the new committee members in the back of this programme. Secretary’s Report Congratulations to Joan Bullivant and Iris Jupp for completing the Hadleigh to Southend (H2S) Legacy Walk. 17 members from Essex Area completed the walk, a total of 302 attended during the week. I have a booklet of the route, if anyone wishes to see it , or contact Norman Berry 01279 724624 [email protected]. for a copy. The price is £2.00 plus postage. Page 2 Havering Footpath & Countryside Officer Footpath Maintenance Working Party We are hoping to continue with this work during the summer and autumn months on Fridays, starting at 9.45am. Provisional dates are July 13th, August 10th, September 14th, October19th and November 16th. On July 13th the plan is to work on footpaths near The Grove in Upminster. Further details will be available in July. It would be very helpful if Ramblers would let me know of footpaths in our area where they feel work needs to be done. Christmas Lunch We are planning to hold our Christmas lunch this year on the 18th December, at ‘The Olde Plough’ in Bulphan. A booking form will be included with the next programme. Please contact Peter O’Neill if you have any queries. The estimated cost is £21. The closing date for the next programme is the 24th October 2012 As we plan to start to compile the December to March programme as soon as the August programme is issued it would be much appreciated if you could supply your walks as soon possible especially if you require a specific date. Our drop dead date is the 24th October but please remember the later you leave it the likelihood the dates that you require will be more restricted. This date is a week earlier than normal to accommodate the menu details of the Christmas lunch. By obtaining your copy in this way it will save us printing and postage costs. The programme is the largest outlay from our funds. A programme will, of course, still be printed but we are hoping to be able to cut down the number being run off. However, if you decide after a trial of receiving the programme via e-mail, that you would rather revert to the printed copy please just send another e-mail to Peter Owen at the above e-mail address and you will then be sent paper copies. All members with e-mail access are urged to try the new system. All walks If the weather is inclement, it is important to either check our web site as noted on page 1or contact the leader to see if the walk will take place. Please check for the availability of public transport on the TFL web site, before travelling at weekends to allow for the planning of alternative routes. Car share Please car share where possible, as parking is often quite limited. Curry Evening Curry night is Thursday 4th October 7.30 at the Railway Hotel, Hornchurch at 7.30pm. The curry is optional as the full Ember Inn menu is available. The venue is next to Hornchurch District Line Station, buses 252, 193, and 256 also pass the door.     APPENDIX 5A – Schedule of Proposed Policies Map Changes June 2019 Schedule of Proposed Changes to the Pre-Submission Local Plan Policies Map A Planning Inspector is examining the Chelmsford City Council Local Plan as submitted by the Council on 29 June 2018. As part of the examination process a number of proposed modifications to the Pre-Submission Local Plan have been identified. These modifications are either classified as "main" or "additional" modifications and are set out in the updated main and additional modification schedules, March 2019. The policies map is not defined in statute as a development plan document and so the Inspector does not have the power to recommend main modifications to it. However the Council must maintain an adopted policies map which accurately illustrates geographically the application of the policies in the adopted development plan. Therefore, this schedule sets out a number of changes to the policies map which are in response to specific modifications to policies set out in the main modifications schedule. Other changes are also included to reflect the additional modifications schedule. The related main or additional modification reference number is included in the schedule below. Where changes are factual only there is no main or additional modification reference included. Accompanying this schedule are inset maps showing the specific changes in map form, where applicable. Please note maps have not been produced if the only change is to the title. It should be noted that at the point of adoption the latest OS base mapping will be applied to the policies map and insets.     ULTIMATE SPECTATORS GUIDE TO THE LONDON MARATHON We recommend you purchase a Travelcard to travel around London on the day as this will allow access to Rail, Tube and Bus at no extra charge. Zones 1-2 should be adequate for the travelling around the route, however if you need to go further afield, please check which zones you’ll be travelling in. Buses no longer accept cash payments. You’ll need to use a Travelcard, Oyster card or pay with a contactless debit/credit card. Please note that whilst we do have cheering stations at Tower Bridge (mile 12) and along the Victoria Embankment (mile 24) these will be manned by volunteers and we do not recommend you go to those points on race day. This is because these areas are extremely busy and it can take a long time to move through the crowds. By skipping Tower Bridge, you have more chance of seeing your runner at multiple points on the route, and by going straight to mile 25 from 19 you’ll cheer them on from the end! START AREA Although it’s advised not to accompany your runner to the start due to the high volumes of people, if you decide to see them off, please be aware that spectators will not be allowed into the assembly areas of the start. In the context of the global financial crisis, austerity and uneven growth, national, sub-national and local state actors are being compelled to adopt the increasingly speculative activities of urban entrepreneurialism to attract new capital, develop ‘innovative’ financial instruments and models, and establish new or reform existing institutional arrangements for urban infrastructure governance. Amidst concerns about the claimed ‘ungovernability’ of ‘global’ cities and city-regions, governing urban infrastructure funding and financing has become an acute issue. Infrastructure renewal and development are interpreted as integral to urban growth, especially to underpin the size and scale of large cities and their significant contributions within national economies. Yet, oovercoming fragmented local jurisdictions to improve the governance and economic, social and environmental development of major metropolitan areas remains a challenge. The complex, and sometimes conflicting and contested inter-relationships at stake raise important questions about the role of the state in wrestling with entrepreneurial and managerialist governance imperatives.

However, there were Green and Common Sandpipers to see and a Wood Sandpiper showed well on the 15th. Down on the river there were still Avocets and a few Black-tailed Godwits and a single Bar-tailed on the 1st. The immature Spoonbill was seen all month and a Cattle Egret arrived on the 7th and briefly became five on the 19th.

    Thames Path Walk With the Thames on the right, set off along the Chelsea Embankment past Section 2 north bank the plaque to Victorian engineer Sir Joseph Bazalgette, who also created the Victoria and Albert Embankments. A juvenile Iceland Gull visited on eth 4th, 5th and 10th and there were a couple of Caspian sightings and Med Gulls started to drift back in from the middle of the month while the first Common Tern was seen on the early date of the 21st and a flock of 21 Kittiwakes headed upriver on the windy 29th.
