On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Article 3 (1) The Agency is to submit a proposal decision for changing the boundaries of the cadastre municipalities in cases when, under a procedure of ex officio, it is identified that the actual condition/status of the boundaries of the cadastre municipalities is changed and does not comply with the boundaries drawn on the cadastre maps. -

Alice Ackermann1 On the Razor's Edge: Macedonia Ten Years after Independence2 Introduction The emergence of an armed insurgency movement in Macedonia, over the last few months, has demonstrated once more that the Balkans remains a con- flict-prone region, and that Macedonia continues to be in a vulnerable posi- tion. After escaping the fate of its more unfortunate neighbours for nearly ten years and being hailed as the only former Yugoslav republic to secede with- out bloodshed, Macedonia now finds itself at the abyss of war. Once an ex- ample for the relative success of preventive diplomacy initiated on the part of a number of indigenous and international actors, Macedonia is quickly be- coming an example of failure to act preventively. Although Macedonia's peaceful secession from Yugoslavia has often been viewed as incidental, some international and domestic efforts were devoted to preventing the outbreak of ethnic war in the early years of independence. For years, Macedonia's multi-ethnic governments pursued a policy of accommo- dation and power-sharing, if only on a limited basis, gradually expanding the rights of all its ethnic minorities, not only those of Macedonian Albanians. The Working Group on Ethnic and National Communities and Minorities of the International Conference on the Former Yugoslavia (ICFY) led negotia- tions between ethnic Albanians and the Macedonian government on the ex- pansion of minority rights. The United Nations deployed preventive peace- keepers (United Nations Preventive Deployment Force, UNPREDEP) to Ma- cedonia's borders with Serbia and Albania, the first and only preventive mis- sion in the history of that organization. -

From bullets to ballots: guerrilla-to-party transformation in Macedonia Paper prepared to be presented at the Political Science Departmental Seminar Central European University Dane Taleski Doctoral Candidate Political Science Department Central European University January 27, 2011 - Draft version, please do not quote or cite without author's permission - 1 Introduction On 12 December 2010 the political party led by Mr Hashim Thachi won the early parliamentary elections in Kosovo. Three days later a draft report from the Council of Europe pointed to him, among others, as responsible for organized crime actions including organ trafficking during and after the armed conflict in Kosovo (BBC 2010). Mr Thachi is the former political leader of the Kosovo Liberation Army (KLA), the current leader of the Democratic League of Kosovo (LDK) and he served as prime minister of Kosovo from January 2008 to December 2010. This intriguing case opens the questions under which conditions do guerrilla groups transform into political parties and what implications does it have for political competition in a post-conflict country? Notable research so far addressed mainly the questions why conflict starts ( Woodward 1995, Fearon and Laitin 2003, Roeder 2003, Buhaug et al 2008) and how it can be resolved (Lake and Rothchild 1998, Gurr 2000, Schneckener and Wolff 2004, Sandole et al 2008). Sustaining peace and building democracy after intrastate conflicts has also been tackled. Researchers have addressed the role of international actors (Newman et all 2009, Chandler 2006, 2008, Kostovicova and Bojicic 2006), the importance of the institutional design (Lijphart 1977, Horowitz 1985, 1990, 2008; McGarry and O'Leary 1993, 2004) and building governance capacities (Ottaway 2002, Birkenhof 2007, Jarstad and Sisk 2008, Paris and Sisk 2009). -

Introduction It was decided by Search for Common Ground in April 2004 to evaluate “Nashe Maalo”, one of its larger projects in Macedonia. Nashe Maalo (“our neighbourhood”, referred to generally as NM) is a television series aimed at promoting inter-cultural understanding among children with a view to conflict transformation.
