The public sector employees register is part of the Information System for Human Resource Management (ISHRM). The data covered under the Annual Report on data from the Register of Public Sector Employees are the result of the exchange of data from the records of the Ministry of Information Society and Administration with data from the Employment Service Agency of the Republic of North Macedonia, the Public Revenue Office, The Pension and Disability Fund of North Macedonia and the Health Insurance Fund of North Macedonia. Pursuant to Article 2 paragraph (1) of the Law on Public Sector Employees, the Register includes persons employed in: - State and local self government authorities and other state authoritites established in compliance with the Constitution and a Law; and - Institutions performing activities in the field of education, science, health, culture, labor, social welfare and child protection, sports, and other activities of public interest stipulated by law and organized as agencies, funds, public institutions and public enterprises established by the Republic of North Macedonia or the municipalities, the city of Skopje and the municipalities under the City of Skopje. This Report on data from Public sector employees register as of December 31, 2018 was drafted by virtue of Article 20 of the same law, and it systematically shows data for public sector institutions in terms of their number, type, name , level of authority, business and founder, as well as data for employees in these institutions in terms of their number, classification of jobs, gender, age, level of education and affiliation to a community. Where possible and logical, the presented data are shown by inter-crossing. The report is published on the Ministry of Informaton and Administration’s website at the end of the first quarter of the current year for the previous calendar year, at the latest. 5 Annual report on public sector employees register 2018 SUMMARY The public sector of the Republic of North Macedonia has 1,314 active institutions, with 132,068 employed persons, of which 19,904 persons are employed in the Army of the Republic of North Macedonia, the Intelligence Agency, the Ministry of Interior and authorities thereof with status of authorized officers, for which the Register contains only data on the number, but not their structure. In this report, the Ministry of Information Society and Administration provides the public with information only on the number of employees through the Agencies for Temporary Employment and in Joint Stock Companies. The report contains the analysis of the structure of data for 112,164 public sector employees, where 60,953 are women, while 51,571 are men. The average age of these employees is 45.95 years, women's average age is 45.16 years, while men’s average age is 46.89 years. Of all employees, 347 are without education, 118 are semi-qualified, 225 are qualified, 10,015 have primary education, 38,373 have secondary education, 4,682 are highly qualified, 1,069 have higher education, 50,301 have university education, 5,053 hold Master’s degrees (M.A.) and 1,981 hold doctoral degrees (PhDs). In terms of ethnic composition, 83,993 are Macedonians, 22,060 Albanians, 2,110 Turks, 1,355 Roma, 1,019 Serbs, 450 Bosniaks, 423 Vlachs, and 754 are others or not reported. The Report covers many other data obtained by crossing data from foregoing categories. For the Report’s requirements, three Annexes have been drafted, as follows: 1. Appendix 1 - profile of public sector employees in the activities; 2. Appendix 2 - analysis of employment status in municipalities; and 3. Appendix 3 - Overview of of public sector institutions staffing. The total number of employees in Joint Stock Companies under complete state ownership amounts to 8,677 persons, of which 8,268 hold open-ended employment contracts, 100 hold fixed-term employment contracts and 309 are engaged through temporary employment agencies. Much like the figure of employees engaged through temporary employment agencies in public sector institutions, this figure is also not covered under analysis included in this report. Total of 2,439 persons are employed through the Agencies for Temporary Employment in public sector institutions, and the same do not have a status of public sector employees and are not included in the analysis covered under this Report. 6 Annual report on public sector employees register 2018 7 Annual report on public sector employees register 2018 Part 1. Public Sector INSTITUTIONS 8 Annual report on public sector employees register 2018 PUBLIC SECTOR INSTITUTIONS NUMBER OF PUBLIC SECTOR INSTITUTIONS As of December 31, 2019, the Register on Public Sector Employees has records for 1,314 public sector institutions, which is the number of institutions in the Republic of North Macedonia. Compared with the report for 2017 which contained data on 1,299 institutions, the number of public sector institutions increased by fifteen. Review of data on each institution separately indicates that 6 institutions have already existed, but due to lack of registered documents, the same have not been recorded as a number until now. Moreover, 17 new institutions have been established, and as a result of change in the statute and closing, the data for 9 institutions are no longer kept. 1 There is no uniform approach n view of the manner of establishing public sector institutions. The emergence of tourism in Shtip is from a recent date. However, through the example of tourism in Shtip, we identify two historical periods: the preturism and the period of tourism. Thus, the first period lasts until the appearance of the first hotel in 1912, and the second from the middle of the twenties of the 20th century.Serious data on the tourism in Shtip are obtained from the end of the 1950's onwards.The analysis is based on primary and secondary data sources. From the analysis we learn that the tourism in Shtip in recent years has been growing with real development perspectives of diverse tourist offer and production. BACKGROUND On December 2, 2011, the Macedonian Civic Education Center (MCEC) signed the Cooperative Agreement with USAID agreeing to provide support to USAID’s Interethnic Integration in Education Project (IIEP). IIEP is a four-year, USD 5.2 million initiative targeting all primary and secondary schools in Macedonia. The main objective of IIEP is to build awareness and provide diversity training, technical assistance, and incentives to school boards, principals, teachers, and administration officials in support of interethnic integration in education. It will build broad public understanding on the benefits for all citizens as a result from integrating Macedonia’s education system.

    On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Article 3 (1) The Agency is to submit a proposal decision for changing the boundaries of the cadastre municipalities in cases when, under a procedure of ex officio, it is identified that the actual condition/status of the boundaries of the cadastre municipalities is changed and does not comply with the boundaries drawn on the cadastre maps.
