Impact Evaluation of the Municipal Climate Change Strategies Pilot in Macedonia Impact Evaluation of the Municipal Climate Change Strategies Pilot in Macedonia April 2017 (Revised July 2018) This publication was produced at the request of the United States Agency for International Development for the E3 Analytics and Evaluation Project. It was prepared independently by Management Systems International, A Tetra Tech Company; and Development and Training Services, a Palladium company. ABSTRACT The United States Agency for International Development (USAID) commissioned an impact evaluation (IE) of its Municipal Climate Change Strategies (MCCS) pilot in Macedonia to inform the Agency’s understanding of effective investments to improve climate change awareness, adaptation, and mitigation. The IE also tested whether and how participatory processes between local government, civil society, and citizens that focus on strengthening local resiliency to climate change can strengthen civic activism, intra-community engagement, and social cohesion. The IE used a mixed-methods approach with a quasi-experimental design and case studies. The quasi- experimental design matched comparable non-MCCS municipalities to each of eight MCCS treatment municipalities, and compared changes in outcomes of interest among households within these municipalities using propensity score matching with a difference-in-differences estimation model. To provide greater context and depth to the quantitative findings, particularly regarding intra-community engagement and social cohesion, the evaluation included in-depth case studies of four treatment municipalities. Overall, the evaluation concluded that MCCS had a significant and positive impact on treatment municipality residents vis-à-vis their (1) general awareness of climate change, (2) overall awareness of the local impacts of climate change, and (3) overall awareness of the global impacts of climate change. MCCS did not, with a few exceptions, have a significant and positive impact on (1) awareness of the specific impacts of climate change, (2) attitudes toward climate change, (3) actions to improve adaptation to climate change, (4) actions to mitigate climate change, (5) attitudes toward civic activism, (6) levels of civic activism, (7) attitudes toward intra-community engagement, (8) levels of intra-community engagement, (9) attitudes toward social cohesion, or (10) levels of social cohesion. The lack of positive impact may be due to factors including (1) weaknesses in the activity design, particularly its theory of change, (2) political polarization in pilot municipalities, which MCCS could not overcome (in part due to weaknesses in its theory of change), (3) institutional weaknesses inherent in Macedonia’s system of municipal government, and (4) issues related to activity implementation. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). PROJECT DESCRIPTION A. GENERAL INFORMATION ON THE MUNICIPALITY 1. Location map 2. Information Dojran municipality is situated in the south-east part of Macedonia on western shore of Dojran Lake. The municipality borders with Greece and is located between the mountains Belasica (1883 m.a.s.l.) to the north, Krusa Mountain (860 m.a.s.l.) and Karabalija (697 m.a.s.l.) to the west. The municipality comprises 11 populated settlements located on a territory of 132km2. According to the 2002 Census the total population number was 3,426. The average altitude is 146m and the terrain is hilly with moderate climate. The municipal seat is located in Star Dojran. The municipality was created in 1996 as Star Dojran municipality and renamed into Dojran in 2004. The hill Kalatepe (691m) is located on the western coast of the lake. The field Asanlisko, part of the Nikolic valley and the hill Bosco (720m) are located on the northwest side. Belasica mountain and Krusha mountain are located on the east side. All of them are slightly sinking into the lake, creating fertile surfaces for agriculture. The lowest part of the valley is on south, near the settlement of Kara-Dojran in Greece. Dojran municipality borders with Bogdanci municipality to the west, Valandovo municipality to the north and to Greece to the east and south. The municipality belongs to the South-eastern planning Region together with nine other municipalities (Bogdanci, Bosilovo, Valandovo, Vasilevo, Gevgelija, Konce, Novo Selo, Radovis and Strumica).

Alice Ackermann1 On the Razor's Edge: Macedonia Ten Years after Independence2 Introduction The emergence of an armed insurgency movement in Macedonia, over the last few months, has demonstrated once more that the Balkans remains a con- flict-prone region, and that Macedonia continues to be in a vulnerable posi- tion. After escaping the fate of its more unfortunate neighbours for nearly ten years and being hailed as the only former Yugoslav republic to secede with- out bloodshed, Macedonia now finds itself at the abyss of war. Once an ex- ample for the relative success of preventive diplomacy initiated on the part of a number of indigenous and international actors, Macedonia is quickly be- coming an example of failure to act preventively. Although Macedonia's peaceful secession from Yugoslavia has often been viewed as incidental, some international and domestic efforts were devoted to preventing the outbreak of ethnic war in the early years of independence. For years, Macedonia's multi-ethnic governments pursued a policy of accommo- dation and power-sharing, if only on a limited basis, gradually expanding the rights of all its ethnic minorities, not only those of Macedonian Albanians. The Working Group on Ethnic and National Communities and Minorities of the International Conference on the Former Yugoslavia (ICFY) led negotia- tions between ethnic Albanians and the Macedonian government on the ex- pansion of minority rights. The United Nations deployed preventive peace- keepers (United Nations Preventive Deployment Force, UNPREDEP) to Ma- cedonia's borders with Serbia and Albania, the first and only preventive mis- sion in the history of that organization.
