(Translated Version) For Discussion on LanDAC PC SC Paper 10 September 2015 No. 04/2015 Lantau Development Advisory Committee Planning and Conservation Subcommittee Overall Spatial Planning and Conservation Concepts for Lantau 1. Purpose 1.1 This paper aims at briefing Members on the Overall Spatial Planning and Conservation Concepts for Lantau (Planning and Conservation Concepts) (the study flow is at Plan 1) so as to inspire further discussion and comments by Members in paving the way for the formulation of the Overall Planning, Conservation, Economic and Social Development Strategy for Lantau (Development Strategy for Lantau). 2. Background 2.1 With reference to the baseline information, development opportunities and constraints analysis of Lantau previously reported to the Planning and Conservation Subcommittee and the strategic positioning, planning visions and directions etc. agreed upon by the Lantau Development Advisory Committee (LanDAC), together with the consideration of the planning background of Lantau, its latest developments and the overall strategic planning of Hong Kong, and the views from LanDAC members, its subcommittees and the public, the Planning Department (PlanD) has proposed the subject Planning and Conservation Concepts. The development potentials and considerations of Lantau and its overall strategic positioning, planning visions, directions and planning principles are summarised at Annexes 1 and 2. 2.2 The Planning and Conservation Concepts have considered the preliminary findings on the overall economic development of Lantau and the positioning of its four major commercial development areas from the on-going “Consolidated Economic Development Strategy for Lantau and Preliminary Market Positioning Study for Commercial Land Uses in Major Developments of Lantau” (Lantau Economic Development Strategy Study). -

RNTPC Paper No. 5/13 For Consideration by the Rural and New Town Planning Committee on 15.3.2013 PROPOSED AMENDMENTS TO THE APPROVED SOUTH LANTAU COAST OUTLINE ZONING PLAN No. S/SLC/16 1. Introduction This paper is to seek Members’ agreement that: (a) the proposed amendments to the approved South Lantau Coast Outline Zoning Plan (OZP) No. S/SLC/16 and its Notes as detailed in paragraphs 5 to 6 below are suitable for exhibition for public inspection under section 5 of the Town Planning Ordinance (the Ordinance); and (b) the revised Explanatory Statement (ES) of the OZP is an expression of the Town Planning Board (the Board)’s planning intentions and objectives for the various land use zonings of the OZP, and is suitable for exhibition together with the amendment OZP and its Notes. 2. Status of the Current OZP 2.1 On 2.11.2010, the draft South Lantau Coast OZP No. S/SLC/15 was approved by the Chief Executive in Council (CE in C) under section 9(1)(a) of the Ordinance. On 12.11.2010, the approved OZP No. S/SLC/16 (Attachment I) was exhibited for public inspection under section 9(5) of the Ordinance. 2.2 On 5.6.2012, the CE in C referred the approved South Lantau Coast OZP No. S/SLC/16 to the Board for amendment under section 12(1)(b)(ii) of the Ordinance. The reference back of the OZP was notified in the Gazette on 15.6.2012 under section 12(2) of the Ordinance. -

Information Paper on Prison Development at Hei Ling Chau
LC Paper No. CB(1)2599/01-02(01) Prison Development at Hei Ling Chau – Feasibility Study and Preliminary Site Investigation for Land Formation and Infrastructure Works Administration’s Response to Issues raised at the meeting on 9 July 2002 Site Selection A summary of our preliminary assessment of the site options of Kong Nga Po and Hei Ling Chau is provided at Annex A. As is apparent from it, both site options can meet Correctional Services Department’s (CSD) operational requirements and they attract different advantages and disadvantages in various aspects. Taking into account all relevant factors, including the relative potentials of the two sites for alternative development in the long run from an overall planning point of view, we have selected Hei Ling Chau for further pursuit of the feasibility study (FS) and site investigation (SI). Alternative Site Options 2. A territorial location search for pursuing the proposed prison development has been undertaken based on a set of objective criteria (see Enclosure II of LC Paper No. CB(1)2178/01-02(01) discussed at the meeting on 9 July 2002). Two possible site options at Hei Ling Chau and Kong Nga Po have been identified for further consideration. 3. The area of site needed for the project should be sufficient for the prison development of 7,220 penal places and all associated facilities. There is no suitable site available in any part of the urban area for such purposes. Any hypothetical site of such a size in the urban area would have high opportunity cost for alternative developments.
