Online payment of the EMD 2% as applicable, on the State Government’s e-Procurement Portal (https://wbtenders.gov.in) through the linked ICICI Bank Payment Gateway has been made mandatory vide FDs Memo No 3975- (Y) dated 28.07.2016 i.e. (P.G/R.T.G.S/N.E.F.T.S.) against the work . This clause is also applicable for all categories of applicants except those are exempted as per Government Order no. 1110-F, Dated – 10.02.2006 of Special Secretary Finance Department, Govt. of West Bengal. Scanned copy of challan generated online towards EMD Fees as prescribed in the “Instruction to Bidders, Clause 10” needs to be uploaded separately against each serial of work, in favour of “District Magistrate, Darjeeling”. Payment in any other form will not be accepted. 2. Original copy of earnest money will be deposited by L1(Successful) bidder only at the time of issuing LOA. 3. Properly Indexed & self-attested documents & duly digitally signed of both the Technical Bid and the Financial Bid should be concurrently submitted in the Website mentioned above as per time schedule given below. 2 4. Eligibility criteria for participation in tender : i) Category wise Requirement of Credential (As per G.O no- 04A/PW/O/10C-02/14, Dt-18.03.2015) 1 For 1st call of NIT: - i Intending tenderers should produce credentials of a similar nature of completed work of the minimum value of 40% of the estimated amount put to tender during 5 (Five) years prior to the date of issue of the tender notice; or, ii Intending tenderers should produce credentials of 2 (two) similar nature of completed work, each of the minimum value of 30% of the estimated amount put to tender during 5 (Five) years prior to the date of issue of the tender notice; or, iii Intending tenderers should produce credentials of one single running work of similar nature which has been completed to the extent of 80% or more and value of which is not less than the desired value at (i) above; In case of running works, only those tenderers who will submit the certificate of satisfactory running work from the concerned Executive Engineer, or equivalent competent authority will be eligible for the tender. In the required certificate it should be clearly stated that the work is in progress satisfactorily and also that no penal action has been initiated against the executed agency, i.e., the tenderer. 2 For 2nd call of NIT: - i Intending tenderers should produce credentials of a similar nature of completed work of the minimum value of 30% of the estimated amount put to tender during 5 (Five) years prior to the date of issue of the tender notice; or, ii Intending tenderers should produce credentials of 2 (two) similar nature of completed work, each of the minimum value of 25% of the estimated amount put to tender during 5 (Five) years prior to the date of issue of the tender notice; or, iii Intending tenderers should produce credentials of one single running work of similar nature which has been completed to the extent of 75% or more and value of which is not less than the desired value at (i) above; In case of running works, only those tenderers who will submit the certificate of satisfactory running work from the concerned Executive Engineer, or equivalent competent authority will be eligible for the tender. In the required certificate it should be clearly stated that the work is in progress satisfactorily and also that no penal action has been initiated against the executed agency, i.e., the tenderer. 3 For 3rd call of NIT: - i Intending tenderers should produce credentials of a similar nature of completed work of the minimum value of 20% of the estimated amount put to tender during 5 (Five) years prior to the date of issue of the tender notice; or, ii Intending tenderers should produce credentials of one single running work of similar nature which has been completed to the extent of 70% or more and value of which is not less than the desired value at (i) above; In case of running works, only those tenderers who will submit the certificate of satisfactory running work from the concerned Executive Engineer, or equivalent competent authority will be eligible for the tender. In the required certificate it should be clearly stated that the work is in progress satisfactorily and also that no penal action has been initiated against the executed agency, i.e., the tenderer. N.B. Completion Certificate(s) submitted by the bidder should indicate the gross value of the completed work only. Completion certificates should clearly contain the Name, Designation, Address and contact no. of the Officer issuing the credential. iii) The prospective bidders shall have in their full time engagement experienced technical personnel, the minimum being one Civil Engineering Degree holder and one Civil Engineering Diploma holder (Authenticated documents in respect of qualification and engagement shall be furnished for Technical-Evaluation). [Non Statutory Documents]. As per notification of Finance Department, Audit Branch, Govt. of West Bengal vide Memo 5400F (Y) Dtd. Kolkatta, the 25th June 2012 Note – 5 vide sl. No 7. In case project cost exceeds Rs. 1 crore less than 5 crore at least one qualified Graduate Engineer along with two Diploma Engineers (1 civil & 1 electrical) should be engaged in supervision and monitoring of the job. iv GST Registration, Trade License ,Pan Card, EPF Registration & Current Challan, Professional Tax receipts Challan for the year 2020-21 to be accompanied with the Technical Bid document. Income Tax (Saral) Acknowledgement Receipt for three consecutive financial year to be submitted. [Non Statutory Documents]. iv) Neither prospective bidders nor any of constituent partner had been debarred to participate in any tender by the P.W. & P.W (Roads) or any Central/State Government Departments during the last 5 (five) years prior to the date of this NIT. Such debar will be considered as disqualification towards eligibility. (A declaration in this respect has to be furnished by the prospective bidders as per prescribed format without which the Technical Bid shall be treated non-responsive). 3 v) Registered Unemployed Engineers’ Co-operative Societies/ Unemployed Labour Co.- Op. Societies are required to furnish valid Bye Law, Current Audit Report, Valid Clearance Certificate from A.R.C.S. for the year 2017-2018 along with other relevant supporting papers. [Non Statutory Documents], vi) The partnership firm is required to furnish copy of Registered Partnership Deed vii A Company shall furnish the Article of Association and Memorandum v.Bids shall remain valid for a period not less than 120 (One Hundred Twenty) days from the last date of submission of Financial Bid/ Sealed Bid submission. 5. Payment of bill on its production will be made after successful execution of the work subject to availability of fund and no claim, whatsoever, will be entertained for any delay of payment. No escalation charge will be entertained against any N.I.T/ any accepted tender. Deduction of Income tax, GST. (if required), Construction Workers’ Welfare Cess, etc. will be made at Source in accordance with the existing rules/orders. 6. Neither any Mobilization Advance nor any Secured Advance will be allowed. 7. The contractor shall have to arrange, nearest to the work site, required land for installation of plant & machineries (specified for each awarded work), storing of materials, provision of labour shed & laboratory etc. at his own cost an/d responsibility. 8.
