BACKGROUND INFORMATION DOCUMENT

Proposed Construction and Operation of New Bulk Outfall Sewer and Stormwater Infrastructure, Zithobeni Heights , City of Tshwane Metro Municipality

1. INTRODUCTION The purpose of this Background Information Document (BID) is to provide information to potential Interested and/or Affected Parties (I&APs) regarding the proposed construction and operation of bulk outfall sewer and stormwater pipeline infrastructure from the Zithobeni Heights development to the North of Bronkhorstspruit in the City of Tshwane Metro Municipality, Province. See locality map attached. An application for environmental authorization (Basic Assessment Process Assessment (BA)) for this proposed outfall sewer pipeline will be made in terms of the National Environmental Management Act, Act 107 of 1998 (NEMA) and the associated 2014 regulations as amended. The application will be submitted to the Gauteng Province Department of Agriculture and Rural Development (GDARD). This BID explains the proposed project and the regulatory processes that will need to be complied with, while providing I&APs with the opportunity to:  Register as stakeholders in the public participation process; and  Make comments on and contribute to the proposed project.

2. PROJECT DESCRIPTION AND BACKGROUND The proposed bulk sewer and stormwater infrastructure will serve the Zithobeni Heights Township development as well as other residential and business areas to the North of Bronkhorstspruit itself. The proposed pipelines will consist of the following: Bulk Outfall Sewer Infrastructure:  200m of 315mm diameter Class uPvC 400 sewer pipe connecting from Zithobeni Heights Township towards bulk outfall sewer pipeline;  930m of 450mm diameter Class HDPE PN10 sewer pipe comprising first section of bulk sewer pipeline up to the crossing of the R513 and the D2442;  1440m of 630mm diameter Class HDPE PN10 sewer pipe running from the R513 and the D2442 crossing to just south of the railway line;  510m of 900mm diameter Class HDPE PN10 sewer pipe comprising the final section up towards the Commando Pump station.

Bulk Stormwater Infrastructure:  Pipeline 1 - From the north-eastern corner of the Township, 790m of 1200mm diameter subsurface concrete stormwater pipe running to the north east on the boundary of portions 8 and 9 of the Farm Roodepoort 504-JR and discharging into a watercourse via a bulk stormwater outlet,  Pipeline 2 - From the eastern boundary of the Township and at the intercept of the township and the R513, 188m of 1200mm diameter subsurface concrete stormwater pipe connecting via manholes to 1024m of 1500mm diameter subsurface concrete stormwater pipe running to the east on the boundary of portions 212 and 214 of the Farm Roodepoort 504-JR and discharging into the watercourse as above via a bulk stormwater outlet,  Pipeline 3 - From the eastern corner of the Township, and at the intercept of the township and the R513 but 150m down this road, a 696m of 450mm diameter subsurface concrete stormwater pipe connecting to 663m of 1200mm diameter subsurface concrete stormwater pipe running along the R513 to the south, crossing the D2442 and discharging into an existing natural stormwater channel via a bulk stormwater outlet,  Pipeline 4 - From the south-western corner of the Township, 340m of 1500mm diameter subsurface concrete stormwater pipe running south west on the boundary of portions 11 and the remainder of the Farm Hondsrivier 508-JR and discharging into an existing stormwater pipe via a manhole.

3. LISTED ACTIVITIES IN TERMS OF NEMA (ACT 107 OF 1998) In terms of Sections 24 and 24(D) of NEMA, as read with Government Notice R 982, R 983, R 984 and R 985 of 8th of December 2014 (as amended), environmental authorisation is required for the following listed activity:  NEMA (Act 107 of 1998) GN 983 Listing Notice 1 (8 th of December 2014) - Activity 9, 10, 19. 5. WHAT IS A BA In order for the Applicant to commence with the proposed development, a Basic Assessment (BA) process must be conducted and a Basic Assessment Report (BAR) submitted to the competent authority(GDARD) in support of the application. The BA process is a well-defined and regulated process in terms of the NEMA, involving technical and scientific specialist studies, impact assessment and public participation to identify issues of concern and to evaluate the environmental and socio- economic impacts of a proposed project. The product of an BA is a report (BAR), which must:  Identify the potential impacts of the proposed activity;  Outline the public participation process undertaken;

 Illustrate the issues, concerns and suggestions raised by I&APs; and  Outline the environmental management and mitigation measures that must be taken to avoid or reduce negative impacts and enhance positive impacts.

6. PUBLIC PARTICIPATION The public participation process will enable I&APs to influence the course of the technical investigations and to review the findings of the independent studies that are undertaken. The EAP will correspond directly with registered I&APs at various stages during the process to keep them informed of opportunities to be involved. The steps in the public participation process are outlined below;  Letters of invitation accompanied by this BID and a comment sheet to be distributed to adjacent landowners of the proposed development, key individuals and organisations, announcing the project and inviting their comment;  Advertisements will be placed in a local newspaper (Streeksnuus) announcing the proposed project and providing opportunity to comment;  Site notices will be erected at strategic places along the proposed development in accordance with the requirements of the 2014 EIA Regulations;  Key stakeholders in the area will be informed via telephone, e-mail or facsimile;  All issues received from stakeholders will be captured in the comments and response report which will be used to screen and prioritise issues for evaluation.
