Extending the restrictions on retail will lead to bankruptcies of numerous companies and the loss of thousands of jobs. Shopping centres have been and are prepared to serve customers safely, being one of the safest public places during the pandemic. Both landlords and tenants have prepared themselves for the expected second wave of infections and for operating under a strict sanitary regime. A number of investments have been made in safety measures (regular disinfection of places frequently touched by people, gloves or dispensers with disinfectant, and free-of-charge masks for customers), there is a constant monitoring of the visitor traffic in place, customer behaviour is enforced in accordance with regulations and recommendations (wearing masks, disinfecting hands, maintaining social distance). It is a rare procedure in the Polish political system under which some ministers lose their powers and new ones appear on the stage. Unexpectedly, however, the Animal Protection Act shook the talks and caused a serious political crisis. The reconstruction that followed the crisis is very far-reaching and shows who is genuinely ruling the country. Political crisis related to the Animal Protection Act The debate about reducing the number of ministries, changing their competences or powers of individual ministers had already been going on throughout the summer period (see Poland 2020 September Domestic Policy Briefing). When it seemed that the three parties which create the ruling coalition of the United Right (Law and Justice Party, Prawo i Sprawiedliwość, PiS; United Poland; Solidarna Polska; Agreement, Porozumienie Jarosława Gowina) were already agreeing on the appearance of the new government, one vote shocked the political scene and public opinion. A real game changer was the voting on the Animal Protection Act (so-called "five for animals" act), which entered the deliberations of the parliament on September 18, and was voted shortly after by a large part of the political circles represented in the SeJm.

These are the words with which I opened the Risk and Trends 2020 conference on Jan- uary 31. This was right on target, although it is not a remarkable feat to find the future to be unpredictable. In January, I spoke about a decade of instability, about an acceleration of events, and about attention spans that have been re- duced to a bare minimum. I also spoke of the best way to deal with this new reality. And these words also seem to be relevant today. If 2020 is a storm and Poland is a boat battered by incoming waves, we at Polityka Insight would like to be the crow’s nest. We don’t count the waves, we won’t predict when the sun will come out, we don’t have a map that will lead to safe, dry land. Our ambition is to stand out above the chaos, see just a bit more, and deliver to you, as soon as possible, the knowledge of coming events, dangers and glimpses of hope. This is the reason we have prepared this publication which tries to antici- pate the final months of this crazy year. Many of the things we wrote will come true, some will not.     In search of the right questions A year ago, we forecast a year of uncertainty. Back in February, we talked about a mysterious virus, and the audience asked whether COVID-19 would be China’s 21st-century Chernobyl. This seemed like an exaggeration at the time, yet later turned out to be a grave understatement. One thing has remained unchanged these past 12 months. We still live in times of uncertainty. Therefore, let us beware of people who speak with conviction on what’s to come. We must learn to speak less, listen more and let humility be the signpost to our future. In recent years, we have become overwhelmed with data, analytics and expertise. All these are most certainly called for, but it is equally important to be aware of the variability and complexity of the phenomena we experience. The world we live in is not black and white, but contrarily, increasingly non-binary. The processes we observe have accelerated enormously. But they are still processes. The old world will not disappear, neither will a new one emerge over the weekend. Banks will not collapse, newspapers will not vanish, and the generation of politicians who remember the fall of the Berlin Wall will not throw in their towels and retire overnight. This does not change the fact that a reevaluation is taking place. To understand it, a conversation is required, as well as a new language. Tools are needed to name these processes and grasp this moment in time and its consequences. Only when we understand our circumstances and accept the indispensability of change, will we be able to influence it.

    Warszawa, dnia 28 sierpnia 2020 r. Szanowny Pan Mateusz Morawiecki Prezes Rady Ministrów Szanowny Panie Premierze, Polska, Europa i Świat stoją dziś przed wyzwaniem walki z pandemią Covid-19. Trwające obecnie w Polskim Rządzie prace nad nowym rozporządzeniem w sprawie zakazu lotów, jakie ma obowiązywać od 2 września 2020 r. i ich wynik ma ogromne znaczenie dla branży lotniczej i turystycznej. Nadal aktualne pozostają postulaty wyrażone w poprzednim piśmie do Pana skierowanym w dniu 24 sierpnia 2020 r . Powodowani troską o miejsca pracy Polaków zatrudnionych w branży lotniczej i turystycznej, ale nie mniej o zdrowie Polaków zwracamy się z wnioskiem o uwzględnienie poniższych postulatów w pracach nad nowym rozporządzeniem. Po pierwsze nie budzi wątpliwości, iż samolot – co potwierdzają kolejne badania naukowe (np. przeprowadzone przez niemieckich wirusologów z Instytutu Wirusologii Uniwersytetu Goethego, opublikowane na łamach czasopisma naukowego JAMA Network Open) – w dobie pandemii jest najbezpieczniejszym środkiem transportu. Możliwość zarażenia się od współpasażera na pokładzie jest niska, a przy obowiązku noszenia maseczek podczas całego rejsu prawdopodobieństwo jeszcze spada. Przewoźnicy lotniczy dbają o przestrzeganie wszelkich norm sanitarnych, a także – co bardzo ważne – rygorystycznie wykonują obowiązki związane z uzyskiwaniem od pasażerów ankiet lokalizacyjnych i przestrzegają wymagań nałożonych na nich aktualnie obowiązującymi przepisami rozporządzenia z dnia 7 sierpnia 2020 r. w sprawie ustanowienia określonych ograniczeń, nakazów i zakazów w związku z wystąpieniem stanu epidemii (Dz. U. z 2020 r. poz. 1356). Dlatego też zakaz lotów do danego państwa przy zachowaniu możliwości podróżowania do niego np. drogą lądową nie sprzyja bezpieczeństwu osób odbywających podróż. W związku z tym apelujemy o racjonalne wprowadzanie zakazu lotów do poszczególnych krajów i równe traktowanie transportu lotniczego i lądowego.
