LITERATUS literature for social impact and cultural studies The Pseudo Rivality of Political Elites in The Governor Election East Java Province in 2018 Rivalitas Semu Elite Politik pada Pemilukada Gubernur Provinsi Jawa Timur 2018 Muhammad Aditya Pradana Departemen Ilmu Politik, Universitas Indonesia Depok, Jawa Barat Abstract Rivalry and elite cooperation in Indonesia exist due to the existence of interests between groups of actors that intersect with each other in various aspects. That the elite always tries to create consensus through cooperation on the calculation of profits even though there is rivalry between the elites who intersect. This can be seen from the post-conflict local elections in East Java in 2008, 2013, and 2018. In the 2008 and 2013 East Java regional elections, Soekarwo became Khofifah's rival. However, in the 2018 East Java election, Soekarwo turned to support Khofifah and decided not to support his deputy for two periods, namely Saifullah Yusuf. This study wants to see the factors behind elite rivalry and cooperation, especially in the context of the 2018 East Java Regional Election. This research uses qualitative methods. In addition, this research also uses the theory of antagonistic cooperation, boundary control theory, party- led transition, and integration theory and elite circles. The results of this study show that there is a role for the national elite, in this context the DPP of the Democratic Party and the influence of President Joko Widodo in the transition of Soekarwo's support to Khofifah. In addition, this study also found that there was a relationship of interdependence between Seokarwo and Khofifah. -
Local Politics and Chinese Indonesian Business in Post-Suharto Era
Kyoto University Local Politics and Chinese Indonesian Business in Post-Suharto Era Wu-Ling Chong* This article examines the relationships between the changes and continuities of Indonesian local politics and Chinese Indonesian business practices in the post- Suharto era, focusing on Chinese Indonesian businesses in two of the largest Indo- nesian cities, Medan and Surabaya. The fall of Suharto in May 1998 led to the opening up of a democratic and liberal space as well as the removal of many dis- criminatory measures against the Chinese minority. However, due to the absence of an effective, genuinely reformist party or political coalition, predatory political- business interests nurtured under Suharto’s New Order managed to capture the new political and economic regimes. As a result, corruption and internal mis- management continue to plague the bureaucracy in the country and devolve from the central to the local governments. This article argues that this is due partially to the role some Chinese businesspeople have played in perpetuating corrupt busi- ness practices. As targets of extortion and corruption by bureaucratic officials and youth/crime organizations, Chinese businesspeople are not merely passive and powerless victims of corrupt practices. This article argues, through a combination of Anthony Giddens’s structure-agency theory as well as Pierre Bourdieu’s notion of habitus and field, that although Chinese businesspeople are constrained by the muddy and corrupt business environment, they have also played an active role in shaping such a business environment. They have thus played an active role in shaping local politics, which is infused with corruption and institutionalized gang- sterism, as well as perpetuating their increasingly ambivalent position. -

Indonesia is an interesting case in point. In this paper, the writers expound on the dynamics of organizational conflicts experienced by the Indonesia Democracy Party of Struggle (Partai Demokrasi Indonesia Perjuangan/PDI-P) as an opposition party in Indonesia for two decades. By utilizing a phenomenographic approach to capture the participation, perception and understanding of party leaders and members, this paper focuses on three research problems, namely the levels of internal party conflicts, styles of conflict management and factors that influences the process of conflict resolution. There are several highlighted findings. First, the level of conflict occurs on the levels of inter-organizational, intergroup, intragroup, and interpersonal. Secondly, the styles of conflict management adopted by individuals in the party consist of collaborative, competitive, accommodating, compromising and avoidance styles, which vary according to character, political needs, and ideology. Lastly, conflict resolution in the party is heavily influenced by (1) personal factors such as individual member’s conceptions on internal party conflicts as well as their references to how conflicts have been solved before; (2) relational factors, i.e. -

Institutional, socio-economic, and socio-cultural factors influence this condition. Some studies also identified that media considered as an essential factor for women’s involvement in politics. This paper examines factors contributing to the failure of Khofifah Indar Parawansa in East Java gubernatorial elections and whether or not gender is a matter in affecting the failure. This research analyzed kompas.com on how media reports the process of exploring this issue, how it frames the factors and the result of the 2008 and 2013. Seventy-nine news reports from online newspapers, 27 from the 2008 election and 52 from the 2013 election, were analyzed. Researchers traced these articles using thematic textual analysis to identify factors inhibiting Khofifah’s participation in the elections. The media reported that political, socio-economic, and socio-cultural aspects inhibited her success in the elections. Interestingly, the media emphasizes the political aspect as the most significant factor in her failures. -

The election of the governor in Indonesia had been done directly since the Law No. 22 of 1999 on Local Government. The political participation was 64.23%. This article is written to describe the context of regional elections related to East Java Governor Election. To what extent was the level of voter participation in East Java Provincial Governor Election 2008, and 2013. The approach of the paper used qualitative study to see secondary data that had been documented at BPS, KPUD and the media surrounding the election of governor. The Election of East Java Province Governor 2008 were five candidates. They were Khofifah-Mudjiono, Soenarjo-Ali M Moesa, Soekarwo-Syaifullah Y, Soetjipto-Ridwan H, Achmady-Soehartono. This election came in the 2nd round which was won by Soekarwo-Syaifulah Y. In the first round Soekarwo-Syaifulah Y. has a high electability compared to Soenarjo-Ali M Moesa, but it was finally won by Soekarwo-Syaifullah Y. in second round with a participation rate of 60.8% (Jayamahe, 2017). The East Java Province Governor Election 2013 the participation rate was 58.96% (LSI), (Mujib Anwar, 2013). The electability and political participation was above 55%, the Governor of East Java Province can adopt policies and implement well supported by professional and strong stake holders. ISSUE: 2018 No. 65 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore |19 October 2018 Political Machinery or Women’s Network?: The Case of East Java’s 2018 Gubernatorial Election Budi Irawanto* EXECUTIVE SUMMARY The victory of Khofifah Indar Parawangsa in the East Java gubernatorial election suggests that party machinery is not always an effective vehicle for voter mobilization. The fact that this particular contest has no parallel with the political coalitions at the national, provincial, and city or district levels also prevented candidates from pursuing an integrated campaign strategy. Given that both governor candidates (Khofifah and Saifullah) have a similar background as nahdliyin (NU members), familial lineage and political kinship came to the fore in the campaign, but apparently without much effect in the East Java province. Instead, the women’s network through Muslimat NU seems to have been a more decisive factor in mobilizing support for Khofifah. He wishes to thank Eve Warburton and an anonymous reviewer for their comments and suggestions on this article. 1 ISSUE: 2018 No. 65 ISSN 2335-6677 INTRODUCTION After two failed attempts in the East Java gubernatorial election, former minister of social affairs Khofifah Indar Parawansa finally won against her two-time rival Saifullah Yusuf (popularly called ‘Gus Ipul’).1 As predicted by many pollsters prior to the election, Khofifah and her running mate Emil Elestianto Dardak (former regent of Trenggalek) won with a narrow gap (7.1 percent or 1,389,204 votes) against her contender.2 Khofifah will be the second female governor after Ratu Atut Chosiyah3 since the direct regional elections began in 2005.
