1 Turkey Country Profile 1 Turkey Country Profile Turkey (Turkish: Türkiye), officially the Republic of Turkey, is a contiguous transcontinental country, located mostly on Anatolia in Western Asia, and on East Thrace in South eastern Europe. Turkey is bordered by eight countries: Bulgaria to the northwest; Greece to the west; Georgia to the northeast; Armenia, Iran and the Azerbaijani exclave of Nakhchivan to the east; and Iraq and Syria to the southeast. The Mediterranean Sea is to the south; the Aegean Sea is to the west; and the Black Sea is to the north. The Sea of Marmara, the Bosphorus and the Dardanelles (which together form the Turkish Straits) demarcate the boundary between Thrace and Anatolia; they also separate Europe and Asia. Turkey's location at the crossroads of Europe and Asia makes it a country of significant geostrategic importance. Southern Region of Turkey Hatay Province is a province in southern Turkey, on the eastern Mediterranean coast. The administrative capital is Antakya , and the other major city in the province is the port city of skenderun. There are border crossing points with Syria in the district of Yaylada and at Cilvegözü in the district of Reyhanl Gaziantep is a city in the western part of Turkey's South-eastern Anatolia Region, some 185 kilometres east of Adana and 97 kilometres north of Aleppo, Syria. The city has two urban districts under its administration, ahinbey and ehitkamil. Mersin is a large city and a port on the Mediterranean coast of southern Turkey. It is part of the Adana-Mersin Metropolitan Area – and lies on the western part of Çukurova, a geographical, economical, and cultural region. Mersin is an important hub of Turkey's economy, and Turkey's largest seaport is located in the city. It is the provincial capital of the eponymous Mersin Province of Turkey. Adana is a major city in southern Turkey. The city is situated on the Seyhan river, 35 km (22 mi) inland from the Mediterranean Sea, in south-central Anatolia. It is the administrative seat of the Adana Province and has a population of 1.7 million, making it the fifth most populous city in Turkey. Bu noktadan bakınca devlet teşkilatının saha uygulamalarını takip etmek, oradaki sorunları veya iyi uygulamaları yerinde görmek, oradan yapılan tespitlerle merkezi politikaları belirlemek, modern bir yaklaşım olarak kendini göstermektedir. Tıpkı özel sektör gibi zaman ve para kaynağının etkin kullanımını temin etmek, bunun denetimini sağlamak, 21. Yüzyıl devlet yapılarının olmazsa olmazı halini almaktadır. İçişleri Bakanlığı bünyesinde bir süredir uygulamakta olduğumuz ve kısa adı İZDES olan “İzleme ve Değerlendirme Sistemi”, işte bu düşünceler ve modern yönetim anlayışının bir gereği olarak ortaya çıkmış; kendi adına çok faydalı sonuçlar ortaya koymuştur. Bakanlığın tüm taşra birimlerinin ziyaret edildiği, sorunların ve yapılması gerekenlerin sahadaki insanlarla karşılıklı istişare edildiği, işlerin ve kapasitenin doğru bir envanterinin ortaya koyulabildiği, aynı zamanda vatandaşın beklentilerinin de öğrenildiği bu sistem, kamu yönetiminin verimini arttırmada bugün olduğu gibi gelecekte de çok önemli adımlara vesile olacaktır. Adana özelinde gerçekleştirilen İZDES çalışmalarının geniş kapsamlı bir özeti şeklindeki bu rapor, ilçe bazında olması sebebiyle de ayrı bir önem arz etmektedir. Adana ilindeki bakanlık faaliyetlerimizin net bir fotoğrafını ortaya koyan bu çalışma, inanıyorum ki hem diğer şehirlerimiz için hem de diğer kamu kurumlarımız için örnek teşkil edecektir. The dataset used for tomography included the travel times of 54,713 P-waves and 38,863 S-waves from 6355 seismic events. The distributions of the resulting seismic velocities (Vp, Vs) down to a depth of 60 km demonstrate significant anomalies associated with the major geologic and tectonic features of the region. The Arabian plate was revealed as a high-velocity anomaly, and the low-velocity patterns north of the Bitlis suture are mostly associated with eastern Anatolia. The upper crust of eastern Anatolia was associated with a ~10 km thick high-velocity anomaly; the lower crust is revealed as a wedge-shaped low-velocity anomaly. With this purpose, 303 students were included from the Black Sea Region, where mainly monolingual students studied and 247 students were included from the Eastern and South-eastern Regions, where bilingual students studied. Furthermore, in order to expand the scope of the research, it was intended to find out the views of class teachers about the reading comprehension skills of bilingual students. So in the research, the mixed method and the parallel pattern converging from the patterns of the mixed method were used. The research result presented a significant difference between the reading comprehension skills of the monolingual 4th grade students from the Black Sea Region and the students from the Eastern and South- eastern Regions. This difference was in favour of the monolingual students. On the other hand, reading comprehension skills of the 4th graders in the Eastern and South- eastern Regions did not significantly differ within itself depending on bilingualism. Serdar GİRGİNER – Murat DURUKAN * ABSTRACT Prehistoric Paintings in the Akyapı Cave in Mersin / Gülnar The cave paintings in the Akyapı (AlaKapı) cave, near the town of Gülnar (Mersin) have been discovered in 2012 and they are regarded as unique for the Middle Taurus region. In these paintings which are excursively scattered on the cave walls, the same figure was presented several times. The human figures have their arms raised upwards with elbows knicked in an angle of 90º and with knees also knicked in the same angle as the arms. The figures have big phalloi (?). The fact that the standard figure in question was depicted several times and that there is no other subject in the cave walls indicate the importance of both the cave and the depicted character. Because of its huge phal- los, it is suggested that the figure in question is a sacred being, and that the cave was probably a sacred place. It is assumed that the cave paintings of Akyapı in the Middle Taurus region where the number of prehistoric researches are so scanty may be dated to Neolithic or Chalcolithic period. Mağaranın duvarlarına gelişi güzel serpiştirilmiş olan bu resimlerde, aynı figürün tekrar tekrar betimlenmiş olduğu görül- mektedir. Kollarını dirseklerinden doksan derecelik açıyla yukarıya doğru kaldırmış ve dizlerini yine doksan derece bükmüş olan bu insan tasvirleri aynı zamanda iri bir fallusa (?) sahiptir.
