2. Project Description
Consultancy Agreement No. NEX/2301 South Island Line (East) Environmental Impact Assessment 2. Project Description 2.1 Project Background The South Island Line (SIL) was originally proposed as part of the Second Railway Development Study (RDS-2) completed in May 2000 as an extension to the existing railway network to serve the Southern District of Hong Kong. In June 2002, MTRCL submitted a preliminary proposal for a medium-capacity SIL, which involved a monorail system looping from University Station of the planned West Island Line (WIL) to the southern part of Hong Kong Island and back to Wanchai Station of the existing Island Line (ISL). The study identified that SIL would not be commercially viable without Government’s funding support. Subsequently, MTRCL further developed the proposed SIL as part of a Feasibility Study (FS) entitled “West Island Line and South Island Line Feasibility Study” which was completed in March 2004. After an evaluation of various alternative options, the FS recommended the implementation of the proposed SIL(E) from South Horizons to Admiralty, via intermediate stations at Lei Tung, Wong Chuk Hang and Ocean Park, for serving the Southern District and provision of a necessary depot at Wong Chuk Hang to support the operation of SIL, amongst other recommendations related to WIL. The FS also evaluated the feasibility of providing additional intermediate stations at Happy Valley and Wanchai. In February 2005, MTRCL submitted a project proposal to the Government for phased implementation of the SIL and WIL. In December 2007, the Executive Council gave the green light for MTRCL to proceed with preliminary planning and design of the SIL(E), which will be a medium capacity railway line running from Admiralty to South Horizons, with three intermediate stations at Ocean Park, Wong Chuk Hang and Lei Tung. -

Winter Season (December - March) is the most relaxing and comfortable time to go to Hong Kong but besides the weather, there's little else to do since the "Sale Season" occurs during Summer. There are some sales during Christmas & Chinese New Year but 90% of the clothes are for winter. Hong Kong can get very foggy during winter, as such, visit to the Peak is a hit-or-miss affair. A foggy bird's eye view of HK isn't really nice. Summer Season (May - October) is similar to Manila's weather, very hot but moving around in Hong Kong can get extra uncomfortable because of the high humidity which gives the "sticky" feeling. Hong Kong's rainy season also falls on their summer, July & August has the highest rainfall count and the typhoons also arrive in these months. The Sale / Shopping Festival is from the start of July to the start of September. If the sky is clear, the view from the Peak is great. Avoid going to Hong Kong when there are large-scale exhibitions or ongoing tournaments like the Hong Kong Sevens Rugby Tournament because hotel prices will be significantly higher. The directions of summer winds are ranging from the East, Southerly quarters, and the West. There is a strong east-west channeling at/near ground level due to the surrounding topography. 0.2 Topography (a) For background wind coming from the northeast and southeast, the wind profiles and characteristics will be affected by hills. Turbulence and re-circulation of wind when it moves downhill towards the study area is expected. -

For discussion on 15 December 2000 LEGISLATIVE COUNCIL Panels of Environmental Affairs and Transport Measures to Address Noise Impact of Existing Roads INTRODUCTION This paper supplements the Legislative Council brief issued to Members on 18 November 2000 concerning a new policy to address the noise impact of existing roads on nearby residents. A copy of the brief is at Enclosure 1. THE NEW POLICY 2. The new policy to address the noise impact of existing roads on residents in the neighbourhood is as follow - (a) engineering solutions, by way of retrofitting of barriers and enclosures, and resurfacing with low noise material, should be implemented where practicable at existing excessively noisy roads in accordance with the guiding principles set out in paragraphs 7 and 13 of the Legislative Council brief; and (b) Non-engineering solutions, such as traffic management measures, should be explored on a case-by-case basis and implemented where practicable at roads where engineering solutions are impracticable or where engineering solutions alone are inadequate in reducing the noise to an acceptable level. PAGE 2 SUPPLEMENTARY INFORMATION Roads exceeding noise limit 3. According to the assessment of the Environmental Protection Department (EPD), 655 out of 3,000 existing roads in Hong Kong are currently generating noise in excess of the noise limit for new roads of 70dB(A). This does not mean, however, all flats near these 655 roads are exposed to high noise levels. This is because the degree of noise impact would depend on factors including height and location of the flats and any structure that screens the line-of-sight to the road. -
