They are among the poorest of the poor.According to the World Bank estimates, one in five of the world's poorest people are disabled, and many of them live in low and middle- income groups. Due to the lack of opportunities, many of them are forced to remain confined to their houses. On the other hand, due to inadequate awareness in societies, persons with disabilities are not accepted as a useful human resource in economic development. There is a dire need for putting in place an information bridge administered by persons with disabilities themselves, because they are the best advocate of their issues.After the disastrous earthquake of October 8th, 2005 the population of disabled persons has increased manifold in the country. These issues must be addressed at all levels. For this purpose STEP has initiated the First Information and Resource Centre on Disability with the goal of Empowerment and Capacity Building of Persons with Disabilities.

Half a century after its inception and the implementation of the plan the city has grown to 1.2 million inhabitants, the ‘urban sprawl’ beyond the limits of the plan has occupied more space than assigned in the original plan. From 1972 until 2009 the residential areas have been expanded from less than one fifth of the agglomeration‘s space to an extent that has increased by half, mainly on the expense of mixed vegetated areas. Nevertheless, at the same time the space occupied by agricultural farm activities for the supply of the citizens with goods and products of daily necessities has remained bigger and is still covering approximately one third of Islamabad (Butt et al. 2012: 111). The distinction between rapid urban development and the need to supply its growing number of citizens with nutritional and dairy products could well be a founding principle for planning cities. Deficiencies and shortcomings are often embedded in a static perception of urban development that lacks vision and imagination when it comes to present and future demands of urban citizens and when unexpected 135 growth occurs. Living with the plan Islamabad is presented as a case in point for myopia in designing original plans, for necessary adjustments to daily needs of residents and for vested interests of different stakeholders that need to be negotiated in the framework of power and forceful interventions.

Funded by the United States Agency for International Development (USAID) and implemented by the International Food Policy Research Institute (IFPRI), the PSSP provides analysis in four areas: agricultural production and productivity; water management and irrigation; macro- economics, markets and trade; and poverty reduction and safety nets. The PSSP is undertaken with guidance from the Government of Pakistan through the federal Planning Commission and a National Advisory Committee, and in collaboration with Innovative Development Strategies (Pvt) Ltd. ABOUT the COMPETITIVE GRANTS PROGRAM The Competitive Grants Program (CGP) is a component of the PSSP that provides support to Pakistani researchers on topics addressing the PSSP and related objectives. While PSSP working papers are not classified as peer-reviewed final publications, the papers developed under the CGP have been presented in program conferences and subject to reviews at the interim and final report stages. This, naturally, necessitates the availability of data pertaining to urban centers for planned development of the area and to solve other relevant issues. Although, the regular census publications of 1998 Census i.e. District/Provincial and National reports, carry data by rural/urban areas in all the tables while two tables pertain to urban localities in the district/province but that data does not replace the demand for exclusive tabulation of data for urban centres, specially the big c:ties. Therefore, it seemed appropriata to publish separate City Reports initially for big cities, having population of 3 lacs and above. The city report consists of five parts viz (I) write up which carries general description of the city, (II) Broad analysis of population data, (Ill) Broad analysis of housing data, (IV) comprises statistical tables while Part (V) provides additional information in the form of annexures. I hope this report will be a valuable addition to the stock of census publications and will serve its purpose usefully.
