The Executive Directors (EDs) of the women's shelters on these reserves were interviewed, as well as three DV survivors who were identified by the EDs. The meanings articulated by interviewees is intended to provide educators and those in anti-violence efforts with an increased understanding of resilience as defined by Aboriginal DV survivors. The interpretations that were voiced are different from those that are understood according to prevailing Western tradition. Among Aboriginal populations, internally-derived perspectives of resilience, I contend, are foundational in developing curricula aimed at reducing DV and its traumatic manifestations. DV is often deceptively and simplistically construed as the conduct and dynamics of two people within a home. However, my investigative study that includes a comprehensive literature review, exposes the fallacy of this assumption as it pertains to Aboriginal communities: DV has historic origins that are strongly grounded in colonialism. DV is, as well, socially constructed in power hierarchies that sustain patriarchal supremacy, and a devastating social and psychological plague in all reserve communities. My research recognizes that community-based interventions in Aboriginal communities can only be effectively operationalized with the knowledge of the intricacies of colonialism as they pertain specifically to DV. Drawing on traditional beliefs and community principles such as meaningful participation, integration of cultural and spiritual practices, recognition of historical injustices by colonizing forces, consensus-derived decision­ making involving women and youth all help inform educational offerings about the actionable content and delivery of resilience teachings. Community participants related their personal stories of resilience to me, and discussed their reasons and motivations for moving into violence-free lives. Collectively, these four regions make up Inuit Nunangat, our homeland in Canada. It includes 53 communities and encompasses roughly 35 percent of Canada’s land mass and 50 percent of its coastline. The comprehensive land claim agreements that have been settled in Inuit Nunangat continue to form a core component of our organization’s mandate. These land claims have the status of protected treaties under section 35 of the Constitution Act, 1982, and we remain committed to working in partnership with the Crown toward their full implementation. Consistent with its founding purpose, ITK represents the rights and interests of Inuit at the national level through a democratic governance structure that represents all Inuit regions. ITK advocates for policies, programs and services to address the social, cultural, political and environmental issues facing our people.     Tukitaaqtuq explain to one another, reach understanding, receive explanation from the past and The Eskimo Identification Canada System by Norma Jean Mary Dunning A thesis submitted in partial fulfillment of the requirements for the degree of Master of Arts in Faculty of Native Studies University of Alberta ©Norma Jean Mary Dunning, 2014 ABSTRACT The government of Canada initiated, implemented, and officially maintained the ‘Eskimo Identification Canada’ system from 1941-1971. With the exception of the Labrador Inuit, who formed the Labrador Treaty of 1765 in what is now called, NunatuKavat, all other Canadian Inuit peoples were issued a leather-like necklace with a numbered fibre-cloth disk. These stringed identifiers attempted to replace Inuit names, tradition, individuality, and indigenous distinctiveness. This was the Canadian governments’ attempt to exert a form of state surveillance and its official authority, over its own Inuit citizenry. The Eskimo Identification Canada system, E- number, or disk system eventually became entrenched within Inuit society, and in time it became a form of identification amongst the Inuit themselves. What has never been examined by an Inuk researcher, or student is the long-lasting affect these numbered disks had upon the Inuit, and the continued impact into present-day, of this type of state-operated system. The Inuit voice has not been heard or examined. This research focuses exclusively on the disk system itself and brings forward the voices of four disk system survivors, giving voice to those who have been silenced for far too long. i PREFACE This thesis is an original work by Norma Dunning. The first report (March 2014) was based on interviews and qualitative data. This report deals with results of a questionnaire, with content developed in 2013 by Inuit women of Qamani’tuaq in the course of a week-long workshop. The questionnaire was completed by 62 women, aged 19 years and older. The data deals with their experience, perceptions and feelings. While social impact research typically focuses on statistical indicators (rates at which services are engaged, facilities used, employment rates, training received, health statistics, etc.), there are considerable shortcomings to this approach. The quality of life experience is important.

Abstract This is a qualitative study of the 30-year land claim negotiation process (1963-1993) through which the Inuit of Nunavut transformed themselves from being a marginalized population with few recognized rights in Canada to becoming the overwhelmingly dominant voice in a territorial government, with strong rights over their own lands and waters. In this study I view this negotiation process and all of the activities that supported it as part of a larger Inuit Movement and argue that it meets the criteria for a social movement. This study bridges several social sciences disciplines, including newly emerging areas of study in social movements, conflict resolution, and Indigenous studies, and offers important lessons about the conditions for a successful mobilization for Indigenous rights in other states. In this research I examine the extent to which Inuit values and worldviews directly informed movement emergence and continuity, leadership development and, to some extent, negotiation strategies.

Once again, I have the honour of presenting Pauktuutit’s Annual Report for 2019-2020. The past year was an exceptional one on many fronts and that says a lot for an organization in its 36th year. This has been one of my busiest years as President, but my message will only address a selection of issues we have worked on during that past year. The topics I have selected to highlight reflect the breadth of the issues we have worked on, rather than any effort to prioritize one issue over another. The report that follows provides a much more detailed look at the busy year we have just completed. Since its inception, Pauktuutit has frequently faced a lack of adequate and predicable funding. Depending on the government of the day and its priorities, Pauktuutit has often struggled to access sufficient funding to enable it to adequately address the many challenges facing Inuit women.
