To this end, the goal of the International Napoleonic Society is to gather the leading minds in this field for the purpose of creating, reviewing, commenting upon, making awards to, and financially supporting Napoleonic Scholarship. ➢ The International Napoleonic Society will sponsor periodic International Napoleonic Congresses to give scholars and students the opportunity to meet and share the results of their research and studies. These Congresses will be held throughout the world. To date, Congresses have been held in Italy, Israel, Georgia, France, Poland, Canada, Malta, The Netherlands, Russia, Cuba and Belgium, and have attracted some of the world’s foremost Napoleonic Scholars. We may also sponsor and support smaller meetings and/or joint meetings with other scholarly organizations. ➢ The International Napoleonic Society will encourage the publication of work of academic merit. To this end we will provide the opportunity for scholarly articles to be published in our journal, Napoleonic Scholarship, as well as on our website. We may also support the publication of works of academic merit, as well as the reprinting of important material no longer easily available. ➢ It is important that original documents, as well as material available only in languages not commonly read by western scholars, be made available to Napoleonic Scholars. We will therefore encourage and support the translation and/or publication of such materials, including in our journal and on our website. ➢ The INS may sponsor lectures, tours, the granting of scholarships, the production of exhibitions and other displays, and other academic and/or cultural activities as deemed appropriate. 5 Napoleonic Scholarship: The Journal of the International Napoleonic Society December 2017 Message from the President I am very pleased to send you the 2017 INS Journal. I regret that it has been delayed, a situation that is mostly due to me. But I think you will find it well worth the wait. As usual, special thanks go to our editor-in-chief, Wayne Hanley, and our production editor, Edna Markham. Some of these papers were presented at our Congress in Trier, Germany. It was a very successful Congress, largely due to the efforts of Bill Chew. The 2018 Congress was in Vienna, Austria, and was one of the most successful in our history. We owe a debt of gratitude to Ferdi Wöber for his tireless work in making it happen, along with excellent assistance from Allon Klebanoff. Some of those papers will appear in the next issue. As usual, Wayne has assembled an excellent assortment of papers for this issue. But this issue is special for another reason as well. My personal Napoleonic collection includes a very large number of original documents from the period. The INS is undertaking a special project to make these documents available for researchers. Beginning in this issue we are presenting scans of an assortment of documents. Those that are not in English will be translated. Each will have a brief introduction by me as well as an appropriate graphic from my collection. It is my hope that

Seeber* It was bitterly ironical that exile from France and a pre- mature death on the Ohio River should have been the fate of Jacques Garniei, for it was he who proposed, in 1792, the law which perpetually banished the Royalist refugees and con- demned them to death in the event of their return to Frame. With the fall of Napoleon, this prominent Revolutionary sought peace and freedom in the United States, the haven of so many French expatriates. He reached this new Canaan in October, 1816, and within a few months was established in New Albany. It is here that we discover him, in the present narrative, keeping a modest store, selling land for the “Vine and Olive Company” to settlers bound for the new develop- ment on the Tombigbee River, and completing his latest book of which there remains no trace. Jacques Garnier (usually know as Garnier de Saintes) was born in 1755l in the town of Saintes, some forty miles southeast of La Rochelle. At the outbreak of the French Revo- lution, he became president of his provincial (Saintonge) com- mittee in charge of the procurement, conservation, and distri- bution of grain, then attorney general of the newly-created ddpartement of Charente-Inf6rieure. Elected to the National Convention, Garnier allied himself with the most violent fac- tion, the Montagnards; at the trial of Louis XVI, in 1792, he voted for the monarch’s death without appeal or delay, with the remark: “The people, when betrayed, do not judge their kings; they hurl a Lightning bolt and exterminate them.” In 1793, he summoned before the Revolutionary Tribunal General Blanchelande, governor of Santo Domingo, charged with opposing the enforcement of the decree which freed the island’s slaves, and with the illegal execution of the mulatto * Dr.

As of November, the market share for Korean films in the domestic market stood at 55 percent, which indicates that the yearly market share of Korean films will be over 50 percent for the third year in a row.     INTRODUCTION aithness has a rich history stretching back many thousands of years, but in more recent times many born in the county left to make their mark abroad. Part of the reason for the exodus was the Highland Clearances of the 19th century, while Cothers were looking for adventure or had sampled life abroad during spells in the armed forces. For others still, it was because their parents had taken the decision to leave in search of a better life for themselves and their families. Among these were the first Lady Mayor ever to be elected in the British Empire, the 9th President of the Continental Congress in America during the Revolutionary period, and a pioneering road engineer who moved to South Africa when he was young, to name but a few. Those who stayed at home are credited with great engineering feats and geological discoveries – not only at home but abroad – as well as pioneering work in the arts and sciences. They dedicated, and still dedicate, their whole lives to their work and the impact of these inspirational people has touched the lives of many thousands of individuals worldwide. There are many hundreds of Caithness-born people who had an impact on the world in some way, however there is not enough room in this volume for them all. RENN, Ph.D., F.I.A ROYAL Charters incorporating academic and professional bodies have usually been granted as soon as the organization could prove itself worthy of the honour. Why, then did it take the Institute nearly 40 years to acquire its charter? The story has been told in R.C. Simmonds’s The Institute of Actuaries 1848–1948 but bears retelling here. Since the beginning of the nineteenth century, life office managers had met informally in Edinburgh and London to discuss matters of common interest and to pool mortality experiences. The Select Committee of the House of Commons on Assurance Associations in 1844 advocated the organization of a Society of Actuaries inter alia to issue certificates to persons qualified to practice, but recognized that ‘considerable difference of opinion on the subject prevails among actuaries themselves’. In 1848 a proposal to create a general professional association of actuaries was considered by a committee of senior actuaries associated with old-established offices. Peter Hardy had suggested a ‘College of Actuaries’ but got cold feet when asked to make detailed proposals. These were radical times: Europe was in ferment, and only a few days before the Committee met, the Chartists had organized a revolutionary petition in England. The mass march from Kennington to the House of Commons had broken up because of heavy rain and even heavier policing (organized by the Duke of Wellington) and the petition, when finally delivered, contained far fewer signatures than expected, many of them blatant forgeries.

Mai 2018 Zusammenfassung Die vorliegende Dissertation setzt sich mit dem Einfluß okonomischer¨ Geographie auf die Geschichte des Heiligen Romischen¨ Reichs deutscher Nation bis zum Deutschen Zollverein auseinander. Die Dissertation besteht aus drei Kapiteln. Im ersten Kapitel werden die Effekte von Heterogenitat¨ in der Beobacht- barkeit der Bodenqualitat¨ auf Besteuerung und politischen Institutionen erlautert,¨ theoretisch betrachtet und empirisch anhand von Kartendaten analysiert. Es wird ein statistischer Zusammenhang zwischen Beobachtbarkeit der Bodenqualitat¨ und Große¨ und Uberlebenswahrschenlichkeit¨ von mittelalterlichen Staaten hergestelt. Das zweite Kapitel befasst sich mit dem Einfluß dieses Mechanismus auf die spezielle Geschichte Brandenburg-Preußens, und erlautert¨ die Rolle der Beobachtbarkeut der Bodenqualitat¨ auf die Entwicklung zentraler Institutionen nach dem Dreißigjahrigen¨ Krieg. Im empirischen Teil wird anhand von Daten zu Provinzkontributionen ein statistisch signifikanter Zusammenhang zwischen Bodenqualitat¨ und Besteuerug erst im Laufe des siebzehnten Jahrhundert deutlich. Das dritte Kapitel befasst sich mit dem Einfluß relativer Geographie auf die Grundung¨ des Deutschen Zollvereins als Folge des Wiener Kongresses.
