Wah Group awarded the degree of Doctor of Social Sciences honoris causa by the University of Hong Kong today * * * (Hong Kong, 15 March 2016) – Dr Lui Che-woo, Chairman of K. Wah Group (“The Group”), was conferred the degree of Doctor of Social Sciences honoris causa by the University of Hong Kong. Hosted by Dr David Li Kwok Po, the Pro-Chancellor of the University of Hong Kong, the 195th Congregation was held in Loke Yew Hall today. Four other distinguished individuals were also awarded honorary degrees including Dr Elsie Leung Oi Sie, Dr Tsui Lap-Chee, Dr Victor Joseph Dzau, and Dr Mary-Claire King. Wah Group Chairman Dr. Lui Che-woo today awarded Honorary Doctorate of Social Sciences by the University of Hong Kong 15 March 2016 Appendix: Introduction of Dr Lui Che-woo, Chairman of K. Wah Group Dr the Honourable Lui Che-woo is a distinguished entrepreneur, philanthropist and an avid supporter of education in Hong Kong. Dr Lui was born in Jiangmen, Guangdong and founded the first K. Wah company in Hong Kong in 1955. He is currently Chairman of K. Wah Group. Its major member companies include two Hong Kong listed flagships K. Wah International Holdings Limited and Galaxy Entertainment Group Limited, Stanford Hotels International and K. Wah Construction Materials Limited. Today, K. Wah has developed into a multinational conglomerate involving properties, entertainment and leisure, hospitality, and construction materials with more than 33,000 employees worldwide. In 2015, Dr Lui established the LUI Che Woo Prize - Prize for World Civilisation in Hong Kong. It is the first of its kind annual cross-sector international prize honouring and recognising individuals or organisations who have unconditionally promoted world civilisation through sustainable development, contributed to the welfare of mankind and fostered a positive life attitude and the enhancement of positive energy. Dr Lui has been particularly supportive of the development of medical care, education and hotel and tourism industries. He has supported HKU's endeavours as a Founding Honorary President of the HKU Foundation. The Lui Che Woo Law Library was named in his honour in 1997; an extended Law Library was later set up at the Centennial Campus in 2010 with Dr Lui's support. He was awarded an Honorary University Fellowship in 2002. Dr Lui has also generously supported academic research and campus development at many other universities, and has been conferred honorary degrees by the Chinese University of Hong Kong and the Hong Kong Polytechnic University, as well as Concordia University and the University of Victoria in Canada. Dr Lui has dedicated himself to community affairs and has contributed extensively to Hong Kong. He was made an MBE in 1982, appointed a Justice of the Peace in 1986, awarded the Gold Bauhinia Star in 2005 and the Grand Bauhinia Medal in 2012. In recognition of his contributions to higher education and society, the University has resolved to confer upon him the degree of Doctor of Social Sciences honoris causa. 4 K. Lee* INTRODUCTION One of the burning questions stemming from China's promise that the Hong Kong Special Administrative Region (HKSAR) would enjoy a "high degree of autonomy" is whether the HKSAR's courts would have the authority to review issues of constitutional magnitude and, if so, whether their decisions on these issues would stand free of interference by the People's Republic of China (PRC). The Sino-British Joint Declaration of 1984 promulgated in PRC law and international law a guaranty that implied a positive answer to this question: "the judicial system previously practised in Hong Kong shall be maintained except for those changes consequent upon the vesting in the courts of the Hong Kong Special Administrative Region of the power of final adjudication."' The PRC further promised in the Joint Declaration that the "Uludicial power" that was to "be vested in the courts" of the SAR was to be exercised "independently and free from any interference."2 The only limit upon the discretion of judicial decisions mentioned in the Joint Declaration was "the laws of the Hong Kong Special Administrative Region and [to a lesser extent] precedents in other common law jurisdictions."3 Despite these promises, however, most of the academic and popular discussion about Hong Kong's judiciary in the United States, and much of it in Hong Kong, during the several years leading up to the reversion to Chinese sovereignty, revolved around a fear about its decline after the reversion.4 The * Associate Professor of Law, Florida State University College of Law.

The business community and trade organisations generally welcomed Li's proposals, made on a visit to HK, hoping they would improve gloomy market sentiment. Of the measures he announced at a forum on the nation's 12th five- year plan, 12 are related to financial services and the development of the offshore yuan market. One key scheme to support the stock market is to allow mainland investors to invest in HK stocks by launching the long-awaited index-tracking Exchange Traded Fund backed by a portfolio of HK stocks. The fund, to be listed on the stock exchanges in Shenzhen or Shanghai, will allow mainlanders to invest in Hong Kong stocks. Several other measures will encourage expanded use of the yuan. One is a 20 billion yuan (HK$24.4 billion) quota for HK companies to invest in securities on the mainland via a yuan-denominated Qualified Foreign Institutional Investors (QFII) scheme. This could help achieve a better return for the 554 billion in yuan now sitting as low-yielding deposits in banks in HK. A scheme allowing companies to settle trades in yuan, currently limited to 20 provinces, is being expanded nationwide.
