Alexander Sokolow Minister of Culture of the Russian Federation 7, Kitaogorodsky proyezd Moscow Vienna, 12 December 2007 Excellency, I am sure that you will agree that open and unhindered possibilities for cultural exchange between Europe and Russia lie in the interest of all partners concerned. The Russian Government has announced that the offices of the British Council in St. Petersburg and Yekaterinburg will have to terminate their cultural activities by 1 January 2008. The announcement was reinforced today. This decision constitutes a cause for deep concern for all national institutes for culture from EU countries working in Russia and is a continuation of a series of obstacles which some of these institutes have to face. The decision of the Russian Government is also questionable in the light of the 1963 Vienna Convention on Consular Relations which provides the legal basis for the activities of the British Council in Russia and which includes “furthering the development of [...] cultural and scientific relations” (art. 5 lit. b). This Convention also outlaws discriminatory treatment among signatories. Under the 1994 UK/Russia Agreement on Co-operation in the Fields of Education, Science and Culture, a legally binding treaty between the UK and Russia, the British Council is fully entitled to operate in Russia, as the principal agent of the UK Government. The British Council is a founding member of the European Union National Institutes for Culture (EUNIC), established in May 2006. Currently, EUNIC includes 29 National Institutes for Culture in 25 EU countries. The purpose of EUNIC is to create effective partnerships and networks between the participating organisations, to improve and promote cultural diversity and understanding between European societies, and to strengthen international dialogue and co-operation with countries outside Europe. 1014 Vienna * Minoritenplatz 8 * Tel. +43 501150-0 * Fax +43 501159-0 DVR 0000060 Recently, a EUNIC cluster of national institutes for culture has been established in Russia (“EUNIC Russia”), chaired by the British Council. The forming of the EUNIC Cluster Russia has been warmly welcomed by all European member organisations as a step towards the common goal to facilitate the work of National Institutes for Culture in Russia and to foster cultural cooperation. The EUNIC Presidency urges Russia on behalf of the EUNIC heads not to take discriminatory action against one of its members.
