Working Paper Working Paper No. 34 / November 2012 Reviewing Member States’ Commitment to the European External Action Service Abstract Based on interviews with diplomats from a representative cross-section of nine member states and members of the EEAS itself, the research findings of this EPIN Working Paper confirm long-standing traditions and member state perceptions of cooperation with European institutions. The paper also reveals new aspects of the intergovernmental method of foreign policy shaping and making in the European Union; in particular how different national positions can positively or negatively affect the consolidation of the EEAS and the role of the EU as an international actor. As such, the Working Paper makes an original contribution to the existing literature on one of most discussed actors in the European Union’s post-Lisbon architecture in the domain of EU external action. This letter touched on the neglect of security affairs by the High Representative (HR) and pointed to the need to improve management and administrative procedures within the Service and the cooperation with the European Commission. Among other things, it called on the High Representative to circulate a yearly agenda, to produce regular preparatory policy and decision- making papers sufficiently in advance of the meetings, to set up a secure communications network and to optimise the identification of political priorities. Member states’ diplomats maintained that the letter was not meant as a criticism but as a constructive proposal, ahead of the High Representative’s report in the framework of the service review foreseen for mid-2013. In her own report on the first year of EEAS operations, submitted to the Parliament, the Council and the Commission on 22 December 2011, the HR denied the existence of systemic problems in cooperation with the Commission, while agreeing that the EEAS needed to stand on its own feet in administrative terms. The HR pledged to do more on security issues but indicated that EU member states were not doing their bit to help her put new systems in place. Indeed, given the limited resources available to the EEAS, support from member states services is key. This EPIN Working Paper explores several aspects of the role played by member states in the setting-up, organisation and functioning of the EEAS. This is a topical issue, and one that is currently the subject of a study commissioned by the European Parliament’s Committee on Foreign Affairs (AFET), to be published in March 2013. The findings of this EPIN Working Paper, outlined in the Executive Summary, offer an independent preview into the attitudes of member states towards cooperation with the EEAS. Based on semi-structured interviews conducted with diplomats and civil servants of a representative cross-section of nine member states (France, Germany, the United Kingdom, the Netherlands, Romania, Sweden, Portugal, Spain and Estonia) and members of the EEAS itself, research focused on member states’ influence on the creation of the EEAS, the impact of the new Service on EU member states’ diplomatic structures at the strategic and organisational levels (internal organisation, national diplomatic resources in third countries and international organisations), and the scope for synergies between national diplomacies and the EEAS on designated topics or in specific regions. The answers to the questionnaire (in annexe to this Working Paper) formed the starting point for the development of the papers written by research fellows of leading European think tanks, and carried out within the EPIN network. Initiated by project leaders Paul Ivan (previously at CEPS), Ignacio Molina and Alicia Sorroza (both at Elcano) this EPIN Working Paper both confirms long-standing traditions in and perceptions of member state cooperation with EU institutions, and unearths novelties in the intergovernmental method of foreign policy shaping and making in the European Union, in particular how different national positions can positively or negatively affect the consolidation of the EEAS and the role of the EU as an international actor. Steven Blockmans Senior Research Fellow and Head of the EU Foreign Policy unit, Centre for European Policy Studies. | i Executive Summary ember states’ views of the European External Action Service (EEAS) converge and diverge on a number of themes explored in this Working Paper, such as the need for Mthe Service, the response in national foreign ministries to its creation and performance so far, and what needs to be done differently to ensure the future success of the EEAS. What all nine member states covered by this study share is an interest in seeing the European Union emerge as a stronger player on the world stage. As the Swedish government put it in its parliamentary declaration of 2007, it would like to see the European Union be “a force in the service of peace, freedom and reconciliation.” Indeed, this goal was behind the Lisbon Treaty’s objectives for the creation of the EEAS in 2010; namely to enhance the coherence, effectiveness and visibility of EU external action and to combat the lack of synergy between national diplomacies of member states. Equally, in times of economic crisis, some member states see considerable merit in pooling resources and making cost savings by attributing additional tasks to the EEAS, especially in the areas of defence and consular services. Yet these hopes have been mitigated from the outset by the tension, indeed the paradox, between the desire to see the EEAS succeed in its mission and the will to protect and promote long-standing national interests in the field of foreign policy. This inherent tension is less apparent in the accounts provided by smaller member states such as the Netherlands, Sweden and Estonia than those from France and the UK, for example, with the latter stating: British diplomats believe that the EEAS is well-placed to complement the UK’s foreign policy objectives in a manner that is entirely consistent with the British government’s pledge not to cede more powers to Brussels. And from France: According to a French diplomat, the approach to the EEAS is akin to a love-hate relationship. After having pushed for its creation, France complains constantly about its functioning now. This attitude replicates patterns rooted in debates over Europeanisation versus national sovereignty. However, in foreign and security policy, and in certain areas of his Europe policy, this aspiration has rarely been fulfilled. ∎ The main reasons are structural changes in international relations, which the French and German sides have reacted to differently. Paris is looking for new ways of preserving its autonomy in defence policy and of filling the strategic vacuum that has been created by the waning US interest in Europe and its periphery. Berlin emphasises the development of NATO and the EU as fundamental organisations for German foreign policy. ∎ Reconciling bilateral interests is also complicated by national solo efforts, indifference, and inadequate exchange of experience. ∎ The first precondition for intensifying bilateral cooperation is for Paris and Berlin to conduct a comprehensive review of the international con- flict situation in their existing cooperation formats as regards foreign and security policy. The two governments need to discuss openly to what extent their national interests are concerned, and then determine con- crete measures. ∎ Second, they must refrain from national solo efforts and be sensitive to the other’s pressure points in foreign, security and Europe policy. The Franco-German Parliamentary Assembly needs to urge the executive of both countries to fulfil the Élysée Treaty and the Aachen Treaty.

Increased project budget Phase 1 of the Preparatory Action (2019-2021) included a project budget of EUR 350,000, which could fund ten ideas and five pilot projects only. The new Call for Ideas has a budget of EUR 500,000 and aims to support around ten pilot projects. Number of projects more flexible Phase 1 of the Preparatory Action set out from the start to support ten ideas and five pilot projects. In the new Call, the selection will be made with more flexibility and be based on the amounts requested by the best ideas and projects. Mobility scheme The new Call for Ideas includes a dedicated budget for a new Mobility Scheme. The Call will be open to small mobility grants for prospective project partners, especially those with a focus on transnational and transregional projects, before submitting their idea. Mobility grants will be open to EUNIC members. More local partners required This Call has raised the minimum of key local cultural partners to three. Partners can be civil society organisations as well as public bodies. Exception possible when there are no 3 EUNIC members A minimum of three EUNIC members is still required with one of them administering the application. However, exceptions can be made in countries with limited EUNIC capacity and presence. In such cases it must be made clear why the threshold of 3 EUNIC members is impossible to achieve. Selection based on scores In the previous Call for Ideas, only the selection in the second step of the Call was made based on maximum scores per criterion.

New Directions Steve Green1 William Gibson’s frequently quoted statement “the future is already here; it’s just not evenly distributed”, applies to cultural diplomacy. The new directions promise to usher in a transformation of cultural diplomacy. They will add new strands of activity, lead to a re-assessment of existing ways of operating and introduce new items to the cultural diplomacy toolkit. This essay surveys the new directions in global cultural diplomacy. A standard difficulty in surveys is the lack of an agreed terminology. Is the field to be referred to as “cultural diplomacy”, “cultural PR”, “public diplomacy”, “nation branding”? Different countries, different organizations, different authors use the terms almost interchangeably. This essay uses “cultural diplomacy” and returns to the terminology issue in its final section. It will be useful to start with a set of opening parameters in mind. Rod Fisher has a seven point list of the principal objectives of a country’s foreign cultural policy. They are: • to promote cultural diplomacy • to develop cultural relations • to support the export of a nation’s cultural products and creative industries • to underpin the development of beneficial new trading arrangements • to attract tourism and perhaps inward investment • to enhance programme aid in developing countries and • To create an informed and primarily favourable picture of a country to the “outside world”.2 1 Steve Green is Team Leader for the EUNIC presidency.

Nevertheless, it was important to the Normandy Region to continue with this international event which is even more relevant in view of the global pandemic. ©R.Chapron The 3rd edition on “Preventing war: responding to new threats” will address the three major areas of risk in today’s world: a Hervé Morin breakdown of social ties, environmental issues and the use of President of the new technologies. In addition to these threats, we are living Normandy Region through a pandemic which has accentuated economic and social inequalities around the world and has highlighted the limits of our development model. Public figures will debate these questions. In addition, the Forum will pay tribute to the role of women in peace-building with debates organised in partnership with ELLE magazine and UN Women France. Not only did the two leaders click on a personal basis, but contrary to many of its European neighbors, France has mostly approached the tempestuous American president with pragmatism and benevolence. Trump’s interest-driven “America First” foreign policy, which signaled a repositioning of the United States away from democracy promotion and neoconservative interventionism, suited France’s realist approach to the world order. It came at a particularly favorable time for French-American bilateral relations. Over the past decade, France and the United States have enjoyed an excellent defense and security relationship, forged in their common counterterrorism efforts in the Levant and Africa. Yet, the quality of the French-American bilateral relationship cannot conceal the fact that shared interests and personal connections have not helped to tame the effects of an isolationist and protectionist American foreign policy, nor has it translated into any advancement of multilateral causes or prevented inopportune American meddling in European foreign and internal policies. At this juncture, France is trying to balance the advantages of a close relationship with an indispensable ally in the fight against terrorism with the reality of a reluctant and disruptive partner that pursues its narrow interests, ignorant to the history of allies and even to the long-term systemic effects on the post-World War II world order.

    Seminar “Europe’s Security and Defence: what next?” Friday, March 11th 2016, Paris Background Goal & subject matter: This seminar is an outreach event which aims to stimulate informed dialogue about the changing nature and increasing importance of national and supranational security policy in Europe. It will be open to a broad public (attendance by invitation only) and is particularly targeted towards students, academia, thinktanks, NGO’s and civil servants (including diplomats and military). The seminar means to explore two sides of foreign and security policy: diplomacy and defence. On these closely related disciplines, the seminar aims to explore the big challenges that Europe will face in the medium and longer term, looking at the operational, institutional and political aspects of security cooperation. The interplay between the responsibilities of the EU, its individual member states and NATO will constitute a central theme. The ongoing preparations for the EU foreign security policy strategy (which will be presented by HR Mogherini in June 2016) create a useful context. As envisaged in the Laeken Declaration, the President of the Convention gave progress reports to the European Council at its meetings in June 2002 (Seville), October 2002 (Brussels), December 2002 (Copenhagen), and April 2003 (Athens). He presented Parts I and II of the draft Treaty to the European Council in Thessaloniki on 20 June 2003: they have not been subsequently changed. Parts III and IV, interim texts of which were available at Thessaloniki, have since been finalised, and are now added. 3. This concludes seventeen months of work by the Convention whose members, together with their alternates, are listed in Annex I. They met in plenary session on 26 occasions (52 days), hearing over 1800 interventions. The Convention also established eleven Working Groups and three Discussion Circles, each with its own specific mandate, which met to address particular issues (listed at Annex II) and make recommendations to the Convention as a whole.
