It is my honor and privilege to greet all participants of the 38. European Championship for cadets and juniors, and 3. Cup for younger seniors, on behalf of Organizational Committee,

Serbia and Novi Sad are once more hosts of a significant sports event such as this championship. It is an honor as well as duty for our country to gather cadets, juniors and younger seniors from the entire Europe.

Having in view the fact that karate is a mass sport, positive and popular; we have accepted the task to organize this championship.

In October 2010 the world senior karate championship was successfully held in Serbia, and we are confident that during the championship in Novi Sad all participants and guests will witness knowledge, energy and hospitality of our people. This is the reason why this event is more than mere sports competition.

I wish for all participants to experience this event as a non verbal dialog in the spirit of sports philosphy which transcendes all religious, rasial and political differences.

It is for me and for all of the components of the European karate family a great pleasure to visit once more Novi Sad, where the 2007 EKF Regions took place. More than 40 European countries are going to meet in Novi Sad around these European Cadet and Junior Championships - as well as under 21 European Cup – and around karate, a sport that is proving day by day not only how deep it is merged in our society but also the added value that its practice gives irrespective of age and condition.

The Serbia Karate Federation is a very important piece of the European Karate Federation and also of the World Karate Federation, for both qualitative and quantitative reasons. We are aware of the progress that karate has experienced in the country and how positively it has been contributing to the worldwide development of our sport. On the other side, we all thank the Serbia Federation that significantly contributes through regularly hosting major international Karate events, and the best example is the World Senior Championships brilliantly held three months ago in Belgrade.

It is a very clear and positive sign of the health of the Serbian karate and its full integration in the European Karate Federation.

We also want to congratulate the Serbia Federation for the commitment, professionalism and interest shown for the successful organization of these Championships, and wish that this event will serve to further promote karate popularity and practice throughout the country.

Novi Sad, Serbia, 2011 6 WELCOME TO NOVI SAD

Words and pictures don’t do justice to this city; Novi Sad is simply something more and something different. The city is a clash of many different styles, though its architecture is primarily Austro-Hungarian. People usually say that it is very easy to get to know this city, very easy to love it and impossible to forget it. One of the main reasons for this is the hospitable mentality of its citizens; its inhabitants are open-minded, joyful and friendly.

Throughout its time, Novi Sad has shown remarkable constancy and endurance. The city keeps growing day after day, endlessly advancing to its future and nothing can stop its gait. With a population of over 350.000, Novi Sad is the biggest city in Vojvodina and the second largest city in Serbia. The altitude of the city is somewhere between 75-80 meters above sea level, and it is located between 19-20 degrees longitude and 45-46 degrees latitude on the map, nestled on the left shore of of the , 1.255 km from the rivers fountain-head. The daily temperature ranges between -30.7 – 39.9 degrees Celsius, with an average temperature of about 10 degrees. There are around 130 pluvial days during the year.

Seen from above, City of Novi Sad reveals itself as a city located in a vast plain, spacious and open to all directions. Fortress of Petrovaradin, a historical site, is situated on the right bank of the River Danube, whereas a tall building of Central Post Office, massive construction of Spens Sports Centre, immense headquarter of Petroleum Industry of Serbia and elegant oval edifice of Banovina (a seat of Executive Council of Autonomous Province of Vojvodina) are situated on the left. What eyes could also perceive are green oases embodied in City parks, with labyrinth of streets and alleys meandering around them and cut across with wide and straight boulevards. Moreover, there is the Danube as an unsymmetrical, potent axe of the City, embraced with long quay and Strand, the most beautiful city beach along the Danube. In addition to that, there are the bridges that Novi Sad once lost, but that are re-built from scratch. And there will be plenty of them, quite soon.

Novi Sad, Serbia, 2011 7 Seen in terms of our planet, City perfectly fits into a rich tradition of Pannonian Basin, in which everything is prone to grow, from well-preserved Secession to Post-modern architecture. Nowadays, a widely recognizable symbol of the City is Exit Festival, while in the past, and even so today that place has been reserved for the Serbian cultural institutions: Matica srpska - the oldest cultural-scientific institution of Serbia, Serbian National Theatre, Sterijino pozorje Theatre Festival… Furthermore, our City, in contrast to many other European destinations, has the reputation, by full right, of a multinational, multicultural and multi-confessional metropolis in which all differences are seen as advantages. The witnesses to that are Novi Sad Theatre/Újvidéki Színház and University of Novi Sad with 19 faculties and specialized departments in which the lectures are held in languages of national minorities or were founded with that purpose. Still, there are so many other things that represent a daily, lively routine of Novi Sad.

What differentiates Novi Sad from other cities in Serbia is a wide diversity of nationalities, cultures and religions. Five Orthodox churches, Jewish synagogue and Catholic cathedral in the very heart of Novi Sad symbolize the multiculturalism of this city. As the second biggest city in Serbia, Novi Sad is becoming the main cultural center in the country and bears the name Serbian Athens. Some of the main cultural events that take place in Novi Sad every year are “Sterijino pozorje” (theatre festival), traditional “Zmajeve decije igre” (children's festival) and, of course, the famous “EXIT” – one of the best music festivals in Europe. We can mention with great pride that Novi Sad was also host of the European Basketball Championship in 2005. These and many other events largely contribute to the image of Novi Sad, Vojvodina and the entire country.

Novi Sad is a university city, a city of museums, galleries, libraries, theatres…It is a center of well developed journalistic and publishing industries, radio and television. It is a railway and road crossing on the main international railroad from Athens, i.e. Istanbul to Budapest.

Look carefully into the faces of the citizens of Novi Sad, notice the way they walk, hear the way they speak and the length of their accent. The spirit of this city can also be found in the way the citizens of Novi Sad talk.

The time spent in these or many other places will make you realize that you have become attached to Novi Sad in a special way. Who knows exactly when this extraordinary chemistry happens to spread, but we know that Novi Sad stays with you, and even when you are packing and intend to leave, you will never leave for good. There are always people, towns and places we are saying GOODBYE to, but what we are actually telling them is SEE YOU SOON.

Foreign citizens may enter Serbia with a valid passport and with visas issued by Serbian diplomatic or consular offices abroad.

The official language is Serbian. Most of the people speak English.

The official currency is the dinar (RSD). Coins: 1, 2, 5, 10 and 20 dinars. Banknotes: 10, 20, 50, 100, 200, 500, 1000 and 5000 dinars. Currency can be exchanged in all banks and post offices, as well as in the many authorized exchange offices (exchange offices do not take exchange fees). 1 Euro is approximately 108 RSD. TIME ZONE, ELECTRICITY AND WATER

Novi Sad is in the CET zone - Central European Time (GMT+1 hour). Summer time is from the end of March to the end of October (GMT+2 hours). The Serbian electricity network operates at 220 V~, and a frequency of 50 Hz. The city public water supply and the water from public drinking fountains are safe and pleasant to drink.

Novi Sad has a moderate continental climate, with four seasons. Autumn is longer than spring, with longer sunny and warm periods - the so-called Indian summer. Winter is not so severe, with an average of 21 days with temperatures below zero. January is the coldest month, with an average temperature of 0.1°C. Spring is short and rainy. Summer arrives abruptly. The average annual air temperature is 11.7ºC. The hottest month is July (22.1°C). The lowest temperature in Belgrade was recorded on January 10th, 1893 (-26.2°C), and the highest on August 12th, 1921 and on September 9th, 1946 (41.8°C). From 1888 to 1995 only six days with temperature of over 40°C were recorded. The average annual number of days with temperature higher than 30°C - the so-called tropical days - is 31 and that of summer days with temperature higher than 25°C is 95. Average air temperature in February is -5°C.

TRANSPORTATION

Orientation: Novi Sad has good transport connections with nearby cities thanks to its great position. It is located about 80 km to the northwest of Belgrade, about 300 km from Budapest, 424 km from Ljubljana, 309 km from Zagreb, 548 km from Podgorica, 150 km from Timisoara (Romania), 100 km from the border town (with Hungary) of Subotica and about 100 km from the Romanian border town of Jimbolia.

By plane

The nearest airport to Novi Sad is Belgrade’s Nikola Tesla Airport. It is 70 km / 45 miles from Novi Sad and it takes roughly one hour to drive between the two cities. JAT Airways, as a national air carrier, provides transportation via scheduled domestic and international routes. Numerous foreign airline companies are also providing flights to Belgrade. By car

E-75 highway that connects Belgrade and Budapest is 5 km away from Novi Sad. Toll fare for passenger cars coming from Belgrade is 240RSD (or 3EUR). Prices for other types of vehicle (bus, truck) are higher. If you want to go in the direction of Zagreb, Ljubljana take E-70 highway which is some 40km south/west of Novi Sad. Using the bus is the most recommended option. The bus station for long-distance trips is: "Old bus station", at Bulevar Jaše Tomića 6. Internationally, the city has frequent bus connections to Budapest in Hungary, but also many other international and domestic lines.

By train

Numerous international railway lines link Serbia with all parts of Europe. Total railway track length is 3,808 km of which 3,533 km are single track and 275 km are double track. The European championships´ organizer has provided for the participants to be taken care of by the biggest health care institution in Serbia, Health Care Clinic of Vojvodina, which is located in the center of Novi Sad.

Preliminary reservation of available hotels should be made up to December 15th, 2010. A reservation of 30% of the total price should be paid up to December 28th, 2010; this date will be considered final.

The booking will only be confirmed upon receipt of a deposit corresponding to 30% of the total amount of the stay. Deadline December 28th, 2010. The balance of your stay will have to be paid by a bank transfer before your arrival.

NOTICE: Booking and payment should be made to the World Karate Championship 2010 Llc. European Championships Organization Company with deadline December 28th, 2010.  If a cancellation is made 7 days before the service ordered is due, the participants will be charged 100% of the service ordered fee.

TRANSFERS

Transportation from the official hotels to the sports center will be arranged for all Participants Transportation from the airport to the official hotels is 50 Euros per person (two-way ticket) The transportation will be arranged according to the number of participants in your delegation. In case you require any extra service, please contact the organizers.

CATERING

Catering will be arranged by the organization at the Sport Hall for a price of 15 Euros per person. Please fill up the booking form. Deadline is December 28th of 2010.

REGISTRATION

Each participating country is requested to provide 2 national flags and a CD with the national anthem.

PRESS ACCREDITATION

The organizers will provide the National Federations, which turn in the relevant application on time, with a place for training. The application must be received before January 17th, 2011. Transportation to the training area will only be available from the official hotels.

INSURANCE

It is compulsory for all participants and delegation members to effectuate their own medical insurance and personal trip insurance. The Karate Federation of Serbia and European Karate Federation are taking no liability for these concepts. During the registration each delegation must present the signed insurance form.

ENTRANCE

Entrance to the Sport Hall will be free of charge.

FAREWELL PARTY

Farewell Party will be arranged by the organization for a price of 15 Euros per person. Information about the Farewell Party will be provided during the registration.

MEDIA TV AND VIDEO

The EKF has all the rights related to the European Karate Championships. This means that only the persons with the EKF’s permission can take professional photos during the competition. In other words, items such as cameras/video cameras with tripod are prohibited in the sports arena. Colloquially know as SPENS (which is actually an abbreviation of the table tennis championship held in Novi Sad, 1981) the building with this name encompasses a variety of areas, i.e. spaces for different individual and collective sports competitions and trainings, a large commercial-trade potential, developed catering and spaces for cultural and media contents as part of the town of Stari Grad.

The sports and business centre “Vojvodina” is one of the biggest centers of this kind in Europe. It is widely known as SPENS, and it was named so after the 1981 World Table Tennis Championship which was held there. Its total area is 200.000 m² (239.200 square yards), the area of the stadium “Vojvodina” is 32.483 m² (38.850 square yards), and the area of the usable space for indoor sports activities is 46.319 m² (55.397 square yards). The centre provides conditions for workout and competitions in basketball, volleyball, handball, water polo, table tennis, boxing, judo, karate, hockey, swimming, bowling, shooting, ice skating, wrestling, sambo, football, tennis, field hockey and rhythmic gymnastics. 70 practice grounds and 20 fighting grounds can be used simultaneously. Apart from having numerous sports facilities and a rich sports season, SPENS is also a famous business and entertainment centre. It has over 150 shops, cinemas, and an entertainment park for children. A lot of young people come to this favourite meeting point of theirs with a lot of attractive contents (discotheque, cafes, open air restaurants etc.).
