INTRODUCTION 1.1 REPORT OBJECTIVES The key objectives of this Assignment are to ensure the Project’s compliance with (i) all applicable local regulations and stations pertaining to environment, health and safety; (ii) ADB’s Safeguard Policy Statement (2009); and (3) all mitigation measures and recommendations specified in the Environmental Impact Assessment (EIA) report and Environmental Management Plan (EMP) are implemented throughout the entire project implementation period that covers design, construction and operation phase. The Assignment will review and verify all environmental monitoring information from Huangshi Environmental Monitoring Station (HEMS), conduct independent field inspection, and to evaluate the implementation of EMP and identify any environment-related issues and necessary corrective actions. The 11th Semi-Annual External Environmental Monitoring (EEM) Report (hereafter referred to as “the Report”) is prepared by the consortium of SGS-CSTC Standards Technical Services Co., Ltd. and SGS China Co., Ltd. (hereinafter referred to as “SGS”). The SGS team visited Huangshi on 17th – 18th June 2019 with the aim to evaluate the implementation status of EMP requirements during this period. This report records the environmental management activities undertaken during the period of 2019.Jan-2019.Jun, covering from design and pre-construction stage of the subprojects and verify the environmental impacts and implementation status of mitigation measures, reduce negative environmental impacts and propose environmental improvement schemes. In accordance with all the relevant specifications and standards of the PRC, as well as the policies of the Asian Development Bank (ADB), this report will focus on (i) EMP implementation progress; (ii) implementation of mitigation measures, (iii) environmental related project covenants compliance, (iv) environmental monitoring and compliance, (v) institutional strengthening and training, (iv) Public consultation and (vii) problems that have occurred and corrective actions taken. 1.2 PROJECT BACKGROUND AND GOALS Huangshi Municipal Government (HMG) has requested a sum of USD 100 million loan from Asian Development Bank (ADB) with the purpose to promote environmental sustainable and socioeconomically inclusive urban development in Huangshi, Hubei Province, by upgrading the city’s urban

Introduction Huangshi Yangtze River Bridge is a super large bridge on National Highway 318, located in Huangshi City, Hubei Province, in the middle reaches of the Yangtze River. The length of the bridge is 2580.08 meters, the length of the main bridge is 1060 meters and the width of the bridge is 20m.Yellowstone bank approach bridge 840.7 meters long, consisting of continuous box girder bridge and bridge deck continuous T-beam bridge; Xishui shore approach bridge is 679.21 meters long and consists of a continuous T-beam bridge on the deck. The main pier adopts 28m diameter double-wall steel cofferdam and 16 Φ 3-meter bored cast-in-place pile foundation, which has high anti-ship impact capability. Navigable clearance 200x24 meters, can accommodate 5000 tons of single ships or 32000 tons of large fleet up and down navigation. However, since the construction of the bridge, there have been many accidents, and have been cited as teaching materials with improper distribution of bridge holes.[1].

Since traditional evaluation models often consider only the distance between the evaluation point and the positive or negative ideal solution, we introduce gray correlation analysis and construct a new sustainability evaluation model. Our research results show that only one city had excellent sustainable development capacity of agricultural water resources, and the evaluation value of eight cities fluctuated by around 0.5 (the median of the evaluation result), while the sustainable development capacity of agricultural water resources in other cities was relatively poor. Our findings not only reflect the differences in the natural conditions of water resources among various cities in Hubei, but also the impact of the cities’ policies to ensure efficient agricultural water use for sustainable development. Introduction1 Participatory Irrigation Management (PIM) is internationally well known as a principle management concept with which reform of the agricultural water sector and transfer of irrigation management to farmers are undertaken. Over the past fifty years, expansion of irrigated agriculture has made an enormous contribution to feeding the world’s expanding population. Yet in the meantime, the underfinancing and rapid deterioration of irrigation system have become a serious threat to the imperative of sustained increases in the productivity of irrigation systems in developing counties. Revenue shortfalls, together with perverse bureaucratic disincentives, has resulted in poor management of water deliveries, waterlogging, shrinking service areas, and deteriorating canals, drains, and structure. To counter the deteriorating situation, one development strategy after another has swept over the irrigation sectors for the last decades; and a common understanding among all the strategies is the need of institutional reform in light of participatory irrigation management. In China, one of the main reforms is the Self- Financing Irrigation and Drainage Districts (SIDD)2 supporting farmer participation in local irrigation management. In rural China as an agrarian society, irrigation is very important for agricultural production. Although irrigation accounts for less than forty percent of cultivated area in this country, the agricultural output of irrigation districts amounts to two thirds of that of the whole nation. For this reason, the Chinese government and farmers have invested immense resources in irrigation especially in the recent several decades.
