Salary Scale Competitive Background The Heads of State and Governments of the ICGLR Member States have vested important and comprehensive functions regarding the management and maintenance of peace and security in the Great Lakes Region into the Regional Follow-up Mechanism (RFM) of the IC/GLR. The Conference Secretariat as an important element of this Follow-up Mechanism is tasked to organize and provide the respective services to ensure that the RFM can fulfil these peace and security functions in the interest of the Member States, of the Protocols and Programmes of Action comprised in the above referred key instrument. The Levy Mwanawasa Regional Centre for Democracy and Good Governance (LMRC), based in Lusaka, Zambia, is the specific autonomous technical body established in the framework of the Conference Secretariat to assist in the implementation of the ICGLR Programme of Action for Democracy and Good Governance. Job Summary The Regional Director shall ensure the day to day management of the Regional Centre under the supervision of the Deputy Executive Secretary of the ICGLR through the Program Director on Democracy and Good Governance at the Conference Secretariat • Heading of the LMRC as a diplomatic mission within the framework of the Host Agreement between the Government of the Republic of Zambia and the Secretariat of the International Conference on the Great Lakes Region, as well as the Vienna Convention on Diplomatic Relations of 1961; • Promoting the best possible relationship between the LMRC and the Government of the Republic of Zambia as the host country. • Exercising overall leadership of the LMRC staff; • Supervising and coordinating the various activities of the LMRC with the assistance of the heads Specific Tasks of departments and units; and Duties • Stimulating and motivating LMRC staff both individually and collectively, in a competitive and professional spirit; • Encouraging team work wherever adequate in the development and implementation of the LMRC programmes of activities; • Mobilizing and managing the LMRC financial and material resources with the assistance of the LMRC Administration and Finance Officer • Initiating and developing partnerships with relevant international, regional and national institutions and organizations with seat in or outside Zambia; • Ensuring regular assessment of result-oriented performances and rational use of available resources; • Providing support and guidance to experts and consultants hired by the LMRC; • Presenting monthly activities and financial reports to Conference Secretariat • Presenting thematic draft reports, recommendations and other relevant communications on the state of Democracy, Good Governance, Human Rights and Civic Education in Member States, to the LMRC Board to be submitted to the RFM Entities, through the Conference Secretariat. • Ensure local staff recruitment is in accordance with the ICGLR Human Resource Management manual and the laws of the host country • Organise in coordination with the Secretariat the annual meetings and all activities of the LMRC Board; • Prepare and present the annual report to the LMRC Board; Candidate • Masters or equivalent qualification from a recognized institution in Social sciences, Public Profile Administration, Law, Education or other relevant academic field. A PhD qualification would be an added advantage; • At least 15 years of relevant professional experience at senior management level in a/various large international or regional organization/s, academic institution/s, national human rights institution/s or other relevant public body/bodies or civil society organization/s; • Proven capability and experience in management and leadership in a multicultural, multinational and multi-ethnic environment; • High ability to interact positively with high ranking government and international/regional organizations officials; • Relevant experience in strategic planning, project management and resource mobilization; • Demonstrated understanding of the ICGLR instruments, challenges, strategies and projects in general, and of those related to Democracy, Good Governance, Human Rights, and Civic Education, in particular; • Strong capability to communicate both internally and externally; • Ability to mitigate eventual internal conflicts and help identify best practices for future sharing and generalization within the institution; • Flexibility and openness to win-win negotiation strategies; • Solid interest in African cultures and values and proven ability to stimulate and adequately manage scientific research on African responses to African challenges; • Candidate must be a National of one of the twelve Member States of the ICGLR. (Angola, Burundi, Central African Republic, Republic of Congo, Democratic Republic of Congo, Kenya, Uganda, Rwanda, South Sudan, Sudan, Tanzania and Zambia). Candidates from DRC, Rwanda, Sudan, Angola, Burundi and Zambia are particularly encouraged to apply. • Fluency in English/French, written and spoken, is essential. Working knowledge of Portuguese, Arabic and/or Kiswahili is an advantage. • He/She shall be aged no less than 35 years and no more than 55 years. • The candidate shall not have worked for ICGLR or any of its organ for more three years in the interest of equitable and rotational representation among member states. Terms of • An attractive fixed salary and benefits package offered to similar positions in regional/international Service organizations. • The incumbent shall enjoy diplomatic immunity, privileges, exemptions and facilities as provided for by the Host Agreement between the Government of the Republic of Zambia and the Secretariat of the International Conference on the Great Lakes Region.
