With regard to Ibaraki prefecture, the restriction of distribution of Tea leaves produced in Ibaraki-machi is cancelled today. (1) The Instruction of the Nuclear Emergency Response Headquarters is attached as attachment 1. (2) The application of Ibaraki prefecture is attached as attachment 2. 2. The list of Instructions on the restriction of distribution and/or consumption of food concerned in accordance with the Act on Special Measures Concerning Nuclear Emergency Preparedness is attached as reference. Reference: omitted Attachment 2: omitted (Attachment 1) Instruction 5 October 2012 From Director-General of the Nuclear Emergency Response Headquarters To Governor of Ibaraki Prefecture, The Instruction to the Prefecture on September 12 2012 based on the Article 20.3 of the Act on Special Measures Concerning Nuclear Emergency Preparedness (Act No. 156, 1999) prior to the revision by the Act for Establishment of the Nuclear Regulation Authority (Act No. 47, 2012) shall be changed as follows in accordance with Article 20.2 of the Act after the revision. 1. Restrictive requirements shall apply to heads of relevant municipalities and food business operators concerned not to distribute any log-grown shiitakes (outdoor cultivation) produced in Tsuchiura-shi, Hitachinaka-shi, Moriya-shi, Hitachiomiya-shi, Naka-shi, Namegata-shi, Hokota-shi, Tsukubamirai-shi Omitama-shi, Ibaraki-machi and Ami-machi for the time being. 2. Restrictive requirements shall apply to heads of relevant municipalities and food business operators concerned not to distribute any log-grown shiitakes (hothouse cultivation) produced in Tsuchiura-shi, Hokota-shi and Ibaraki-machi for the time being. 3. Restrictive requirement shall apply to heads of relevant municipalities and food business operators concerned not to distribute any bamboo shoots produced in Ishioka-shi, Ryugasaki-shi, Kitaibaraki-shi, Toride-shi, Hitachinaka-shi, Itako-shi, Moriya-shi, Hokota-shi, Tsukubamirai-shi, Omitama-shi, Ibaraki-machi, Oarai-machi, Tone-machi and Tokai-mura for the time being. 4. Restrictive requirement shall apply to heads of relevant municipalities and food business operators concerned not to distribute any wild Koshiabura produced in Hitachi-shi, Hitachiota-shi and Hitachiomiya-shi, for the time being. 5. Restrictive requirement shall apply to heads of relevant municipalities and food business operators concerned not to distribute any tea leaves produced in Tsuchiura-shi, Yuki-shi, Ryugasaki-shi, Shimotsuma-shi, Kitaibaraki-shi, Kasama-shi, Toride-shi, Ushiku-shi, Tsukuba-shi, Hitachinaka-shi, Kashima-shi, Itako-shi, Moriya-shi, Chikusei-shi, Inashiki-shi, Kasumigaura-shi, Sakuragawa-shi, Kamisu-shi, Namegata-shi, Tsukubamirai-shi, Omitama-shi, Oarai-machi, Ami-machi, Kawachi-machi, Goka-machi, Tone-machi, Tokai-mura and Miho-mura for the time being. 6. Restrictive requirements shall apply to food business operators concerned not to distribute any Stone flounder, Ocellate spot skate, Rock fish (Sebastes cheni), Japanese seabass and Nibe croaker captured in Ibaraki offshore, for the time being. 7. Restrictive requirements shall apply to food business operators concerned not to distribute any Olive flounder captured in Ibaraki offshore (limiting to northern area from latitude N 36.38) for the time being. 8. Restrictive requirements shall apply to food business operators concerned not to distribute any Channel catfish (excluding farmed fish) captured Kasumigaura lake, Kitaura lake, Sotonasakaura lake and rivers flowing into these lakes and Hitachitone river, for the time being. 9. Restrictive requirements shall apply to food business operators concerned not to distribute any Japanese eel captured in Kasumigaura lake, Kitaura lake, Sotonasakaura lake and rivers flowing into these lakes, Hitachitone river and Naka river in Ibaraki prefecture (including its branches) 10. Restrictive requirements shall apply to food business operators concerned not to distribute any Silver crucian carp (excluding farmed fish) captured Kasumigaura lake, Kitaura lake, Sotonasakaura lake and rivers flowing into these lakes and Hitachitone river, for the time being. 11. Restrictive requirements shall apply to heads of relevant municipalities and food business operators concerned not to distribute any Boar meat from boars captured in Ibaraki prefecture for the time being, provided, however, that this shall not apply to Boar meat which are managed based on shipment and inspection policy set by Ibaraki prefecture. .

We collect the damage data of the systems by carrying out interviews for related local government sectors. We quantify two damage ratios R on physical damage points and RL on disrupted pipeline lengths, for 14 municipalities in Ibaraki prefecture and 8 municipalities in Chiba prefecture. The Tokyo Electric Power Company is in an extremely critical situation in regard to maintaining the current demand for electricity in various regions. So far Tokyo Electric Power Company has tried to provide a stable power supply to the best of our abilities through extra electrical supplies from other electric power companies. The Japanese Government has also called upon citizens and companies in Japan to conserve energy as much as possible. However, considering the extremely critical situation of meeting the expected demand and to avoid unpredictable large-scale blackouts we will implement scheduled blackouts starting tomorrow. We have been trying to avoid blackouts to our upmost ability and therefore deeply apologize to all our customers for causing inconvenience and worries. The Tokyo Electric Power Company will be taking measures of the highest possible degree to work quickly towards restoring a stable supply of electricity to its customers. For Monday 14th of March: Time slots and areas for the expected scheduled blackouts are outlined below. The actual blackout times for each group are expected to last approximately 3 hours. We apologize in advance, but ask that our customers who will be subject to these scheduled blackouts prepare in accordance with the timetable below.
