Tokyo Electric Power Company Co Scheduled Blackouts and Energy Conservation Request 3/13/2011 - Tokyo Electric Power Company Co. Ltd. The earthquake that occurred off the coast of the Pacific Ocean in Tohoku region of Japan on the 11th of March has heavily impacted facilities such as the No. 1 and No. 2 Nuclear power plants in Fukushima as well as various other power plants and power distribution facilities. The Tokyo Electric Power Company is in an extremely critical situation in regard to maintaining the current demand for electricity in various regions. So far Tokyo Electric Power Company has tried to provide a stable power supply to the best of our abilities through extra electrical supplies from other electric power companies. The Japanese Government has also called upon citizens and companies in Japan to conserve energy as much as possible. However, considering the extremely critical situation of meeting the expected demand and to avoid unpredictable large-scale blackouts we will implement scheduled blackouts starting tomorrow. We have been trying to avoid blackouts to our upmost ability and therefore deeply apologize to all our customers for causing inconvenience and worries. The Tokyo Electric Power Company will be taking measures of the highest possible degree to work quickly towards restoring a stable supply of electricity to its customers. For Monday 14th of March: Time slots and areas for the expected scheduled blackouts are outlined below. The actual blackout times for each group are expected to last approximately 3 hours. We apologize in advance, but ask that our customers who will be subject to these scheduled blackouts prepare in accordance with the timetable below. We also request that customers living in other areas refrain from using unnecessary lighting and/or electronic equipment. <Scheduled Blackout Times and Areas> Group #1 6:20 - 10:00 and 16:50 - 20:30 for approximately 3 hours. Group #2 9:20 – 13:00 and 18:20 – 22:00 for approximately 3 hours. Group #3 12:20 - 16:00 for approximately 3 hours. Group #4 13:50 - 17:30 for approximately 3 hours. Group #5 15:20 - 19:00 for approximately 3 hours. ● For specific descriptions of group divisions within one city, please refer to the links listed at the bottom of this sheet. ● The beginning and end of the blackout periods may be slightly earlier or later ● Depending on the supply situation there may be unexpected blackouts at other times or in areas beyond the boundaries of the cities/areas described. *Please note: The exact times and boundaries of the blackouts are subject to change. Areas in Tokyo listed beyond Arakawa-ku are not scheduled to have blackouts, but are next to areas that have blackouts scheduled, and are therefore included on this list in case power outages extend past official city boundaries. • Safety Inspections of Fisheries Products on Radioactive Materials
(Provisional translation) [16 March] Safety inspections of fisheries products on radioactive materials Sericulture and Horticulture Division, Gunma Prefecture The Gunma Prefectural Government conducted inspections on radioactive materials in the samples of landlocked salmon, whitespotted char and Japanese dace taken from 14 rivers, Japanese smelt taken from one lake, and ayu sweetfish taken from one fish farm in the prefecture. The result of the inspection, obtained on 16 March, showed that the level of radioactive cesium was below the provisional regulation value in all the samples. However, in response to implementation of the new Standard Limits on 1 April, the Gunma Prefectural Government and relevant Fisheries Cooperatives have consented to release Japanese dace caught in Nakuta River, landlocked salmon and whitespotted char caught in Imagawa River, Kenjo River and Nurukawa River, and not to serve such fish for consumption. The Prefectural Government and Fisheries Cooperatives also have consented to collect Japanese smelt caught in Akagi-onuma Lake, and not to serve them for consumption. 1. A group of pyroclastic cones, including Shiranesan, Ainomine, and Motoshiranesan, which stretch from the north to the south, are located in its highest western area. To the south and east of these cones, andesitic lava flows cover an area of several km from the summit. Further downhill there is a dacitic pyroclastic flow plateau. The SiO2 content of the andesite and dacite is between 53.7 and 64.2 wt %. 3 crater lakes are arranged from northeast to southwest at the summit of the Shiranesan pyroclastic cone. They are named Mizugama, Yugama, and Karegama. All historical eruptions were occurred in the Shiranesan summit area. All recent eruptive activity consists of phreatic explosions. The volcano is prone to producing lahars. The volcano has many hot springs, such as Kusatsu Onsen, and solfatara which generates H2S. 1 (44. • A Prospect of Disaster Education and Community Development in Thailand
A Prospect of Disaster Education and Community Development in Thailand: Learning from Japan Nakhara: Journal of Environmental Design and Planning Volume 19, 2020 A Prospect of Disaster Education and Community Development in Thailand: Learning from Japan Waricha Wongphyat a* / Mari Tanaka b a Faculty of Architecture, Chulalongkorn University, Thailand [email protected] b Faculty of Education, Gunma Prefecture, Japan [email protected] * Corresponding author Received 2020-03-03; Revised 2020-09-30; Accepted 2020-11-10 ABSTRACT This paper aims to examine a prospect of disaster education and community development in Thailand focusing on a traditional waterfront community, named Hua Takhe. It explores the program and participation as well as meaning and implication of the Japanese cases through observations. Based on the analysis of questionnaire surveys, the strengths of the Hua Takhe community include solidarity, human, cultural, and educational resources. Its weaknesses are a limitation of disaster prevention-related resources, insufficient interaction between the old and the young generations, a lack of systematic disaster management, and low participation in drills. Collaboration with educational institutions, integrative and inclusive learning, and a better quality of life can be its opportunities; however, changing the usage of dwellings and an unbalanced development can be its threats. While the proposed workshop for children focuses on identifying the disaster prevention-related components and storytelling of Japanese and Thai wisdom, the workshop for multigenerational residents emphasizes identifying risks, discussing about the CBDRM, and participating in the community’s festival. Concentrating on community engagement comprises of sharing the survey results, group discussion, hands on experience in investigating the living environment and making a hazard map.

  • Liquefaction Damage of the Tonegawa Basin Caused by the 2011 Off the Pacific Coast of Tohoku Earthquake
Proceedings of the International Symposium on Engineering Lessons Learned from the 2011 Great East Japan Earthquake, March 1-4, 2012, Tokyo, Japan LIQUEFACTION DAMAGE OF THE TONEGAWA BASIN CAUSED BY THE 2011 OFF THE PACIFIC COAST OF TOHOKU EARTHQUAKE Shigeki SENNA1 , Nobusuke HASEGAWA2 , Takahiro MAEDA3, Hiroyuki FUJIWARA4 1 Researcher, National Research Institute for Earth Science and Disaster Prevention, Tsukuba, Japan, [email protected] 2 Researcher, National Research Institute for Earth Science and Disaster Prevention, Tsukuba, Japan, [email protected] 3 Researcher, National Research Institute for Earth Science and Disaster Prevention, Tsukuba, Japan, [email protected] 4 Project Director, National Research Institute for Earth Science and Disaster Prevention, Tsukuba, Japan, [email protected] ABSTRACT: By the 2011 off the Pacific coast of Tohoku Earthquake, a large number of liquefaction occurred in the Tone river basin. By this liquefaction, serious damage including the cutoff of the lifeline, the destruction of the house basics and the nonequivalent subsidence occurred. The liquefaction damage taken up by the news was a small portion. Then we carried out a local survey for the purpose of catching perspective of the liquefaction damage in the Tone river basin. It was almost the artificial ground where filled up pond and river that intense liquefaction was seen. The ground hazard by liquidizing was known from of old. It was recognized again to cause an extensive ground hazard by liquidizing in this earthquake. It is thought that liquidizing is generated by the earthquake in the future again. Next, we compared our data with the liquefaction locations, the geomorphologic classification of the regions, seismic intensity distribution, and liquefaction probability value in the Kanto district in the report published by the Committee for Analysis of Liquefaction in the off the Pacific coast of Tohoku Earthquake, chaired by the author and organized by the Ministry of Land, Infrastructure, Transport and Tourism.

  • Deep Two-Way Matrix Reordering for Relational Data Analysis
Deep Two-Way Matrix Reordering for Relational Data Analysis Chihiro Watanabe∗1 and Taiji Suzuki†1,2 1Graduate School of Information Science Technology, The University of Tokyo, Tokyo, Japan 2Center for Advanced Intelligence Project (AIP), RIKEN, Tokyo, Japan Abstract Matrix reordering is a task to permute the rows and columns of a given observed matrix such that the resulting reordered matrix shows meaningful or interpretable structural patterns. Most existing matrix reordering techniques share the common processes of extracting some feature representations from an observed matrix in a predefined manner, and applying matrix reordering based on it. However, in some practical cases, we do not always have prior knowledge about the structural pattern of an observed matrix. To address this problem, we propose a new matrix reordering method, called deep two-way matrix reordering (DeepTMR), using a neural network model. The trained network can automatically extract nonlinear row/column features from an observed matrix, which can then be used for matrix reordering. Moreover, the proposed DeepTMR provides the denoised mean matrix of a given observed matrix as an output of the trained network. This denoised mean matrix can be used to visualize the global structure of the reordered observed matrix. We demonstrate the effectiveness of the proposed DeepTMR by applying it to both synthetic and practical datasets. Keywords: matrix reordering, relational data analysis, neural network, visualization 1 Introduction Matrix reordering or seriation is a task to permute the rows and columns of a given observed ma- trix such that the resulting matrix shows meaningful or interpretable structural patterns [4, 22]. Such reordering-based matrix visualization techniques provide an overview of the various practical data ma- trices, including gene expression data [8, 12], document-term relationship data [5], and archaeological data [18] (e.g., the relationships between tombs and objects in Egypt [26]).
