Further reproduction prohibited without permission. INTRODUCTION In 1827, at the battle of Navarino, the age of fighting sail came v ir tu a lly to an end. Steampower had arriv e d and w ith i t the sailing ship as a weapon of war was rendered obsolete. However, obsolescence did not erase the memory of the great ships of the line. For three hundred years they had reigned supreme as the most powerful naval weapons and even today their might is not forgotten. The high point for fighting sail came in the late eighteenth and early nineteenth centuries. This period is replete with the names of g reat naval a c tio n s— Quiberon Bay, Camperdown, S t. V incent, the Nile, Trafalgar; and great admirals— Anson, Rodney, Howe, Colling- wood, and Nelson. I t was, unquestionably, a time when seapower was a key factor in the course of history. Many nations were involved in the struggle for supremacy at sea, but England, with the talent and the string of victories just mentioned, ultimately triumphed and retained its position until well into the twentieth century. .That it was able to succeed so specta­ cularly at sea comes as no surprise. Britain's status as an island nation, its dependence upon the sea for its livelihood and as a 'moat defensive', had always inspired in its people an affinity to water. Towards the end of the middle ages, as men grew more adventurous and t') began to expand their horizons, Englishmen started to realize that their 'moat' was not sufficient.     The Professionalisation of the Royal Navy: 1660-1688 by Samantha Middleton The thesis is submitted in partial fulfilment of the requirements for the award of the degree of DOCTOR OF PHILOSOPHY of the University of Portsmouth September 2020 Abstract This thesis analyses the developments made between 1660 and 1688 that contributed towards the Royal Navy becoming a more professionalised organisation. It outlines the impact of individuals and their methods towards achieving professionalisation. The political and financial problems facing the navy before the restoration of the monarchy are also addressed. Biographical case studies of three influential naval reformers; James Stewart, The Duke of York; William Coventry; and Samuel Pepys are used to demonstrate the significant influence that they had on the process of professionalization. This thesis ascertains that although the terminology had not been invented at this stage, the principles of Management Control were implemented by Pepys, Coventry and the Duke of York as a method of organizational professionalisation, identifying examples of performance measurement, rewards systems and the implantation of standard operating procedures. An in-depth analysis of the Duke of York’s instructions for the duties of the Principal Officers demonstrates that the Duke of York introduced enhanced accounting procedures and additional control mechanisms to reduce abuses and increase administrative efficiency. Additionally, a set of professional responsibilities has been created within this thesis for Coventry, whose role as secretary is absent from the instructions. This shows for the first time, that Coventry identified his professional remit as focusing primarily on retrenchment and the reduction of abuses. This contributed towards wider professionalisation.

    HAMPSHIRE AND THE COMPANY OF WHITE PAPER MAKERS By J. H. THOMAS, B.A. HAMPSHIRE has long been associated with the manufacturing of writing materials, parchment being made at Andover, in the north of the county, as early as the 13th century.1 Not until some four centuries later, however, did Hampshire embark upon the making of paper, with Sir Thomas Neale (1565-1620/1) financing the construction of the one-vat mill at Warnford, in the Meon Valley, about the year 1618. As far as natural requirements were concerned, Hampshire was well-endowed for the making of paper. Clear, swift chalk-based streams ensured a steady supply of water, for use both as motive power and in the actual process of production. Rags, old ropes and sails provided the raw materials for conversion into paper, while labour was to be found in the predominantly rural population. The amount of capital required varied depend­ ing on the size of the mill concerned, and whether it was a conversion of existing plant, as happened at Bramshott during the years 1640-90, or whether the mill was an entirely new construction as was the case at Warnford and, so far as is known, the case with Frog Mill at nearby Curdridge. Nevertheless Hampshire, like other paper-making counties, was subject to certain restraining factors. A very harsh winter, freezing the water supply, would lead to a cut-back in production. A shortage of materials and the occurrence of Holy days would have a similar result, so that in 1700 contemporaries reckoned on an average working year of roughly 200 days.2 Serious outbreaks of plague would also hamper production, the paper-makers of Suffolk falling on hard times for this reason in 1638.3 Though Hampshire had only one paper mill in 1620, she possessed a total of ten by 1700,4 and with one exception all were engaged in the making of brown paper.

    4 Waves on Waves – Long Waves on the Seven Seas Anttiheikki Helenius Abstract Kondratieff waves are an interesting subject of study and describe present global economic developments. The Global Financial Crisis of 2009 and the present economic situation have parallels with the Great Depression of the 1930s. Twice-in-a-century events are occurring again. On the other hand, many important innovations have been introduced during the last decades. These innovations have changed people's lives in a revolution- ary manner and have contributed very positively to the global development. Study of the development of seafaring supports the claim of the existence of Kondratieff waves. Important innovations and milestones of development of seafaring coincided with the upswing phases of these waves. Moods of different eras manifest also in composition of shipping fleets and flotillas. One needs new creative approaches to solve global challenges. The study of long waves allows compelling insights and provides timeless wisdom for the study of economics. A special vindication could be established for using a long waves approach for analyzing air transportation. Also I have used the long waves approach in recent conference papers (Idem 2009, 2010).

    NMRN Master Narrative Ours is the epic story of the Royal Navy, its impact on Britain and the world from its origins in 625 A.D. to the present day. We will tell this emotionally-coloured and nuanced story, one of triumph and achievement as well as failure and muddle, through four key themes:- People. We tell the story of the Royal Navy’s people. We examine the qualities that distinguish people serving at sea: courage, loyalty and sacrifice but also incidents of ignorance, cruelty and cowardice. We trace the changes from the amateur ‘soldiers at sea’, through the professionalization of officers and then ships’ companies, onto the ‘citizen sailors’ who fought the World Wars and finally to today’s small, elite force of men and women. We highlight the change as people are rewarded in war with personal profit and prize money but then dispensed with in peace, to the different kind of recognition given to salaried public servants. Increasingly the people’s story becomes one of highly trained specialists, often serving in branches with strong corporate identities: the Royal Marines, the Submarine Service and the Fleet Air Arm. We will examine these identities and the Royal Navy’s unique camaraderie, characterised by simultaneous loyalties to ship, trade, branch, service and comrades. Purpose. We tell the story of the Royal Navy’s roles in the past, and explain its purpose today. Using examples of what the service did and continues to do, we show how for centuries it was the pre-eminent agent of first the British Crown and then of state policy throughout the world.

The poor THE persistent and the principal concern of Kentish donors, if our whole long period may be taken in view, was the care of the poor. The immense sum of £102,519 7s., amounting to 40-72 per cent, of the total of the charitable funds of this rich county, was poured into one or another of the several forms of poor relief. The largest amount was provided for the relief of the poor in their own homes, a total of £52,242 7s. having been given for this purpose, constituting more than one-fifth (20'75 per cent.) of all charities and considerably more than that given for any other specific charitable use. As we have already noted, a heavy proportion (90-05 per cent.) of this total was vested in the form of permanent endowments, thereby establishing institutional mechanisms for the alleviation of what may be regarded as the most pressing of the social problems of the age. Another great sum, £44,614 3s., was provided for almshouse establishments in all parts of the county, this being the second largest amount given for any one charitable use and amounting to 17-72 per cent, of the whole of the charitable re- sources of Kent.1 In addition, the sum of £5,067 17s., of which about 97 per cent. (96-60 per cent.) was capital, was designated for general charitable uses, which in Kent as elsewhere almost invariably meant that the income was employed for some form of poor relief.

    Archaeology, Art & Coastal Heritage: Tools to Support Coastal Management (Arch-Manche) _____________________________________________________________________________________________ CASE STUDY 3D – SOLENT AND ISLE OF WIGHT, UK Case Study Area: Solent and Isle of Wight, UK Main geomorphological types: Soft chalk and weak sandstone clifflines, coastal landslide systems, shingle and sandy beaches, tidal estuaries, dunes, saltmarsh and mudflats Main coastal change processes: Cliff erosion, coastal landsliding, beach erosion, sea flooding. Primary resources used: Art, Archaeology, historic photographs, maps and charts. Summary: The Solent and Isle of Wight coastlines are very varied and include exposed as well as sheltered frontages. They offer an excellent range of sites suitable in terms of illustrating historical coastal change processes. The area also has an extensive and unique archaeological and palaeoenvironmental record demonstrating these processes over the last 10,000 years. Recommendations: Coastal managers should use these resources when predicting future rates of erosion, they provide thousands of years’ worth of data to assist in the understanding of the rate and scale of change. Further work is required in order to model these changes across the region, combining the rich archaeological record with art, photographs and maps. Coastal managers face an ongoing battle to moderate impacts from the sea in the face of a changing climate and pressures from human use of the coastal zone. The challenges that lie ahead are forecast to increase while resources are being forced to go further. The Solent and Isle of Wight is one of six UK case study areas for the Arch-Manche project. This case study report introduces the study area and why it was chosen as part of the project, the results of the archaeological and palaeoenvironmental study are then presented along with the results of the art, photos, and maps and charts studies.

The barrel was originally part of a hand-held gun (a hackbut?) and was later converted into a light cannon. The barrel was made from unevenly carburised soft steel (c. 0.1–0.2% C). Both metallographic examinations and the analysis of slag inclusions with the use of multivariate statistics suggest that the metal in the barrel was manufactured using the direct (bloomery) smelting process. Rather than being disinterested in exploration during the reign of Henry VIII, this dissertation proves that the English were aware of what was happening in the Atlantic world through the transnational flow of information, imagined the potentials of the New World for both trade and colonization, and actively participated in the opening of transatlantic trade through transnational networks. To do this, the entirety of the Atlantic, all four continents, are considered and the English activity there analyzed. This dissertation uses a variety of methods, examining cartographic and literary interpretations and representations of the New World, familial ties, merchant networks, voyages of exploration and political and diplomatic material to explore my subject across the social strata of England, giving equal weight to common merchants’ and scholars’ perceptions of the Atlantic as I do to Henry VIII’s court. Through these varied methods, this dissertation proves that the creation of the British Atlantic was not state sponsored, like the Spanish Atlantic, but a transnational space inhabited and expanded by merchants, adventurers and the scholars who created imagined spaces for the English.

I certify that all material in this thesis which is not my own work has been identified and that no material has previously been submitted and approved for the award of a degree by this or any other University. 2 ABSTRACT This thesis is concerned chiefly with the military role of sea power during the English Civil War. Parliament’s seizure of the Royal Navy in 1642 is examined in detail, with a discussion of the factors which led to the King’s loss of the fleet and the consequences thereafter. It is concluded that Charles I was outmanoeuvred politically, whilst Parliament’s choice to command the fleet, the Earl of Warwick, far surpassed him in popularity with the common seamen. The thesis then considers the advantages which control of the Navy provided for Parliament throughout the war, determining that the fleet’s protection of London, its ability to supply besieged outposts and its logistical support to Parliamentarian land forces was instrumental in preventing a Royalist victory. Furthermore, it is concluded that Warwick’s astute leadership went some way towards offsetting Parliament’s sporadic neglect of the Navy. The thesis demonstrates, however, that Parliament failed to establish the unchallenged command of the seas around the British Isles.
