1 INTRODUCTION 1.1 BACKGROUND

1.1.1 WSP | Parsons Brinckerhoff has been commissioned by Millwood Designer Homes Ltd to prepare a Transport Statement (TS) in support of the planning application for 50 dwellings at Lillybank Farm, Battle. The site is currently used for agricultural and equestrian purposes. The site location and local highway network are shown on Figure 1.

1.1.2 Pre-application advice was sought from County Council (ESCC), the local Highway Authority, in July / August 2015. ESCC recommended that a TS be produced for a development of this size. The structure of this TS follows the ESCC document “Transport Assessments, Transport Statement and Transport Reports: Guidance for Development Proposals in East Sussex” that was referred to as part of this advice. The pre-application correspondence is included as Appendix A.

1.2 REPORT STRUCTURE

1.2.1 This TS is presented under the following sections:

Æ Section 2 reviews the current transport and planning policy framework relevant to the TS; Æ Section 3 reviews the accessibility of the site and the surrounding highway network; Æ Section 4 details the development proposals, including refuse and servicing arrangements; Æ Section 5 outlines the anticipated trip generation of the site and the likely transport impacts of the development proposals; and Æ Section 6 provides a summary and conclusion to the TS.

2 POLICY CONTEXT Introduction

2.1.1 The following section reviews pertinent national and local planning policy in line with ESCC Guidance for Transport Reports.

National Planning Policy Framework, March 2012

2.1.2 Paragraph 14 of the policy states that: “At the heart of the National Planning Policy Framework (NPPF) is a presumption in favour of sustainable development, which should be seen as a golden thread running through both plan-making and decision-taking.”

2.1.3 This policy directs that locations which are sustainable or which can be made sustainable should be made the focus for significant development. Paragraph 32 states that there should be demonstration of:

Æ “The opportunities for sustainable transport modes to be used, reducing the need for major transport infrastructure; Æ Provision of safe and suitable access to the site for all people; and Æ Improvements which can be undertaken within the transport network to limit the significant impacts of the development.”

2.1.4 Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.

2.1.5 A review of the local transport infrastructure described in Section 3 of this TS has shown that there is a range of sustainable transport options available for residents of the proposed dwellings. The access points into the proposed development will be designed to the relevant standards to ensure safe and suitable access for all users. Later in this TS, the traffic impact of the development is considered in more detail and found unlikely to result in any significant impacts, and certainly none that are severe.

Rother Local Plan Core Strategy, September 2014

2.1.6 The term Local Development Framework has now been replaced with Local Plan. The Rother Local Plan Core Strategy was adopted on the 29th September 2014. The objective of the plan is to “contribute towards the achievement of sustainable development”

2.1.7 In relation to Battle there are several key strategies within Policy BA1: Policy Framework for Battle that are relevant to the proposed development these include:

Æ “Provide for 475-500 net additional dwellings in Battle over the Plan period 2011-2028, by developing new housing via opportunities both within the development boundary, and modest peripheral expansion opportunities that respects the setting of Battle within the High Weald AONB and supports community facilities. Æ Ensure that new development does not put pressure on local infrastructure, and that it makes appropriate contribution to community and other infrastructure.

2.1.8 When taking current allocations into account there “remain a need to find land for 145-170 dwellings up to 2028” and is “likely to require extension to the current development boundary.”

2.1.9 Whilst the proposed development is on the edge of the proposed boundary, it is a “peripheral expansion opportunity” and will support community facilities due to the convenient location and accessibility to sustainable transport modes.

ESCC Local Transport Plan (LTP3) 2011-2026

2.1.10 The Local Area Transport Strategy is now known as ESCC Local Transport Plan 3. This policy document sets out the council’s vision for a fifteen year period up to 2026 to “make East Sussex a prosperous county where an effective, well managed transport infrastructure and improved travel choices help businesses to thrive and deliver better access to jobs and services, safer, healthier, sustainable and inclusive communities and a high quality environment.”

2.1.11 ESCC have developed key priorities in its approach to support Battle and these are summarised below:

Æ working with Council (RDC) to identify improvements to transport infrastructure improvements Æ focus on improvements to safe, coherent walking and cycling routes on key/routes corridors; Æ focus on improvements to public transport; Æ focus on reducing congestion in town centres; and Æ working with partners to improve access to key services.

Guidance for Parking at New Residential Development

2.1.12 The car and cycle parking at the proposed development will be compliant with the ESCC Guidance for Parking at New Residential Development Supplementary Planning Guidance. The East Sussex Residential Car Parking Demand Calculator will be used in order to determine appropriate car parking provision.

2.2 OTHER DEVELOPMENT COMMITMENTS

2.2.1 Following a review of planning decisions, there are no other nearby consented developments that are likely to have any impact on the highways in the vicinity of the proposed development.

3 EXISTING CONDITIONS 3.1 SITE DESCRIPTION

3.1.1 The proposed development is bounded by the A2100 London Road to the east, Netherfield Hill to the south and west and agricultural land to the north. The site is currently used for agricultural and equestrian purposes. The location of the site and the local highway network are illustrated on Figure 1.

3.1.2 The existing access to Lillybank Farm is taken from Wattle’s Wish, north of Netherfield Road. The access is shown on Image 3-1. An informal parking arrangement is in place at the farm without demarcated parking bays or the provision of any cycle parking.

3.2 LOCAL HIGHWAY NETWORK

A2100 London Road

3.2.1 A2100 London Road is a single carriageway A-road, linking Battle town centre and the A21 at to the south, to the A21 at Johns Cross to the north. The A21 is a trunk road, connecting Hastings on the south coast to the M25.

3.2.2 South of Virgin’s Lane, the A2100 London Road becomes subject to a 40mph speed limit for approximately 500m, before changing to a 30mph limit north of the town centre. The road is lit and there is a 1m wide footway along the western side of the carriageway. North of Virgin’s Lane, this changes to the national speed limit of 60mph.

Virgin’s Lane

3.2.3 Virgin’s Lane is primarily a residential road with a speed limit of 30mph, and street lighting is present. A number of other residential streets are served from Virgin’s Lane. Image 3-2 below illustrates the A2100/Virgins Lane junction. Visibility splays from the junction measure in excess of 2.4 x 120m and are therefore appropriate for vehicle speeds of at least 70kph (43mph).

Netherfield Road

3.2.4 Netherfield Road is located to the south of the proposed development and is a lightly trafficked minor residential road, with some street lighting but no footway provision. Netherfield Road effectively operates as a shared space. Manual for Streets states that shared spaces work well where the volume of traffic is below 100 vehicles per hour. Traffic flows on Netherfield Road appear to be below 100 vehicles per hour, and no personal injury accidents have been recorded on Netherfield Road in the previous five years for which records are available.

3.3 ACCESSIBILITY

3.3.1 This section reviews the proposed development’s proximity and accessibility to local facilities and employment areas through the use of sustainable modes of transport.

3.3.2 Planning guidance emphasises the integration of land use, transport and planning decisions. To ensure developments are sustainable, they should be accessible to local facilities, employment opportunities and public transport services. Walking is an important means of travel at a local level and offers potential to substitute for short car trips, particularly those less than 2km. The DfT believes1 that distances of up to 2miles (3.2km) can easily be walked by the majority of people. Research has shown that approximately 25% of all journeys and 80% of journeys less than one mile (1.6km) are made on foot.

3.3.3 Cycling also provides the opportunity to substitute for short car trips, less than 5km, and to also form part of a longer journey by public transport.

3.3.4 Cycle trips vary significantly depending on age/gender. The National Travel Survey highlights that the average cycle trip is currently 3.2 miles (5.1km, NTS 2012). Local Transport Note 1/04 highlights the average distance travelled by NMUs (at that time) and suggests that “…journeys up to three times [the average distance] are not uncommon for regular commuters” accepting that ‘”fitness and physical ability, journey purpose…and conditions” are relevant factors. Whilst it is possible that cycle trips could form part of a longer journey on public transport trip, similar to the CIHT guidelines for journeys on foot, it is reasonable to conclude that cycle trips:

Æ up to 9 miles would be considered; Æ 3-6 miles can be considered acceptable; and Æ <3 miles can be considered desirable

3.3.5 The local Public Rights of Way (PROW) are shown on Figure 2, which demonstrates that there are a number of public footpaths in the area. In addition there are footway links between the formal PROWs and the highway network on the east side of the A2100 London Road. These follow a route along Bowmans Drive and Mount Joy, and provide a lit and overlooked route to the London Road/ High Street roundabout.

3.3.6 London Road is a key route for both pedestrians and cyclists to access Battle for employment opportunities and local facilities. There is a footway on the western side of the carriageway which currently ranges from approximately 0.8m-1.2m in width from Virgin’s Lane to Netherfield Road and increases in width to approximately 2m south of the A2100 London Road / Netherfield Road junction. This continues to the A2100 London Road / High Street roundabout.

3.3.7 Pedestrians are therefore provided with access to key destinations within Battle via alternative routes.

3.3.8 Battle High Street has footways on both sides of the carriageway providing convenient access for pedestrians; this road is also considered to be suitable for cycling. High Street is a key destination for local workers and residents to access a range of local facilities and Battle railway station, as shown on Image 3-4 below.

Traffic Data

3.3.9 The following traffic surveys were carried out to determine existing traffic patterns;

Æ Automatic traffic count (ATC) adjacent to proposed site access on London Road – May 2015 Æ Manual classified count (MCC) at junction of London Road and Virgin’s Lane and at junction of London Road / High Street / Market Road / North Trade Road – July 2015 Æ Manual classified count (MCC) at junction of London Road and Virgin’s Lane– August 2015

3.3.10 The full survey results can be found at Appendix B.

3.3.11 The ATC survey confirmed the 85th percentile traffic speeds along the A2100 at the location of the site access to be 43.4mph (70kph) northbound (leaving Battle ) and 38.6mph (62kph) southbound (entering Battle).

3.3.12 The Manual Counts illustrate the volumes of turning traffic and also the differences between school term time and the summer holiday periods. Battle is an important tourist destination and the August survey was carried out to establish if summer holiday flows on the A2100 at the site access were significantly different to “normal” school term flows. The data shows the flows in the AM peak hour to be very similar but during August the PM peak hour the flows were 85% of the July flows. This illustrates that the summer holiday flows at the site access are unlikely to be greater than during the term-time.

Personal Injury Accident Data

3.3.13 A review of Personal Injury Accident (PIA) records on London Road has been undertaken, and shown that two accidents occurred within the five-year study period. The full accident data is included at Appendix C.

3.3.14 Both incidents occurred in the vicinity of the junction with Netherfield Road; one occurred when a driver pulled into the path of an oncoming vehicle, resulting in a slight injury. The other occurred when a motorcyclist overtook a vehicle waiting to turn right, causing a collision.

3.3.15 It appears that both incidents occurred as a result of driver/rider error, and there are no highway safety issues that will be exacerbated by the proposed development.

Accessibility to Bus Services

3.3.16 Approximately 200m to the south of the proposed access to the development there is a bus stop on London Road opposite Virgin’s Lane. Table 3-1 below summarises the services that can be accessed from this stop. Figure 3 shows the local bus routes.

3.3.17 The most frequent service is the 304/305 to access Hawkhurst and Hastings. There are also additional services available from the centre of Battle, including Service Number 95 which runs to Bexhill and the Conquest Hospital in Hastings.

Accessibility to Rail Services

3.3.18 Battle railway station is located approximately 2km from the proposed site access, equivalent to a 25 minute walk or six minute cycle ride. There are 20 cycle parking spaces at the station. The station is a key transport interchange for numerous destinations in the area and a summary of services is shown in Table 3-2 below.

3.3.19 There is a range of destinations that are accessible by train and the station is at a walking distance that is considered acceptable for commuters. It is likely that residents of the site would consider using this sustainable mode of transport.

Accessibility to Local Facilities and Employment Opportunities

3.3.20 In addition to the sustainable transport opportunities available there are numerous facilities that are also within walking distance, these are shown on Figure 4. The facilities that are available also offer employment opportunities. The approximate walking distances to key local facilities are shown below in Table 3-3.

3.3.21 In addition to this, within the town centre there are also:

Æ Numerous restaurants and public houses; Æ Estate Agents; Æ Battle Abbey; Æ St Michael’s Hospice; and Æ Hair and Beauty Salons.

Summary

3.3.22 There is an existing pedestrian and cycle network that is accessible for residents of the proposed development. Local facilities and the public transport network are also within walking distance, therefore the location of the proposed development is considered to be sustainable.

4 DEVELOPMENT PROPOSALS Land Use

4.1.1 Lillybank Farm covers an area of approximately 3.39 hectares. The illustrative masterplan is provided in Appendix D and shows the proposals for 50 residential dwellings. The development is proposed to comprise a mix of houses and flats and will include 34% affordable housing. The proposed accommodation schedule is shown in Table 4-1 below.

Vehicular Access

4.1.2 It is proposed that vehicular access is taken from the east of the proposed development from A2100 London Road via a simple priority junction, this is shown in Drawing No: 11043-SK-001 Rev C.

4.1.3 The design provides visibility splays of at least 2.4 x 120m to the north and south, which is in accordance with the visibility requirements as outlined in Manual for Streets (MfS) and the Design Manual for Roads and Bridges (DMRB) for a design speed of 70kph. The measured 85th percentile speeds at the location of the proposed access were 70kph for northbound traffic, and 62kph for southbound traffic. The traffic survey data is included as Appendix B.

4.1.4 ESCC have stated in pre-application correspondence that they agree to the principle of the site access location, stating that the location is:

“considered to be a suitable distance away from nearby Virgins Lane junction but is well located relatively close to the end point of the existing 40mph speed limit where the character of the road remains slightly urbanised. The location of the access is therefore considered to be acceptable in principle. Appropriate visibility splays are also likely to be achievable.

Pedestrian and Cycle Access

4.1.5 The proposed vehicular access onto London Road incorporates 2m wide footways on both sides of the carriageway within the development site. The footways tie in to the existing footway provision along the eastern site boundary, which connects to existing bus stops and to Battle town centre to the south.

4.1.6 The proposed development will benefit from a permeable internal layout, which will include connections to the external pedestrian and cycle networks described in Section 3 of this TS. The conveniently located external connections will assist in promoting pedestrian and cycle trips from the proposed development.

4.1.7 A pedestrian and cycle connection will also be available via the existing site access on Wattle Wish. This will not be a vehicular traffic route and will provide additional options for those travelling on foot or cycle.

Parking Provision

4.1.8 As required by ESCC’s Guidance for Parking at New Residential Development, ESCC’s calculation tool has been used to determine the level of car parking at the proposed development. The output of the tool is shown below in Table 4-2.

4.1.9 In accordance with the calculation tool, a further 11 unallocated spaces for residents will be provided, and 10 unallocated spaces for visitors will also be provided. Therefore, there will be a total of 104 parking spaces across the site.

4.1.10 Within ESCC’s Guidance for Parking at New Residential Development, there are also recommended levels of cycle parking provision. Table 4-3 below shows the recommended provision per dwelling and the overall proposed provision for the development.

4.1.11 Cycle parking on the proposed development will be provided within each property in line with the minimum standards set out in Table 4-3.

5 TRANSPORT USE AND IMPACTS OF DEVELOPMENT PROPOSALS 5.1 EXISTING TRIP GENERATION

5.1.1 The site is currently used for agricultural purposes and a number of stables are present on the site that generate some traffic movements. However for the purposes of robustness, it is assumed that the existing trip generation associated with the site is negligible.

5.2 PREDICTED TRANSPORT USE

Vehicular Trip Rates

5.2.1 In order to accurately determine the likely trip generation characteristic of the proposed residential development, a vehicular trip rate has been derived using the TRICS database. As it is anticipated that a proportion of the dwellings will be affordable, the TRICS category ‘Mixed Private/ Non-Private Housing’ has been used.

5.2.2 The following criteria has been applied to determine the trip rates:

Æ Sites within England; Æ surveys between 01/01/07 to 11/12/14; Æ edge of town locations; Æ car ownership at greater than 1.1; and Æ development sites between 50 to 200 units.

5.2.3 Based on these criteria, seven sites were highlighted by TRICS. Trip rates have been derived from the TRICS database based on the seven sites identified. These trip rates are inclusive of all trips generated by the development, covering visitors and residents. The vehicular trip rates derived for the AM peak (08:00-09:00) and PM peak (17:00-18:00) hours are shown in Table 5-1 below. The full TRICS outputs are contained in Appendix E.

Modal Split

5.2.5 The site lies across the boundary of the Battle Town and Darwell wards within Rother District. Method of Travel to Work data has been extracted from the 2011 Census data for the Battle Town ward to predict the mode share of the proposed development, as this ward is considered to be more representative of the transport characteristics expected from the proposed development, as it is similarly located for use of the sustainable transport network.

5.2.6 Trip generation from the development has also been calculated for other travel modes (besides car). Using the number of car driver trips (Table 5-2) and the percentage of people who travel by car (Section 3), it is possible to calculate the number of trips made by all travel modes (Table 5- 3).

5.3 DEVELOPMENT TRIP IMPACT

5.3.1 The traffic impact of the 50 dwellings on the surrounding highway network is expected to be minimal, with the traffic quickly dispersing across the network and generating a minimal increase in movements at key links and junctions.

5.3.2 Table 5-4 illustrates a summary of the results of the traffic count undertaken in July 2015 at the junction of London Road and Virgin’s Lane, showing the traffic flows on London Road north of the junction past the proposed site access.

5.3.3 As set out in Table 5-2, the development is expected to generate a total up to 28 two-way movements in the AM peak hour and 27 two-way movements in the PM peak hour at the Site Access/London Road junction. An estimate can be made of the proportions of left and right turning traffic from the Manual Count taken at Virgins Lane. Assuming the same proportions turning left and right at the access, the maximum traffic generation would be to the south of the site access and would be 24 movements in either peak hour.

5.3.4 As a result it is estimated that the traffic generation would result in an increase of 3.3% in the AM peak hour and of 2.7% in the PM peak hour respectively, which is not considered to be significant. The ATC data in Appendix B shows that the directional variation of peak hour traffic flows can be up to 46 vehicles per hour. In this context the additional 24 vehicles per hour on the A2100 are considered to be well within the daily variation in traffic flows at the site access.

5.3.5 The NPPF advocates only refusing planning applications where the impact is likely to be severe as set out in Paragraph 32. In this case, it is considered that the proposed development will not give rise to severe highway impacts.

6 SUMMARY AND CONCLUSIONS 6.1 SUMMARY

6.1.1 A residential development of up to 50 dwellings is proposed on land off A2100 London Road, Battle.

6.1.2 The proposed development is in line with current policies at both a national and local level. This includes the National Planning Policy Framework, Rother Local Plan Core Strategy, ESCC Local Transport Plan 3, Guidance for Parking at New Residential Development and a review of committed local developments.

6.1.3 The site access from the A2100 can be constructed in line with the appropriate design standards in terms of scale of junction and visibility between vehicles.

6.1.4 A review of the existing transport and highway safety conditions around the proposed development has been conducted. There is a network of local PROW and footways around the proposed development and this enables access by sustainable transport modes to the local bus and rail networks as well as the range of local facilities available in Battle itself. The site is considered to be sustainable in transport terms.

6.1.5 Trip rates and travel mode shares have been developed using the TRICS database and 2011 Census Journey to Work data. A trip generation and distribution assessment was then completed and has demonstrated that the proposed development will have a negligible impact on the local highway network, with the traffic generated leading to an increase in traffic of approximately 3% on London Road during the peak hours, which is within the daily variation in traffic flows on the A2100 close to the site.

6.2 CONCLUSION

6.2.1 This TS concludes that the proposed development of up to 50 dwellings enables opportunities for sustainable travel to taken up, provides safe and suitable access for all people and the impact of the traffic generated by the proposed development can be accommodated on the surrounding highway network without any significant adverse impacts.

6.2.2 It is therefore considered that there are no transport grounds for refusing planning permission for this proposed development.

Dear Graham

With regards to the proposed development at Lilybank Farm and the information submitted I would like to make the following comments and observations:

The proposed location of the site access as indicated on the site plan (Drawing No. 11043-SK-001 C) is considered to be a suitable distance away from nearby Virgins Lane junction but is well located relatively close to the end point of the existing 40mph speed limit where the character of the road remains slightly urbanised. The location of the access is therefore considered to be acceptable in principle. Appropriate visibility splays are also likely to be achievable in this location (as indicated on the plan).

The proposed layout of the access is considered to be appropriate and I am satisfied that larger vehicles are able to pass comfortably once within the site; however, tracking drawings should also be provided to show that refuse/emergency vehicles can turn in and out of the site in a safe and convenient manner.

The proposed access would need to be assess from a capacity perspective as part of any formal planning application. The impact of the development on any sensitive junctions in the area would also need to be investigated.

If there are in excess of 500 daily trips generated by the development, a right turn lane on London Road may also need to provided.

As part of the proposal we are likely to require the 40mph speed limit to be extended further north to a point beyond the proposed access point. Traffic calming measures may also be required to reduce vehicle speeds accordingly. This would need to be investigated further with our Road Safety Team.

Pedestrian facilities in the vicinity of the site are also likely to require upgraded as part of the proposal and it is noted that the footway along most of the length of the A2100 south of the proposed site is particularly narrow.

The proposed access and any off-site works would need to be subject to the standard Road Safety Audit Procedure.

It should be noted that a transport statement is required for a development of this type and size and this should be submitted as part of any formal planning application (guidance attached).

With regards to the level of on-site parking required, please make use of the ESCC Parking Demand Calculator which is available on our website.
